SAN DIEGO (KGTV) — California drivers will want to be aware of several new traffic laws, including stipulations around unattended kids in cars and moving over for emergency vehicles, that will be enforced in 2021.Assembly Bill 2717, which goes into effect on Jan. 1, 2021, will exempt a person from civil or criminal liability for trespassing or damaging a vehicle when rescuing a child 6 years old or younger who is in immediate danger from heat, cold, lack of ventilation, or another dangerous circumstance.California had already exempted good Samaritans from liability when rescuing an animal or pet in the same circumstances. SAN DIEGO (KGTV) - Businesses are bracing for Governor Gavin Newsom's announcement Monday after San Diego has been on the state's watch-list since July 3, due to a surge in coronavirus cases.Newsom could announce indoor activities, like arcades, restaurant dining, movie theaters and museums will be shut down to contain the spread.This news comes as San Diego restaurants faced a volley of changes over the past four months."I think that the only thing that is constant is the change," Chief Brewing Officer Mike Hess said from his Imperial Beach brewery.He said the lucky thing about most of his locations is they have outdoor space, so they can shift more easily. WalletHub ranked states based on feedback from psychology, social work and child studies experts at several universities, and statistics from each region. States were given grades in categories including the cost of housing, child care, and unemployment. California ranked 19th overall. SAN DIEGO (KGTV) — City officials hope to get the construction process for a proposed downtown park, aimed at being an anchor for San Diego's East Village, off the ground this summer.The proposed 4.1-acre, million East Village Green will sit between F and G Streets stretching from 13th St. to 15th St. The massive stretch of green space in the heart of downtown San Diego will feature an 11,000-square-foot multi-use lawn, plaza and fountain areas, children's garden, 14,200-square-foot community center, dog parks, and room for food facilities, according to development plans.RELATED: Officials to break ground on county's first bike skills park in South BayThe green would also include an underground parking structure for 200 vehicles. "The City will be maintaining and programming East Village Green, and Civic [San Diego] hopes to start the bid solicitation process in late summer," according to Kimberly Moore with Civic San Diego. Part of the construction process will also involve restoring nearby historic homes, which sit at the corner of F and 15th Streets. SAN DIEGO (KGTV) - Community members rallied Thursday to send a message to developers looking to build in Barrio Logan. This comes after a developer tried to bring an 80-room hotel to the area, but neighbors opposed it.Neighbors are worried the developers coming in would change the culture of the community. "I don't feel good at all. I think in the past, Barrio Logan has been assaulted and insulted," said resident David Heaney. "I'm afraid that they're going to go against the plan again, and there will be some kind of shenanigans where there the City Council will say it's done."Heaney has been living in his Barrio Logan home since 1998. It sits directly across from the proposed development site on Newton Avenue. Last summer, a developer wanted to put a hotel at the location, but due to opposition from the community, it will now be a mixed-use space. Neighbors must have parking permits to park in the area. 10News reached out to developer Douglas W. Hamm, who initially proposed putting a hotel in the space. He sent a statement that read, in part: "I conveyed that I have zero interest in trying to build a project in their neighborhood that the community is not supportive of, much less opposes.
