(KGTV) — San Marcos is taking a stricter stance on pet control.A newly passed ordinance allows the city to label people “irresponsible pet owners” and levy harder penalties.The city or the San Diego County Humane Society can impound the animals of people who are declared “irresponsible owners” under the ordinance and ban hem from owning any animals for up to three years.According to the rules, an “irresponsible owner” is an individual who has received three of more citations in the last two years for an unrestrained animal, guard dog, dangerous animal or nuisance violation.Dangerous animals per the ordinance are those that have attacked a person or another domestic animal two times within four years, or have injured or killed a person once within four years. 795

(KGTV) - At least one person is dead after a collision with a tree off a South Bay freeway split their vehicle in two overnight.The crash occurred just after 2:30 a.m. Saturday on the southbound Interstate 805 connector to State Route 905 in San Ysidro, according to California Highway Patrol.Officers said the driver, who has yet to be identified, was traveling southbound on I-805 when he hit a tree. The collision split the vehicle in two and sending half of the vehicle into the westbound lanes of I-905.CHP officers said a portion of the vehicle also caught fire.The driver was ejected from the vehicle and died at the scene, according to officers. (KGTV) - Border Patrol officials in San Diego say they are preparing for the possibility of interactions with 7,000 immigrants seeking asylum at the U.S-Mexico border in San Ysidro.Mexico has already offered asylum to the migrant caravan, officials say. If the group reaches Tijuana, they will be denied entry into the United States.1,300 U.S. military troops are at San Ysidro to support the border mission, but not in a law enforcement role, according to military officials.The Army, Marines, and military police will fill in gaps along the border and erect barriers, creating an infrastructure to make it harder to cross illegally.Border protection officials also told 10News there is no place to put the migrants. During a tour of the San Ysidro Port of Entry Friday, journalists were allowed to tour the holding area but forbidden to take photographs.
