SANA DIEGO, Calif. (KGTV) - NOAA has issued a La Nina Watch, which means a dry winter and longer fire season are possible this year for Southern California.This stems from colder water along the equator in the Pacific which has a domino effect on other parts of the world, including an increased risk of hurricanes in the Atlantic Ocean due to weaker winds and also higher chances for a dry winter over Southern California because of a lack of moisture. A lack of winter rain means the fire season could be longer than usual.“So that means we enter the fall critically dry and then when you add a La Nina on top of that, it adds concern because we could likely go longer into the winter without seeing significant or beneficial rain,” said meteorologist Alex Tardy from the National Weather Service’s San Diego office.He said it’s not quite black and white though. According to the NOAA, there's about a 50% to 55% chance of a La Nina occurring this year, which will be monitored as the winter season approaches. Also, in the past 10-15 years, La Nina years and El Nino years have proven to be not as extreme as previously thought. He said while the watch has been issues and a dry winter is possible, it’s still being monitored.“It’s not time to panic but it is time to think and bring it back on your radar that fire weather is a major concern in Southern California,” he said. 1387

Scientists are tracking an object heading toward earth that could enter the planet’s orbit, and they are not entirely sure what it is.The object, named Asteroid 2020 SO, is believed to be man made and not a piece of moon or other planetary debris."I suspect this newly discovered object 2020 SO to be an old rocket booster because it is following an orbit about the Sun that is extremely similar to Earth's, nearly circular, in the same plane, and only slightly farther away (than) the Sun at its farthest point," Dr. Paul Chodas, the director of NASA’s Center for Near Earth Object Studies, told CNN."That's precisely the kind of orbit that a rocket stage separated from a lunar mission would follow, once it passes by the Moon and escapes into orbit about the Sun. It's unlikely that an asteroid could have evolved into an orbit like this, but not impossible,” Dr. Chodas continued.Other publications believe the object could be from Surveyor 2, which was launched in September 1966.Scientists are estimating 2020 SO will enter earth’s orbit in November 2020, then pass by earth at a distance of roughly 30,000 miles in December, before heading back out to space in early 2021.For perspective, commercial planes fly at an altitude of about 7 miles on average.There is no danger to earth posed by 2020 SO, but its slow speed and relatively close pass-by, means scientists can study it. (KGTV) — Palomar Community College President Dr. Joi Lin Blake will resign this summer, after facing criticism over a recent budget report warning of the district's fiscal instability.This week the district's Governing Board approved the agreement for Blake to resign, which will take effect June 30. Blake was placed on leave following the Fiscal Crisis Management Assistance Team (FCMAT) report.Palomar Vice President Jack Kahn will serve at Acting Superintendent and President. Kahn has held that position since December when Blake was placed on leave.RELATED: Palomar College president placed on leave pending investigationBlake's resignation comes as the college district faces a nearly million deficit in the 2019-2020 budget, according to the FCMAT report.The report warns that the district "has a high probability of fiscal insolvency in the near future" if it continues at its current pace. The district's 2018-19 budget had already faced a ,220,001 deficit.The FCMAT report adds that the district "will have consumed all reserves and will be forced to borrow .5 million from an external source to remain solvent" in the next two years. 1180
