"All Californians are being asked to stay at home if you do not need to go out for essential reasons."The increase in cases included 27 people hospitalized, with seven of the cases involving people aged 80 or older. There have been no deaths due to the illness in the county, according to the county health department's latest information.Of the 131 positive cases, 110 are residents of the county -- 18 of them hospitalized; 11 are under federal quarantine, with six of those patients hospitalized; and 10 are non-residents, three of whom are hospitalized. The vast majority -- 99 cases -- of those who have tested positive have been under the age of 60. One individual's age is unknown.Gov. Gavin Newsom issued a statewide "stay-at-home" order Thursday night, advising residents not to leave their homes except for essential needs.Essential services will remain open, including: gas stations, pharmacies, banks, laundromats, and places to obtain food, including grocery stores, farmers markets, food banks, convenience stores, take-out and delivery restaurants.Any other public event or gathering is considered non-essential and is banned under the order until further notice.Health officials have asked local hospitals and laboratories to comply with county orders to report all testing results, positive or negative. A lack of reagent fluids is limiting the number of tests many facilities can complete a day, throwing off regional estimates of testing capabilities.Under the stay-at-home mandate, all gyms and fitness centers are closed and gatherings of 10 or more are barred. The mandate also restricts childcare to "stable" groups of 10 children with one childcare provider.The "stable" vocabulary refers to the same group of 10 children each day and the same provider each day. If a daycare or related business has more than 10 children, each group needs to be in separate rooms and cannot intermingle. Social distancing is encouraged even among the subgroups.The health orders banning gatherings do not apply to public transit, airports or any other mass transportation. The Metropolitan Transit System said it would continue running buses and trolleys at least until March 31 with ramped-up sanitization procedures on vehicles and at stations.All five tribal casinos in the county will remain closed through the end of the month.On Thursday, San Diego County's family resource centers, as well as the housing and community development services office, three of the five locations of the county clerk's office and all treasurer-tax collector offices temporarily suspended in-person services. SAN DIEGO (CNS) - Police sought the public's help Tuesday to find a Navy SEAL veteran last seen more than two weeks ago at his residence in the Chollas Lake Park area.Johnathan Steven Surmont, 45, was last seen Aug. 27 and was last heard from when he contacted his ex-wife Aug. 31 to tell her he was in a "rough place" in Los Angeles, according to a missing person bulletin from the San Diego Police Department. His vehicle was found four days later, on Sept. 3, in La Jolla.In a video posted to Vimeo dated three years ago, Surmont described himself as a disabled veteran who spent 15 years as a Navy SEAL."I was a SEAL sniper, communicator and unmanned systems expert," he said in a testimonial for the Red Circle Foundation, an organization that describes itself as supporting the families of fallen and wounded U.S. Special Operations forces."I'm a single father and a small business owner," Surmont said before describing a long list of injuries, which he said included "a traumatic brain injury" and "about 17 different areas that I'm experiencing chronic pain on a daily basis." SAN DIEGO (CNS) - San Diego County public health officials have reported 2,509 COVID-19 infections and 27 additional deaths, bringing the county's totals to 122,972 cases and 1,280 fatalities.On Friday, a record 3,611 COVID-19 infections were reported. The cases surpassed the previous record set one week ago -- 2,867 last Friday -- by 744 new cases. It marks the first time the number of daily infections has surpassed 3,000 as well as the 18th consecutive day with more than 1,000 cases and the 11th day overall with more than 2,000 new cases.The top four-highest daily cases have all occurred in the past week, with Wednesday's 2,807 cases and Thursday's 2,604.Also on Friday, an appeals court stayed a judge's decision to halt enforcement of COVID-19 restrictions against San Diego County restaurants, meaning eateries must again abide by the state's regional stay-at-home order, at least for now.Lawyers for the state filed the emergency challenge to San Diego Superior Court Judge Joel R. SAN DIEGO (CNS) - San Diego County schools are allowed to reopen for in-person teaching starting Tuesday, a day after a flurry of businesses throughout the county resumed indoor operations.Tuesday marks two weeks since San Diego County was removed from the state's COVID-19 watch list and nearly three weeks that the county's case rate has remained under 100 cases per 100,000 people.Remaining below that metric has paved the way for K-12 schools to reopen for in-person teaching, but many districts are expected to take a cautious approach to reopening.Schools that choose to reopen must follow state guidance, including mandatory face covering usage for students in third grade through high school, increased cleaning and disinfecting practices and implementing a six-foot distance requirement, where possible, in classrooms and non-classroom spaces.On Monday, San Diego County businesses including movie theaters, gyms, museums and hair and nail salons resumed indoor operations, with modifications, under newly issued state guidance. Restaurants, places of worship and movie theaters are only allowed up to 25% occupancy or 100 people -- whichever is less. Museums, zoos and aquariums are also required not to exceed 25% occupancy.Monday night, the county implemented a new policy that restaurant patrons sitting indoors must wear masks at all times, except when eating or drinking. Outdoor patrons may still remove masks while not consuming food or beverages.Gyms, dance studios, yoga studios and fitness centers may operate with 10% occupancy. Hair salons, barbershops, tattoo parlors, piercing shops, skin care and cosmetology services and nail salons may operate indoors with normal capacity, but a new policy states they must keep an appointment book with names and contact information for customers to track potential future outbreaks.San Diego County Supervisor Greg Cox thanked San Diegans for working hard to bring the case rate down but offered a word of caution on Monday."This is not a green light, this is a yellow light," he said.
