On May 13, 2019, Lewis pulled welding gloves over his hands to fuse his initials into the keel plate of the USNS John Lewis at the General Dynamics Shipyard — the lead ship in a class of oiler vessels.Consistent with his commitment to non-violence, the ships will be non-combat vessels but play a vital role in refueling other ships at sea."For the U.S. Navy and former Secretary Ray Mabus to see fit to honor me in this way is unreal and almost unimaginable," Lewis said in a statement last year. "I only try to do what is fair, what is right, and what is just and get in what I call good trouble, necessary trouble. SAN DIEGO (KGTV) — San Diego's most popular hiking spots may become a little easier to get to — before the hike up, that is.County planners will consider whether to purchase about 84 acres of land from the Taylor Family Trust to help construct a parking lot on State route 67 to help hikers access the trail head.Currently, hikers and runners park along SR-67 and on surrounding neighborhood streets and run or hike along the highway and private or state-owned lands to access the county's utility road that leads up to the popular North County landmark."The most popular route to Potato Chip Rock is currently accessed by hikers parking on the shoulders of SR 67 and on nearby neighborhood streets, which poses safety concerns. Hikers park their vehicles on the shoulders of SR 67 and traverse private or State-owned land to access the City of San Diego’s utility road to Potato Chip Rock, which hikers use as a trail," the County Board of Supervisors plan says.RELATED: San Diego County park rangers recommend these trails in 2019Otherwise, hikers would have to park at Lake Poway Park to hike up Mount Woodson 7.5 miles to reach the Potato Chip Rock. Non-Poway residents must also pay to park on the weekends.From the Ramona side, the hike up is about four miles round trip.The county already owns 18 acres that is landlocked and can't be accessed directly. The 84-acre plot could provide access to the county land and allow for off-road parking, the board says.The plot of land would be large enough for parking to serve those accessing the eastern route of Mount Woodson as well as the county road up to the rock. SAN DIEGO (KGTV) - Some local leaders believe a significant number of homes that could help ease the housing shortage are actually vacant, and it may be time to consider a 'vacancy tax.'On any given night, amid the bright lights of the downtown skyline, are the not-so-bright, 41-story towers of the Harbor Club condominiums. Aaron Howe lives two blocks away."Just kind of empty and lonely. You see a few lights, but it's mostly dark," said Howe.Sources tells 10News, at various times in the past decade, as many as half the units have been vacant, meaning they are not a primary residence. It is sights like those dark units prevalent across the downtown area that have drawn the scrutiny of County Board Supervisor Nathan Fletcher.RELATED: Making It in San Diego: Here's how much space you can rent for the median income in San Diego"I'm concerned that you have foreign wealth funds buying floors that are never occupied. I'm concerned you have people making investments in their fourth, fifth and sixth homes. To tackle the housing crisis, you can't just build something you call housing. It has to be something that actually houses people," said Fletcher. But just how many local homes stand empty? According to the the real estate tracker CoStar, San Diego's vacancy rate is about 4.5 percent. A healthy market is around 7 or 8 percent, but those numbers generally account for apartments, not single family homes and condos. Months ago, the San Diego Housing Commission directed staff to look into more accurate vacancy numbers, a first step that could lead to the proposal of a vacancy tax, similar to one enacted in Vancouver, British Columbia in 2017. "Housing prices were going up far faster than local incomes were. There was fear a lot of homes were bought as investments and they were being left empty," said Dan Fumano, a reporter with the Vancouver Sun who has covered the issue extensively.RELATED: Facing It Together: San Diego college students cope with homelessnessVancouver assessed a 1 percent levy on a home's assessed value for homes occupied less than half the year. While some homeowners cried foul, the city pressed on, including audits on homes to confirm they were inhabited. So far, city leaders have called the results of the tax encouraging. In the first year, it generated million in revenues for affordable housing projects.In the same time period, the number of declared vacant units dropped by 15 percent, welcome news in a tight rental market."There have been all these stories of college students living in mansions in expensive neighborhoods ... owners renting out to a group of five students for quite cheap just so the owner can avoid paying the tax," said Fumano.A similar tax has since been enacted for the entire province of British Columbia. SAN DIEGO (KGTV) - Saturday night, the Padres will welcome back one of the most iconic characters in franchise history.The Famous San Diego Chicken will return to Petco Park as part of the team's 50th anniversary celebration."It's like coming back and seeing family again," says Ted Giannoulas, the man behind the mascot. "It's great. These fans put me on the map. It was their laughter, their good faith over the decades that launched my unique career."The Chicken started in 1974 as a radio station mascot. Over the years, his popularity grew, turning the San Diego favorite in a national phenomenon.But it's been 10 years since the Chicken ruled the roost at a Padres game. The team decided their anniversary season was the right time to welcome him home."As you look back through our 50 year history, it was a piece of our story that we thought really needed to be told this year," says Marketing Director Wayne Partello.As part of the Chicken's return, the team will give away a San Diego Chicken bobble head to every fan at Saturday's game."It's the spitting image of me," says the Chicken, who partnered with the team to make sure they got every detail right, down to the coloring on individual feathers.The Chicken will also sign autographs and take pictures with fans throughout the game. It may be the last time he performs at his home park."I don't know about that for sure," Giannoulas said when asked about his longevity. "It's been 45 years.
