COACHELLA, Calif. (KGTV) -- Another puppy was discovered in a dumpster at Coachella just weeks after a woman was arrested for reportedly leaving seven puppies in a trash can. According to the Animal Hope and Wellness Foundation, the puppy was found badly beaten and burned in a dumpster on the 49000 block of Harrison Street around 1 p.m. on May 5. Someone digging through the trash heard the puppy crying and took her to a nearby jewelry store, where she was rushed to an animal hospital. RELATED: Woman arrested after puppies dumped in trash can at Coachella“It appears as if she was burned with a caustic substance, or a metal object like an iron,” the foundation said. The weeks-old puppy also had a portion of her tail cut off and can’t walk due to being beaten. The puppy, whose name is Hope, is currently in intensive care and being monitored 24 hours a day. The foundation is offering a ,000 reward for information leading to an arrest of the person responsible. The incident comes after a woman identified as Deborah Sue Culwell, 54, was arrested for reportedly dumping seven puppies in a dumpster at Coachella. The puppies were only about three weeks old. A good Samaritan was able to rescue the puppies, saving their lives. 1246

CORONADO (KGTV) — New rules go into effect on Thursday, August 16, restricting where people can and can't use e-cigarettes in Coronado.The City Council passed an ordinance on July 17 to make the popular devices subject to the same rules as regular cigarettes, banning their use in many public places.According to the new law, e-cigarettes will no longer be allowed in the following unenclosed areas:1. All public property including, but not limited to, streets, highways, alleys, rights-of-way, parkways, sidewalks, parking lots and pathways; 2. Outdoor public places; 3. Outdoor recreational areas; 4. Outdoor service areas; 5. Outdoor dining areas.An exception has been made for the Municipal Golf Course, where smoking is also allowed.Anyone caught breaking the new rule could be subject to a 0 fine. The city will put up new signs to let people know of the change.Language in the City Council proposition showed that city leaders feared vaping devices and the smoke from them could be dangerous to the public health. They also wanted to eliminate confusion by having different rules for different kinds of smoking.E-cigarette advocates say bans like these are counter-productive.The Consumer Advocates for Smoke-Free Alternatives Association sent a statement to 10News that reads, in part, "Smoking laws that include a ban on vaping send the inaccurate and misleading message that e-cigarettes are just as harmful as smoking. To date, there is no credible scientific evidence to support this claim. Arguably, vaping bans do more harm than good as smokers see switching to smoke-free products as having no advantage over the combustible products they will continue to use." 1712

Cloie Musumecci sent MTN News a brief video of a woman tripping and falling as a bison charged at her and another person in Yellowstone National Park.Cloie said in an email that the incident happened at Nez Perce Creek. She said the woman "is a Montana local so she knew to play dead in that situation."The woman was not injured and escaped "without a scratch," Cloie said. Congress returned to work this week with two major things on its plate: pass a budget bill to avoid a government shutdown and get to work on another stimulus bill legislators have been talking about for months.Congress has until Dec. 11 to pass a budget bill, but there is no timeline on another stimulus package, as both Democrats and Republicans have failed to agree to terms on one.“I just want, more than anything, to be represented by people that understand,” said Ryan Nisly.In March, Nisly lost his job bartending. Only a few weeks later, he found a new one. But after the most recent round of shutdowns in his home state of Colorado, he has been relegated to working 5-10 hours a week.“I’ve had some bad moments,” said Nisly. “No matter your amount of resolve, it’s not enough sometimes if the entire deck is stacked against you.”Nisly, like so many millions of Americans, says he has been waiting for Congress to act and pass another stimulus bill. COLUSA COUNTY, Calif. (KGTV) -- California Highway Patrol is investigating after someone reportedly shot at a Pacific Gas and Electric worker Wednesday. According to CHP, the worker was traveling in a parked PG&E pick-up truck on I-5 south of Lenahan Road in Colusa County when the passenger side window shattered. At the time, the driver was unsure why the window shattered, but an investigation by CHP determined that a bullet hit the truck. CHP says another vehicle was traveling near the PG&E truck at the time of the incident, but details on the vehicle or driver are unclear at this time. The PG&E worker was uninjured. 646
