BEIJING, April 22 (Xinhua) -- China and Pakistan Wednesday praised the ties between their parliaments and both agreed to raise inter-parliamentary cooperation to a higher level.     In his meeting with visiting Speaker of Pakistan's National Assembly Fahmida Mirza, Chinese top legislator Wu Bangguo noted that China always conducted its ties with Pakistan taking a strategic, long-term perspective and was committed to pushing forward bilateral relations.     Wu, chairman of the Standing Committee of the National People's Congress (NPC), the top legislature, highlighted the growth of bilateral relations and expressed appreciation for Pakistan's support for China on issues relating to Taiwan and Tibet. She also urged both countries to develop exchanges among female members of their legislatures.     She also reiterated firm support for China's principle and position on issues relating to Taiwan and Tibet.     Mirza's visit to China from April 21 to 27, her first, was made at the invitation of Wu. She will also visit the western city of Xi'an and the economic powerhouse of Shanghai.

NAIROBI, May 4 (Xinhua) -- Kenya and China vowed to strengthen bilateral cooperation on Monday during a meeting between senior officials of the two friendly countries.     Wang Jiarui, visiting minister of the International Department of the Communist Party of China (CPC)'s Central Committee, said the Chinese ruling party would engage Kenya's political parties --the Orange Democratic Party-Kenya, the Party of National Unity and the Orange Democratic Party in support of the stability of the Kenyan Grand Coalition Government.     Wang said his country valued the eastern African nation as an important partner in the continent.     "Our bilateral relation is very cordial as this has been demonstrated by sincere trust and mutual cooperation between the two countries. We also expect to explore inter-party cooperation to enable the two countries exchange views and address issues of mutual interest," Wang said in talks with Kenyan Vice President Kalonzo Musyoka.     He said the Sino-Kenyan friendship dates back to ancient times and that the past four decades of bilateral diplomatic ties have witnessed great development of friendship and successful cooperation in such fields as politics, infrastructure and trade, as well as mutual support in international affairs.     "We will work with the three parties that form the ruling coalition government. We know that these three parties are key to the stability of this country. Without stability there can be no development," he said.     Musyoka expressed thanks for China's assistance for Kenya in the past years and introduced Kenya's efforts to push forward regional peace, stability and integration.     Musyoka said Kenyan political parties have a lot to learn from CPC in spurning economic growth.     "I am aware that China's booming economy is largely inspired by the effective management of the CPC of the country's economic affairs," he noted.     The vice president said Kenya and China will work together to find ways of resolving the challenges facing their citizens.     He also thanked China for refurbishing the road linking the Jomo Kenyatta International Airport to the UN headquarters in Nairobi and the construction of stadia in Kenya.     "Today China is constructing various roads across the country including the one from the Jomo Kenyatta International Airport to the United Nations headquarters. China has also oil exploration companies and with all these, we hope to expand other areas of cooperation and reach mutual understanding to enable both sides to benefit," he said.     Musyoka told Wang the east African nation appreciates the huge investment China has put into Kenya's infrastructure.     He expressed hope that more Chinese tourists will visit Kenya as part of efforts to balance trade, while urging China to launch direct flights to Nairobi to help spur economic growth and boost the country's tourism.     Musyoka pledged that the Kenyan coalition government attaches much importance to bilateral relations with China and will further strengthen bilateral cooperation in various fields.

BEIJING, May 18 (Xinhua) -- Chinese top leaders met Monday individual delegates from across the country who were awarded honors in Beijing for their dedication to public order.     President Hu Jintao, Premier Wen Jiabao, Vice President Xi Jinping, and Zhou Yongkang, chief of the Central Political and Legislative Affairs Committee of the Communist Party of China (CPC), attended the meeting held at the Great Hall of the People.     The leaders are all members of the Standing Committee of the Political Bureau of the CPC Central Committee.     Zhou said at an awarding ceremony after the meeting that local governments had put great endeavor to maintaining stable social order and public security.     He urged Party organs at all levels to take the initiative of blending comprehensive control of social public security with overall economic and social development.     The senior official asked local governments to improve their capability of handling public security emergencies and actively prevent potential social conflicts.     The Chinese government has carried out a strategy to maintain social order and public security by involving volunteers and Party members in enterprises, offices, universities and even the retirees to help the police authorities with information and supervision on minor conflicts and suspected crimes.     At the awarding ceremony which was also viewed nationally by a tele-conference system, outstanding individuals and organizations were given honors for their endeavor and dedication to the country's smooth social order.     Zhou encouraged the honored individuals and institutions to have more innovative ideas and methods to promote the overall control of social order. BEIJING, June 24 (Xinhua) -- The Chinese government's fiscal revenue in the first five months of 2009 reached 2.7 trillion yuan (400 billion U.S. dollars), down 6.7 percent from the same period of last year, Finance Minister Xie Xuren said Wednesday.     Xie revealed the figure in a report to the ninth session of the Standing Committee of the 11th National People's Congress (NPC), China's top legislature.     Of the total, the central government collected about 1.4 trillion yuan, down 14 percent. This accounted for 39.6 percent of the annual budget.     Local governments collected the other 1.3 trillion yuan, up 2.9 percent, which accounted for 42.4 percent of the annual budget.     Xie cited four factors for the drop in fiscal revenues: a fall in international trade due to the global economic downturn; a fall in revenue value relative to the consumer price index and producer price index; structural tax reduction polices and a slowdown in China's economic growth.     Structural tax reduction policies reduced taxes by about 230 billion yuan in the first five months, according to the report.     He said in the first five months, fiscal expenditure nationwide amounted to almost 2.25 trillion yuan, up 27.8 percent over the same period last year, accounting for 29.5 percent of the budgeted figure.     Central government expenditure totaled 459.3 billion yuan, up 21.4 percent, while local governments spent 1.79 trillion yuan, up29.5 percent, he said.     The funding went mainly to expanding public investment, increasing subsidies for low-income groups, ensuring sufficient money for education, health, social security, employment, basic housing and culture, and supporting technological innovation, energy conservation and emission reduction.     Xie stressed that the government would continue to ensure the stable growth of investment and actively implement structural tax reduction policies to ease the burden on business and consumers. Doing so would encourage companies to invest and individuals to consume.     "Efforts should be made to boost revenues and cut spending," he said, calling for frugality and strict control of expenditures by reducing government vehicle purchases, reception fees and official travel.     He said: "The construction of government and Party committee buildings should be rigidly limited."     The government would promote the scientific and meticulous management of public finances, boost efficiency and deepen fiscal system reform, he said, adding that resource tax reform would be advanced and the consumption tax system would be adjusted.     Xie said the outstanding national debt reached 5.3 trillion yuan at the end of last year, which was within the 5.5-trillion-yuan limit in the annual budget.     The government's fiscal revenue reached about 6.13 trillion yuan last year, 19.5 percent more than in 2007.     Xie said the central fund for reconstruction from last year's May 12 earthquake reached 74 billion yuan and expenditures were 69.77 billion yuan last year.     This year, the central budget allocated 130 billion yuan for reconstruction work. 

UNITED NATIONS, May 4 (Xinhua) -- China on Monday called on the international community to continue to push forward the nuclear disarmament process.     Cheng Jingye, director-general of arms control and disarmament department of the Chinese foreign ministry, made the appeal here at the third session of the Preparatory Committee for the 2010 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons.     Complete prohibition and thorough destruction of nuclear weapons for the establishment of a world free of nuclear weapons is not only the shared aspiration of the international community, but also the goal that China has advocated and worked for over the years, Cheng said.     "China believes that nuclear disarmament should be a fair and reasonable process of gradual reductions towards a downward balance," he said.     Cheng urged nuclear-weapon states to commit themselves unequivocally to complete prohibition and thorough destruction of nuclear weapons, and negotiate and conclude an international legal instrument at an early date.     Pending achievement of the above-mentioned goal, nuclear-weapon states should reduce the role of nuclear weapons in their national security policies, he said. They should undertake unequivocally not to be the first to use nuclear weapons, and conclude an international legal instrument on not to use or threaten to use nuclear weapons against non-nuclear-weapon states or nuclear-weapons-free zones.     As states with largest nuclear arsenals, the United States and Russia bear special and primary responsibilities, he said. They should continue to drastically cut their nuclear arsenals, which is indispensable for advancing the nuclear disarmament process and realizing the ultimate goal of complete and thorough nuclear disarmament.     China welcomes the agreement of the United States and Russia to start negotiations on a new bilateral nuclear disarmament treaty, and hopes that the two countries will further reduce their nuclear arsenals in a verifiable and irreversible manner, Cheng said.
