SAN DIEGO (KGTV) - The Climate Prediction Center released the final El Ni?o advisory for 2019, which means El Ni?o is over and now we are in a neutral phase with a 55 percent chance of continuing into winter.So what does that mean for the rest of summer and, most importantly, San Diego's winter? In order to put this in perspective, let’s review what this seasonal change means.San Diegans typically associate El Ni?o with a wet winter, or more rain and a better water supply. However, El Ni?o is more than that.The National Weather Service defines El Ni?o as a recurring climate pattern involving changes in the central and eastern tropical Pacific Ocean. Warm and cool changes are associated with the ENSO cycle. El Ni?o and La Ni?a are extreme phases of the ENSO cycle, but there is a third phase, less well known, called the ENSO neutral. That third phase is where San Diego is headed for the rest of the year and possibly through the winter months. El Ni?o and La Ni?a have a greater impact during the winter months. La Ni?a doesn’t do much for winters in California; it typically keeps San Diego dry and warm. The opposite happens during El Ni?o, which explains why it’s so much more popular. El Ni?o brings an active Jet and more frequent storms, reducing our drought and helping our water supply, with cold driven storms and snow for the Sierra Nevada mountains. The neutral phase is where San Diego is headed this fall with a 55 percent chance of it sticking around through the winter. The ENSO neutral phase is neither cold like La Ni?a nor warm like El Ni?o. The ENSO neutral phase is associated with sea surface temperatures closer to average, and stronger winds near the equator. It typically keeps the coldest air over the Northeast, warmer temperatures through the southern portion of the country, and wetter through the Midwest and Northeast.The ENSO Neutral typically keeps San Diego warm and dry. The extended forecast calls for above-normal temperatures for the remainder of the summer and near normal rain, which means dry since we are usually dry during those months.The winter outlook also brings near to slightly above normal temperatures. Rainfall will average near normal. San Diego's rainy season begins in November and lasts through March, sometimes lasting through April. If we go back to El Ni?o, there is a better chance any given storm that moves into Southern California will be a rain maker, even if we only have a few storms.We will continue to monitor the changes; another year of surplus rain would be great for our region. 3074

SAN DIEGO (KGTV) -- The family of Rebecca Zahau said they are filing a new lawsuit against the San Diego County Sheriff's Office for refusing to provide access to records regarding the sheriff's investigation into her death.The family is also petitioning on the San Diego County Medical Examiner - both current and former - to change her cause of death to homicide or undetermined from suicide.On July 13, 2011, Rebecca Zahau’s nude body was reportedly found hanging from a balcony at the Spreckels Mansion in Coronado. Investigators said her hands and feet were bound with red rope. The same red rope was discovered hanging over the balcony.Authorities said Adam Shacknai called 911 to report her death. Shacknai was staying at the mansion that was owned then by his brother Jonah Shacknai, Zahau's boyfriend.Zahau, 32, had been babysitting her boyfriend’s 6-year-old son Max when he suffered serious injuries in a fall down a staircase at the home. The boy died from his injuries five days later.The San Diego County Sheriff’s Department and Medical Examiner’s Office ruled Zahau’s death a suicide. Authorities have suggested she took her own life out of remorse and sorrow over the boy’s injuries.The Zahau family rejected the suicide conclusion, and for many years, they have believed she was murdered by Adam Shacknai. SAN DIEGO (KGTV) - The Barrio Logan College Institute is moving into a newer, bigger location, thanks to the generosity of an area businessman.Nicholas Aguilera, who's father started Diego and Son Printing in 1972, is letting the BLCI lease the company's old building for 20 years, with an option to buy."I think it's awesome, it's fantastic," Aguilera says. "I think my dad would be very, very happy and proud."Aguilera says his father always wanted the business to be part of the community. Turning it's original location into an educational site fits with Diego's vision and passion for improving the Barrio."I see a future for our students," says BLCI Interim CEO Barbara Ybarra.The Institute works with kids from the 3rd grade through high school. It helps mentor them as they try to become the first person in their family to go to college. Ybarra says 100% of the students that complete the program go to college.The new building will allow the BLCI to serve even more students."These upgrades are going to help them compete technologically with the other students they're competing against to get into college," says Ybarra.She also says there's symmetry in taking over the old printing building."Diego used to print notebooks and pads of paper for the students to use and take to school," she says. "I see it coming full circle. It's a great legacy for their family."The BLCI is trying to raise .5 million to buy the building. So far they've been able to secure .1 million in donations. SAN DIEGO (KGTV) — The Cabrillo National Monument will extend its opening hours until sunset on Fridays through Sundays in August.The national monument is currently in a phased re-opening. All outdoor areas, trails, and restrooms are open, but indoor areas like exhibits and the lighthouse are closed due to coronavirus restrictions.Normal operating hours for the area are 9 a.m. to 5 p.m., with the tidepools closing at 4:30 p.m. The extended hours will give visitors a chance to take in views of the Pacific Ocean and San Diego during sunset. The monument's tidepool area will also be open until 30 minutes before sunset.Visitors can also get Junior Ranger books and badges, maps, and visitor information at an outdoor station near the visitor center.Officials encourage guests to continue wearing face coverings and physical distance from anyone no apart of their household while visiting.Annual park passes can still be purchased online here. SAN DIEGO (KGTV) - The local protester who appeared in a controversial video getting taken away in an unmarked San Diego Police van is now speaking out, as police conduct an internal investigation.“No one should feel fear from the people that are supposed to serve and protect us,” Shayla Piccini told 10News on Monday as she shared the story of her arrest from last Thursday on Park Boulevard.The video shows a protester being taken away in an unmarked van as one officer warns her family around her not to follow them or he will shoot.“You see both of her legs kind of go up in the air because she's going [into the van] head first. That’s way too much force needed for this 20-year-old lady here,” said attorney Dante Pride.“That whole ride, I was asking several questions like, ‘Who are you? Where are you taking me?’ I was getting stares and no answers,” said Piccini.Piccini said she spent the day at a protest in Downtown San Diego. After several hours, the group was walking back to their car when she saw several police motorcycles driving past them. At that moment, she held up her cardboard sign.San Diego police say detectives witnessed her step off the sidewalk and swing the sign at a passing motorcycle officer, which she denied.In the foreground of the video, you can see men in what look to be marked police vests. But the people who handcuffed and detained Piccini in an unmarked van, are in plain clothes.One man wearing military-style tactical gear can be heard in the video saying, "You follow us, you will get shot. You understand me?"Piccini's cousin Brandi Matthews said she thought he was talking to her. “When he said the words, ‘I'll shoot you,’ I automatically just dropped to my knees to demonstrate that I'm not trying to hurt anybody...I just want to know where they're taking my cousin,” she added.According to San Diego Police, the statement about shooting those attempting to follow was made by a SWAT officer who had a pepper ball device. SDPD also told 10News that his comment was a valid announcement of use of force.Police said due to the large crowd still in the area, and the detectives felt the need to leave immediately.Piccini spent the night in jail on suspicion of assault on an officer. She has not been charged. SDPD’s internal investigation continues. 2307
