SAN DIEGO (KGTV) – A verdict has been reached in the trial of a former Yuma Police officer accused of raping his then-wife's cousin in 2017.Jurors found 34-year-old Jared Elkins guilty of four felony counts, including forcible rape and sexual penetration by force. Elkins was found not guilty, however, on four similar counts involving an intoxicated victim."I'm extremely pleased with this jury and their verdicts," said Deputy District Attorney Lisa Fox."The fact that he was a law enforcement officer and carried a weapon was significant for the victim in this case she believed that he would carry through with these threats and why she was so afraid of him," argued Fox.Elkins was taken into custody without bail following the reading of the verdict. Elkins claimed during testimony this month that the sex was consensual and the rape charges were made out of guilt.Following the encounter, the woman says she ran to her mother's room and both escaped out of a window. SAN DIEGO (KGTV) — A University of San Diego professor has been suspended from campus over alleged misconduct, the university confirmed to 10News.The professor's behavior reportedly violated the university's policy and "is antithetical to our mission and values," the university said in part. The professor was not named.USD officials are currently investigating the incident. The school said in a statement:"We are in the process of investigating the complaint. Our commitment to protecting employee privacy restricts our ability to share names or details of the incident. The professor has been suspended and removed from campus and is not permitted to return to campus or participate in any USD-related off-campus events while we conduct our investigation and initiate next steps."The nature of the professor's alleged misconduct was not detailed. 858

SAN DIEGO (KGTV) — An arrest has been made in the death of a teenager found dead in a Rancho Bernardo street last March.San Diego Police say Angel Ramirez, 19, of Escondido, was arrested Wednesday in connection with the death of a 16-year-old male on March 7, 2019.The teenage victim was found just before midnight lying in the middle of the street in the 16800 block of Cresta Dr. Police said despite life-saving efforts, the teen died at the scene. Based on the evidence collected, it appeared the teen had died as a result of a traffic accident.RELATED: Man found dead in middle of Rancho Bernardo streetThe Medical Examiner's officer, however, ruled the teen's death as a homicide and not caused by a traffic incident. Police didn't elaborate on the cause of death.Investigators say their case led to the identification of Ramirez, who was arrested and charged with first degree murder. SAN DIEGO (KGTV) — A San Diego sailor is on a mission to keep homeless veterans from going cold this winter.U.S. Navy Chief Petty Officer Gregory Ellis hopes to raise ,500 for winter jackets that convert into both sleeping bags and over-the-shoulder bags during the off-season.The jackets are made by the Detroit-based nonprofit The Empowerment Plan, which hires single parents from homeless shelters to sew the jackets. “Our homeless veteran community, many of them are very proud and don’t want to be a burden on anybody,” said Ellis.He plans to deliver the jackets to veterans staying at the Veterans Village of San Diego temporary bridge shelter, which houses nearly 200 homeless veterans. “A jacket that actually converts into a sleeping bag, that actually converts to an over-the-shoulder bag, it’s three times beneficial for them, so at least they’ll have something warm to put over their shoulders and keep them out of the elements.”Ellis says he wants veterans to know the community cares about them and is grateful for their service.You can donate to the fundraising effort here. 1099

SAN DIEGO (KGTV) - After nearly two decades of delays and setbacks, San Ysidro community members celebrated the completion of a million major road reconstruction project Monday.For years the half-mile stretch of Old Otay Mesa Road in between San Ysidro High and San Ysidro Middle Schools lacked many safety features to protect the students who walk to and from school.An unfinished dirt path was used as a sidewalk with no fence to keep students away from oncoming vehicle traffic, no street lights or proper signage and no barriers to keep pedestrians from slipping down a steep canyon.After three years, the stretch of road now includes the safety features the community had been asking for for years. The roadway was widened and realigned, sidewalks and bike lanes were added, there's now a retaining wall, signage and lighting.The City of San Diego says the project took so long to complete after the initial groundbreaking because of the rough terrain crews had to work through.San Diego Mayor Kevin Faulconer announced reforms to overhaul the City’s infrastructure program back in 2015. He says that increased funding each year and helped speed up high priority projects, like the one on Old Otay Mesa Road. This project was one of more than 60 neighborhood projects that were fully funded after Faulconer’s reforms went into effect."Parents have a peace of mind knowing that their kids have a safe path to and from school," said Faulconer at a news conference Monday.The half-mile stretch of Old Otay Mesa Road, which was closed off to traffic for several years, officially reopened on Monday. 1612
