BEIJING, April 5 (Xinhua) -- The Communist Party of China (CPC) has set up more than 60,000 new grassroots party organizations nationwide while rectifying some 50,000 slack branches during an 18-month campaign to boost party building. The campaign of studying and implementing the Scientific Outlook on Development, launched in September 2008, has covered all the 75 million Party members in more than 370 branches across the country. The Scientific Outlook on Development, set forth by General Secretary of the CPC Central Committee and President Hu Jintao in 2003, emphasizes the well-being of the people and a comprehensive, coordinated and sustainable approach to development.Statistics show that during the campaign, more than 1.4 million items of outdated bylaws were abolished in units and departments nationwide. In addition, some 2.1 million new ones were issued and 2.5 million were amended. The bylaws cleanup covered science and technology development, environmental protection, people's livelihood, anti-corruption among other aspects. In the non-public sector, 12,000 new CPC branches were set up during the campaign, and another 24,000 are in the pipeline. All the law firms and certified accountant offices in China also have their own CPC branches installed. In a meeting of the Political Bureau of CPC Central Committee in March, the CPC leaders agreed that the campaign was of far-reaching significance for boosting the cause of China's modernization drive and Party building.CPC committees at all levels were urged to fulfill their commitments to the people, win public trust by bringing practical benefits to them and embrace innovation in Party building and contribute to the promotion of social harmony.

URUMQI, May 21 (Xinhua) -- China's support package for the far-west Xinjiang Uygur Autonomous Region unveiled Thursday has become a hot topic for residents of the region who hailed the strategic plans that help bring prosperity to their hometown.Chinese President Hu Jintao said during a central work conference held in Beijing from Monday to Wednesday the region should undergo a spurt in development so that by 2015 its per capita gross domestic product reaches the national average.Incomes and access to basic public services should reach the average level of the country's western regions, he said."I have noticed that 'People's livelihood' is mentioned several times in the package. The improvement of people's living standards can help ease social conflict and therefore ensure a more stable development environment," said Amiti Wushouer, an employee of the region's transport department.A cab driver surnamed Zhang in the regional capital of Urumqi told Xinhua he was particularly interested in the part about the government relaxing policies about using natural gas in Xinjiang."This means the tensions concerning natural gas here will ease, and that's what we Xinjiang people have always wanted," said Zhang, who followed the news about the support plan on the radio.Zhang Man, an experienced stock investor in Urumqi, was thrilled to see the shares of companies based in Xinjiang surge across the board Friday. To boost development in the region, the government will cut taxes for some enterprises in the region, according to the package."The tax cuts are good news for listed Xinjiang companies and companies who have branches here, which will eventually benefit infrastructure construction and industries in the region," said Zhang Man.According to the package, Xinjiang will be the first Chinese region to reform resource taxes. The resource tax for oil and gas produced in Xinjiang will be levied based on price instead of quantity, effectively raising the revenue for the regional government."The resource tax reform will also help save energy and cut emissions," said Zhang Man."We must engage in vigorous economic development, accelerate the pace of development," said Chinese Premier Wen Jiabao, who also attended the meeting.Wen said the fixed asset investment goal for Xinjiang in the government's next five-year plan starting in 2011 will be more than double the amount in the current plan that ends this year.Banks will be encouraged to expand services in the region, he added."We feel this is a new starting point for Xinjiang, and we have to try our best to make the most of this great opportunity," said Hadeerbieke, deputy secretary-general of Altay Prefectural Party Committee in northern Xinjiang.

NANCHANG, April 29 (Xinhua) -- Chinese Ministry of Commerce released regulations concerning foreign investment in China's central region here Thursday. The region - which includes the provinces of Shanxi, Anhui, Jiangxi, Henan, Hubei and Hunan - should attract high-end green industry with policy incentives and guidance, the regulations say.It should give priority to manufacturing while eyeing investment in other sectors like agriculture, sophisticated processing industries, trade, finance, education, culture, tourism and leasing. The region should nurture business-friendly policies and slash transaction costs to attract businesses considering moving inland from the coastal regions. The rules call for rectifying any practices that disrupt business operation, including authorities' arbitrary law enforcement. The rules also urged a market-oriented administration system consistent with international rules. The ministry also pledged to establish state-level industrial transfer demonstration zones and to improve provincial industrial parks.

NINGBO, Zhejiang, May 16 (Xinhua) -- Internet of Things (IOT) -- which refers to digital networks of physical objects -- has huge potentials but many challenges lie ahead, said scientists, entrepreneurs and government officials on Sunday.IOT has become a catchword for those at the Information and Communication Technology and Urban Development Forum held in east China's coastal Ningbo this weekend on the sidelines of the Shanghai Expo; from ministers to mayors, scientists to entrepreneurs, keynote speakers to audiences.China should accelerate the development of the IOT industry so as to create a new platform for economic growth, said Li Yizhong, Minister of Industry and Information Technology in his opening speech to the forum. The first theme forum of the Shanghai World Expo is closed in Ningbo, a coastal city of east China's Zhejiang Province, May 16, 2010. The two-day forum focusing on information and communication technologies (ICT) and urban development attracted over 600 participants including renowned scholars and entrepreneurs.Minister Li's words were echoed by Zhao Hongzhu, communist party chief of Zhejiang Province, who called for more efforts to develop such key concepts as IOT, which, in his words, "present a brilliant future for urban life."In what's called Internet of Things, networks of real-world objects are linked to the Internet and interact through web services. As more objects are embedded with sensors, giving them the ability to communicate, and networked together, the possibilities are enormous, potentially resulting in new business models, improved business processes and reduced costs and risks, according to a March 2010 report by McKinsey & Co..
