SAN DIEGO (KGTV) -- San Diego Police have identified the man shot and killed near a downtown parking garage in early December as 37-year-old Samuel Burkhalter.The shooting happened on the 1400 block of G Street around 10 p.m. on December 1.Police say they received several calls reporting gunshots in the area. After arriving, officers found Burkhalter at the entrance to a parking garage in the area. Officers provided first aid until relieved by San Diego Fire-Rescue, but say Burkhalter died at the scene.Investigators say a light-skinned man wearing a dark hooded sweatshirt and a black hat was seen running through the garage after the shooting. The suspect was later identified as Tyler Cosby, 23. SAN DIEGO (KGTV) -- Rep. Susan Davis of the 53rd Congressional District won’t seek re-election in 2020, the Congresswoman announced Wednesday. Davis was first elected to Congress in 2000. “I have struggled to make this very difficult decision. I will not seek another term in Congress. My decision today represents a desire to live and work ‘at home’ in San Diego,” she said. Davis is currently the second highest-ranking Democrat on both the House Education and Labor Committee and the House Armed Service Committee. Among measures recently supported by Davis is the Green New Deal, introduced by Rep. Alexandria Ocasio-Cortez. She also helped spearhead the repeal of the “don’t ask, don’t tell,” a Clinton-era policy which allowed LGTBQ people to serve in the military only if they remained in the closet.“It makes us a better military, a better country, and I was very happy to be a part of that,” said Davis.So far, only two other candidates have officially entered the race. Jose Caballero, a Navy veteran, filed earlier this year and has raised ,900 as of June.Joaquín Vázquez, the son of undocumented immigrants, has also filed to run, but has not submitted any fundraising documents yet to the FEC.Both are Democrats with no previous experience as elected officials.In 2018, Davis faced off against Republican challenger, Morgan Murtaugh, beating her by a nearly 40% margin. SAN DIEGO (KGTV) — San Diego County will plan their own guidance around trick-or-treating and celebrating Halloween next month while staying safe during the pandemic.County Public Health Officer Dr. Wilma Wooten said the county will develop guidance surrounding how to safely celebrate the holiday while adhering to public health orders. Wooten added that they will also take cues from the Centers for Disease Control and Prevention and the agency's guidance as well.Wooten said the county plans to have those recommendations by the end of the month."During the cloud of the pandemic, we have to get joy where we can. So we will be awaiting CDC guidelines but we'll be coming up with a process, a protocol," said Wooten.
