SAN YSIDRO, Calif. (KGTV) -- Two men were arrested in Mexico Wednesday after authorities say someone shot at a Border Patrol agent. The incident happened around 1:30 p.m. Wednesday roughly a mile and a half away from the San Ysidro Port of Entry. A spokesperson with Border Patrol says the agent radioed in and said someone shot at him. RELATED: Border Patrol agent injured after rock thrown at patrol carAuthorities in Mexico responded and were able to locate two men and a firearm. Both men were arrested. According to the agency, no one was injured and the patrol car was not hit by the gunfire. 607

(KGTV) — Palomar Community College President Dr. Joi Lin Blake will resign this summer, after facing criticism over a recent budget report warning of the district's fiscal instability.This week the district's Governing Board approved the agreement for Blake to resign, which will take effect June 30. Blake was placed on leave following the Fiscal Crisis Management Assistance Team (FCMAT) report.Palomar Vice President Jack Kahn will serve at Acting Superintendent and President. The district's 2018-19 budget had already faced a ,220,001 deficit.The FCMAT report adds that the district "will have consumed all reserves and will be forced to borrow .5 million from an external source to remain solvent" in the next two years. 1180

SANA DIEGO, Calif. (KGTV) - NOAA has issued a La Nina Watch, which means a dry winter and longer fire season are possible this year for Southern California.This stems from colder water along the equator in the Pacific which has a domino effect on other parts of the world, including an increased risk of hurricanes in the Atlantic Ocean due to weaker winds and also higher chances for a dry winter over Southern California because of a lack of moisture. A lack of winter rain means the fire season could be longer than usual.“So that means we enter the fall critically dry and then when you add a La Nina on top of that, it adds concern because we could likely go longer into the winter without seeing significant or beneficial rain,” said meteorologist Alex Tardy from the National Weather Service’s San Diego office.He said it’s not quite black and white though. According to the NOAA, there's about a 50% to 55% chance of a La Nina occurring this year, which will be monitored as the winter season approaches. Also, in the past 10-15 years, La Nina years and El Nino years have proven to be not as extreme as previously thought. He said while the watch has been issues and a dry winter is possible, it’s still being monitored.“It’s not time to panic but it is time to think and bring it back on your radar that fire weather is a major concern in Southern California,” he said. 1387

  

Security experts are clarifying what you should know about the hack against the U.S.Last week, federal authorities warned of the breach in government and private computer systems. It's suspected that Russian attackers were behind it.Some members of Congress have voiced concerns that taxpayers' information could be exposed through the treasury department. But one expert tells us that isn't really valuable to these attackers.“The breach over the last week is much more geared towards nation state secrets, manufacturing secrets, supply chain secrets, you know different intellectual property, than it is personal information,” said Randy Watkins, Chief Technology Officer at CriticalStart.Watkins says the average person likely won't see any immediate impact, but with policy information and military strategies at risk, there could be downstream ramifications.Federal authorities say the hackers primarily got in through software called solar winds that some agencies use.Watkins says that means we need to look more at how we measure security for third party vendors.“A lot of times, the attackers don't need to go directly after the treasury department or the department of defense. Those are very locked down networks, but they can go after the third parties that do business and have connections into those environments, and that's what they did in this scenario.”Officials say this hack could have started as early as last March.Watkins says the type of tech they used is hard to catch, allowing attackers time to patiently collect data under the radar.That means working on detection methods will also be key moving forward. 1641

  

SANTA ANA, Calif. (CNS) - Twin brothers popular on YouTube for videos featuring pranks were charged Wednesday with masquerading as bank robbers, prompting emergency calls to Irvine police.Alan and Alex Stokes of Irvine, both 23, were each charged with a felony count of false imprisonment and a misdemeanor count of false reporting an emergency.The two are accused of pulling off the pranks with a videographer on Oct. 15.At about 2:30 p.m. that day, the twins dressed in black with ski masks and carried duffle bags stuffed with cash, masquerading as bank robbers, according to Kimberly Edds, a spokeswoman for the Orange County District Attorney's Office.With the camera operator in tow, they called for an Uber ride, but the driver refused service, Edds said.A witness believing the pair had robbed a bank and were carjacking the Uber driver called the police, Edds said. Responding officers ordered the driver out at gunpoint, but when they eventually sorted out what happened they let the brothers go with a warning, Edds said.Four hours later, the twins did the same thing on campus at UC Irvine, which prompted emergency calls again, Edds said.A court date has not yet been scheduled and it was unknown if the duo had legal representation. 1254
