SAN DIEGO (KGTV) -- A human smuggler reportedly used two children as decoys by dropping them over the border into concertina wire, according to U.S. Customs and Border Protection. CBP reports that two Salvadoran girls, ages six and nine, were dropped roughly eight feet from the San Diego border behind concertina wire late Monday night. “Agents responded and moments later, a group of 10 individuals crossed the border in the area agents vacated,” said Rodney Scott, Chief Patrol Agent for the U.S. Border Patrol. Scott said on social media that the group eluded capture. The two young girls were given medical attention for what CBP called minor injuries. The agency is working with the consulate in El Salvador to locate the girls’ parents, the agency said. SAN DIEGO (KGTV) - A known homeless encampment was cleared this week after employees who work nearby said they were terrorized.The encampment on Federal Boulevard near the 805 overpass was cleared of the usual campers, RVs, stuffed cars, tents and debris commuters often saw driving by.Cal Trans said it did a clean up of the area and California Highway Patrol issued a notice to vacate 72 hours before Monday morning.Nearby, employees who didn't want to reveal where they worked for fear of retaliation said homeless people caused hundreds of dollars in damage. "Windows have been smashed, a mirror was smashed," Jim Withrow said. He described an incident in which an employee coming into work heard a woman scream in the bushes, and was rattled as she rushed to the front door.Another Central San Diego worker said a homeless man jumped the fence and walked toward the front door as an employee was trying to get in. The employee entered and the homeless man shook the door trying to open it. Another employee opened the door and found out he wanted water. She said he didn't seem to be 'all there.'Withrow said the past few months have become more intense; "people who didn't seem to have all their facilities screaming and screaming at people going by."The company went to San Diego Police for help and started putting on pressure.Withrow said he saw the change instantly. "I came around the corner off of 47th and onto Federal and wow, there's no one there."Another employee said it took months to get to this point.San Diego Police told 10News they've been educating the vagrants, and issuing warnings.Along the street, new signs are posted every few yards reading "No littering or dumping.""It feels good, I feel safer. I feel safer because my employees feel safer," Withrow said.As for where the vagrants went, 10News went to the newest Safe Parking lot, run by Jewish Family Services, and it appeared vacant.The last time the Webster street was cleared out was December 2018. The huge undertaking took three days, and was short-lived."They did come right back," Withrow said.This time employees nearby hope the extra signage and police awareness will make a difference. "Hopefully the signs keep us safe out here but there's gotta be other things to do to help the people who are hurting too," he said.A new San Diego ordinance passed in May restricts people from living in their vehicles anywhere within 500 feet of a school or residence. SAN DIEGO (KGTV) - A man from El Salvador has been granted asylum in the United States after having been sent back to Mexico to await his trial.According to his attorney, Narciso Cruz, the man is only the second person to receive asylum who had been sent back to Mexico due to the Trump administration’s Migrant Protection Protocol (MPP.)“This individual is a bit of a rarity,” said Cruz, referring to his client’s success in court.But his story is not a rarity.Marcos fled violence in El Salvador and did no want to use his full name for this story, still fearing the gang he fled in El Salvador.“They’re a terrorist group,” said Marcos.He became targeted earlier this year after he tried to help his cousin who was being recruited by the gang. After he interfered, he started receiving death threats.“They will kill you and your entire family,” he said.He traveled to the United States, crossing the border on June 25 somewhere near Tecate.He said he wandered in the desert for five days before he was eventually picked up by Border Patrol agents and taken to a holding facility. Within a day he said he was sent back across the border to Mexico where he would wait for his case to be heard.The Trump Administration implemented the MPP in January. Despite some pushback from the courts, the policy, also called “remain in Mexico,” was allowed to go forward.As of September 1, the U.S government has sent 42,000 asylum seekers to Mexico, according to the Department of Homeland Security.As for Marcos, his case is not officially done yet. SAN DIEGO (KGTV) - A Linda Vista grandfather is missing a pricey, sentimental piece of jewelry after trying to help out some strangers.Steve Phakdy says his 71-year-old father was attending an event at a Buddhist temple in Chollas View more than a week ago, when a white Chevy Tahoe pulled up. "Flagging him down, saying, 'Hello mister.' The husband says, 'It's my wife's birthday. Can you give her a blessing?'" said Phakdy.Phakdy says his father did something to acknowledge the birthday. A woman in her 30s then got out of the SUV."She hugs my dad," said Phakdy. In the backseat was a baby in a car seat."The husband gets out and says, 'We have some jewelry to give you or show you,'" said Phakdy.Together, the two placed rings on his hands, wrapping necklaces around his neck and arms."The husband was grabbing his wrist. Turning it around doing this and doing that," said Phakdy.His father offered to pay for the jewelry, but the couple quickly drove off. "Was looking at the bracelet they gave him and hey, wait, where's my bracelet?" said Phakdy.Gone was a 24-karat-gold-and-diamond bracelet, an anniversary gift from his wife. SAN DIEGO (KGTV) - A Marine was honored Monday at Camp Pendleton for his bravery mid-September when he saved a choking baby.Private First Class Jonathan Lewellen was on leave after graduating boot camp before starting combat training. He was upgrading his phone at the Liberty Station Verizon store when he heard a mother screaming her son's name."She wasn’t hysterical but she was panicked," Verizon Store Manager Cecil Silva said. "He [Lewellen] looked and his instincts just kicked in, like he literally jumped over a desk we had, jumped over the railing, ran through the bushes and just attended to the baby."Lewellen asked the mother if he could help, then performed CPR, and scooped mucus out of the baby's throat."The baby was pretty pale, started getting a little blue-ish," Silva said he called 9-1-1 and was asked to stay on the line, saying several others calling couldn't hold a connection due to bad cell service."Once the ambulance was here they were just like, you’re lucky this guy was here," Silva said both parents were shaken from what happened. He added he has nieces and nephews of the same age and admired how Lewellen had the training and response to provide aide."That just shows, you never you never just turn that part of you off. Good people are just good people," he said, calling him a hero."I did what I was trained to do I don't think I'm a hero more than anyone else would be," Lewellen said. He was thinking of his own two children while saving the baby. He has a 3-year old and a 3-week-old.After combat training, he will go on to work as an aviation mechanic. 1637
