SAN DIEGO (KGTV) — President Trump's pardon of former Congressman Duncan Hunter came as no shock to the man who successfully prosecuted the case.“While I am appalled as a citizen, I am not surprised given the prior conduct of the president,” said Phil Halpern, who left the Justice Department after the case concluded.Halpern was one of the Assistant U.S. Attorneys who prosecuted Duncan Hunter and his wife Margaret in 2019. His 11-month prison term was set to start in January, but President Trump pardoned him Tuesday.Halpern said seeing the case through was still worth it to demonstrate that the people who write the laws are not above them.“It was important not only that he be convicted, but he admit his wrongdoing. He spent too much time claiming that his prosecution was political,” Halpern said.RELATED: Margaret Hunter granted full pardon by White House, one day after former CongressmanOn Wednesday, Hunter's father, former Congressman Duncan Lee Hunter, maintained the charges were political and that the issue should have been handled civilly by the Federal Election Commission, as spelled out in a letter of support from former FEC commissioner Bradley Smith.“At the end of the line you've got one last receptacle of justice, and that's the President of the United States,” Duncan Lee Hunter said. “And he looked at this, a Marine Corps marathon, First Lady’s luncheon. They’re going to try to put this guy in jail for that? (President Trump) saw the injustice of that.”Duncan Hunter is now working for a construction company, his father said.RELATED: President Trump issues more pardons of alliesHalpern said the case was not politically motivated, noting that the Justice Department was run by a Republican in William Barr. He said he never felt pressure to ease off, and that the dollar amounts were well beyond anything that could be handled by the commission.On Wednesday, Trump also pardoned Margaret Hunter, who was sentenced to eight months of home confinement. Speaking before that announcement, Halpern said Margaret should be pardoned if Duncan is as well. 2447

SAN DIEGO (KGTV) — Nine people were taken into custody Friday after border officials say a panga-style boat was stopped off the coast of Carlsbad.The boat was spotted at about 10:20 p.m. on Thursday by San Diego Air and Marine Branch crews. Officials say the crews used blue lights, sirens, and a spotlight to try and stop the boat, but it would not stop.Crews then used disabling rounds on the boat's engine, bringing the vessel to a stop about 12 miles west of Carlsbad.The nine people on the boat were taken into custody onshore by Border Patrol agents. 564

Neighbors in North Pacific beach are concerned that could be headed in their direction."It's an early sign of what's to come," said Ron Calkins, a retired firefighter who has seen tagging escalate in other areas."Other people are going to cross it off and put their own tags up. It turns into a stupid turf war between people that don't even live here ... just going to get worse unless there is more enforcement," said Calkins.The possibility that there is more to come is an uneasy feeling in an area known for tranquility."Totally disrupts the beauty of what's going on," said Bernier. 1365

  

SAN DIEGO (KGTV) -- Police Wednesday identified the Border Patrol agents and suspect they say knocked an agent off his ATV before being shot.Agents Micah Owens and Brandon Brandt reportedly shot the suspect, Francisco Javier Gutierrez-Alvarado, during the incident.Alvarado was taken to the hospital with non-life threatening injuries and no agents were seriously injured, police say.RELATED: Man shot by Border Patrol after knocking agent off ATV with rock, authorities sayDuring an initial investigation, authorities learned that a Border Patrol agent was on patrol on an ATV in the area of Spooner’s Mesa when he was hit with a rock and knocked off the vehicle by Alvarado.The suspect rode away on the ATV and was chased by several other agents before losing control and crashing into a fence.During the chase, both agents reportedly shot at Alvarado, striking him at least once. Alvarado is being charged with assaulting a federal officer. The San Diego Police Department is handling the investigation. 1019

  

SAN DIEGO (KGTV) — New numbers show the trash continues to pile up at San Diego landfills.San Diego County's daily waste disposal per person increased from 5.5 pounds in 2016 to 5.6 pounds in 2017, according to the research group, Equinox Project, the nonprofit institute at University of San Diego."When the economy's booming and there's more disposable income, people tend to buy more stuff. That means more packaging, and it tends to come with more waste," said Nilmini Silva-Send, a researcher with the Equinox Project.San Diego County's disposal rate is among the highest in the state.More trash means more greenhouse gasses released and less landfill space. As for the biggest trash makers, Del Mar comes in at more than 17 pounds per person, followed by Coronado and Carlsbad. The Del Mar Fairgrounds and Naval Base Coronado are among several possible factors. "The higher the socioeconomic level, the more waste they will tend to produce," said Silva-Send. The cities tossing the least amount of trash per person are Oceanside, Chula Vista, and Imperial beach. The biggest increase for trash disposal happened in Santee, while the biggest year-to-year decreases were in Imperial Beach and National City. The waste report is part of the Equinox Project's annual Quality of Life Dashboard report, which provides a snapshot of economic and environmental trends in the region. 1389
