SAN DIEGO (KGTV) - Crime Stoppers released photos Wednesday to find a man and woman suspected of two armed robberies in Otay Mesa and Pacific Beach. The first robbery happened the afternoon of Sunday, July 28 at Tepito Club, a clothing store at 2364 Roll Drive. Police said the pair selected merchandise and approached the clerk, then the woman pulled a gun and demanded cash. The couple took the money and drove off in a blue Toyota Corolla. One day later, police said the two suspects gathered items at the Chevron gas station at 1575 Garnet Ave., eventually demanding cash from the clerk. The man and woman walked away from the area with the money, police said. The suspects are both white, according to Crime Stoppers. The woman is 5’6”, thin, and was wearing a black tank top and grey leggings. The man has a medium build, and is about 30 years old with tattoos. SAN DIEGO (KGTV) - By a unanimous vote, the San Diego City Council voted Monday to hike pedicab fees, making it nearly twice as costly to be a pedicab driver.      Police say the increase for annual operator fees from 2 to 9 is needed because of extra enforcement, including aggressive inspections and undercover operations targeting price gouging.Ali Horuz, who manages four different pedicab companies, says the higher fees will be a hardship, especially for drivers getting into the business.  He says right now, the local market is short about 50 drivers."It's going to be harder to find qualified drivers. We're competing against Uber and Lyft. It's definitely going to affect the market, where we are going to see fewer pedicab drivers," said Horuz.While the number of drivers is shrinking, the regulations may be increasing.  Citing complaints from the community, Councilman Chris Ward wants the city to set a uniform rate structure, while banning loud horns, flashing lights and amplified music. Horuz says the lights and loud horns are needed safety precautions, while overly loud music is a product of a few bad drivers.A council committee will look at the proposal Wednesday. 1240

SAN DIEGO (KGTV) - Cesar Rivera thought he'd achieved the American Dream when he and his wife bought a house just north of Mission Valley. "I moved in, I loved the area, I loved my neighbors," he says. "I want my boys to have this house when we grow old."But whether Rivera's family will last in long enough in the area remains to be seen. These days, Rivera is on anxiety medication. He says it's because of the home next door that became a vacation rental shortly after he moved in. He says it can rage any night of the week. "They go on arguing and yelling, and they're out there for hours," Rivera said. "They don't stop. He also says the owner, Lael Volage, is not responsive: a claim she vehemently disputes. At any rate, it's exactly the situation the City Council aimed to avoid when it passed strict regulations in 2018. The rules would have limited vacation rentals to primary homes and structures on the same parcel. The rules also would have required many hosts to pay a 5 fee to fund a new enforcement division that would have worked evenings and weekends. But Airbnb led a successful referendum, and the council rescinded the law. "It's a free-for-all," said Volage. "Nobody wants a party at their house. We try to regulate it. San Diego Police say they have been called to Volage's rental three times since May for noise complaints. States were given grades in categories including the cost of housing, child care, and unemployment. California ranked 19th overall.
