BEIJING, Dec. 29 (Xinhua) -- China on Thursday issued a white paper on the development of space industry since 2006 and the major tasks for the next five years.The white paper titled "China's Space Activities in 2011" was the third white paper on the country's space activities issued by the State Council Information Office, following the one in 2000 and another in 2006.The Chinese government has made the space industry an important part of the nation's overall development strategy and adhered to exploration and utilization of outer space for peaceful purposes, the white paper said.Over the past few years, China has ranked among the world's leading countries in certain major areas of space technology, it said, adding that in the next five years, there will be new opportunities to the country's space industry.At the same time, China will work together with the international community to maintain a peaceful and clean outer space and endeavor to promote world peace and development, the document said.FUTURE MISSIONSMajor tasks listed in the white paper for the next five years include space transportation system, Earth satellites, human spaceflights and deep-space exploration.The country will launch the Shenzhou-9 and Shenzhou-10 spaceships and achieve unmanned or manned rendezvous and docking with the in-orbit Tiangong-1 vehicle, the paper said.China also plans to launch space laboratories, manned spaceship and space freighters, and will start a research on the preliminary plan for a human landing on the moon, the document said.As an important part of deep-space exploration, the country's lunar probe projects follow the idea of "three steps" -- orbiting, landing and returning.In next five years, the country plans to launch orbiters for lunar soft landing, roving and surveying to implement the second stage of lunar exploration, then it will start the third-stage project of sampling the moon's surface matters and get those samples back to Earth, the white paper said.In addition, China will build a space infrastructure frame composed of Earth observation satellites, communications and broadcasting satellites, plus navigation and positioning satellites.MAJOR PROGRESSAccording to the white paper, breakthroughs have been made in major space projects, including human spaceflight and lunar exploration, since 2006.From Sept. 25 to 28, 2008, China successfully launched the Shenzhou-7 manned spaceship and became the third country in the world to master the key technology of astronaut space extravehicular activity.In November 2011, China accomplished the first unmanned space rendezvous and docking test between the Tiangong-1 space lab module and Shenzhou-8 spaceship.In addition, the country's lunar probe projects have achieved milestone breakthroughs over the past five years. China successfully launched two lunar probes, the Chang'e-1 on Oct. 24, 2007, and Chang'e-2 on Oct. 1, 2010.The first probe retrieved a great deal of scientific data and a complete map of the moon while the second created a full higher-resolution map of the moon and a high-definition image of Sinus Iridium.

FUZHOU, Nov. 6 (Xinhua) -- China is considering to set up a special fund to finance arts creation and cultural performances in the latest move to buoy the development of the country's "soft power," a cultural official said Sunday.The fund, which is likely to be set up in 2012, will pool an initial capital of 200 million yuan (31.54 million U.S. dollars) from the government and private investors to support various forms of arts ranging from opera, philharmonic, ballet, to Chinese folk opera, said Tao Cheng, vice head of the arts department under the Ministry of Culture.Tao told Xinhua on the sidelines of an opera festival held in eastern city of Fuzhou that the fund will gradually expand to 800 million yuan in size over the years. He said the ministry has drawn up the draft and it will be deliberated and finalized.China's top leadership has recently attached greater importance to improving the country's cultural soft power after decades of economic growth. In the sixth plenary session of the 17th Central Committee of the Communist Party of China last month, the nation's decision-makers focused on cultural issues. It was the first time in 15 years that the plenary sessions have put the spotlight on culture.The Ministry of Finance had said it would increase fiscal expenditure on museums, cinemas, music companies, publishing houses and other cultural institutions, and ensure that public spending on the sector grows faster than fiscal income growth. WASHINGTON, Dec. 5 (Xinhua) -- A recent study found that low vitamin D levels are significantly more prevalent in obese children and are associated with risk factors for type 2 diabetes. This study was accepted for publication in The Endocrine Society's Journal of Clinical Endocrinology & Metabolism.High rates of vitamin D deficiency have been found in obese populations and past studies have linked low vitamin D levels to cardiovascular disease and type 2 diabetes. But the mechanisms by which obesity and its comorbidities are related to vitamin D deficiency are not fully known.This new study examined associations between vitamin D levels and dietary habits in obese children, and tested whether there were correlations between vitamin D levels and markers of abnormal glucose metabolism and blood pressure.In this study, researchers measured vitamin D levels, blood sugar levels, serum insulin, body mass index (BMI) and blood pressure in 411 obese subjects and 87 control non-overweight subjects. Study participants were also asked to provide dietary information including daily intake of soda, juice and milk, average daily fruit and vegetable intake, and whether or not they routinely skipped breakfast. BMI is a measurement of body fat calculated from weight and height."Our study found that obese children with lower vitamin D levels had higher degrees of insulin resistance," said Micah Olson, of The University of Texas Southwestern Medical Center in Dallas and lead author of the study. "Although our study cannot prove causation, it does suggest that low vitamin D levels may play a role in the development of type 2 diabetes.""Poor dietary habits such as skipping breakfast and increased soda and juice intake were associated with the lower vitamin D levels seen in obese children," said Olson. "Future studies are needed to determine the clinical significance of lower vitamin D levels in obese children ... and whether treatment with vitamin D can improve primary clinical endpoints such as insulin resistance. NAIROBI, Nov. 15 (Xinhua) -- The UN refugee agency said on Tuesday there has been an outbreak of cholera in Dadaab, the world's largest refugee camp in Kenya, which is believed to have started among new arrivals who had most likely acquired it in Somalia or en route to the camp.The UN High Commissioner for Refugees (UNHCR) said the situation in Dadaab, home to Somalis fleeing famine and conflict, is being exacerbated by heavy rains and accompanying risks of waterborne diseases."Rains and flooding had affected the trucking of water to parts of the camps, and we fear some refugees resorted to using unsafe water from flooded areas," the UN refugee agency said in a statement released in Nairobi.According to UNHCR, there are now 60 cases in the camps, including 10 laboratory-confirmed cases and one refugee death. To manage the outbreak, UNHCR and partners have set up cholera treatment centres for severe cases, it said.The UN agency deplored insecurity which it said continues to affect aid efforts more than a month after the kidnapping of three aid workers in Kenya's Dadaab refugee complex.The UNHCR says insecurity is still hampering aid efforts in the area, despite the deployment of 100 Kenyan policemen in the last month.UNHCR is assisting them with vehicles, shelter and telecommunications equipment."Together with our partners, we are exploring options to gradually resume full operations despite continued security incidents in and around Dadaab. In the meantime, refugees are still receiving life-saving aid, namely food, water and health care," it said.According to the agency, most cases can be managed through oral rehydration solutions (ORS) that can be given at home or at the health posts."We are working with UNICEF and the Ministry of Health to train health workers in the community-based management of diarrhoea so that patients can begin treatment at home," it said.UNHCR said it has increased levels of chlorine, which kills cholera-causing bacteria, at water points in the camps. These, it said, are monitored to make sure they are maintained at the correct levels."We are also promoting hygiene practices among the refugees, especially the use of latrines and hand washing with soap. Each refugee received 250 grams of soap with the latest food distribution and this will continue monthly for several months," UNHCR said.Dadaab is home to more than 400,000 registered refugees, nearly all of them Somali, with an estimated 70,000 people having arrived in July and August as conditions in their homeland rapidly deteriorated.
