OCILLA, Ga. — A nurse at an immigration detention center in Georgia says authorities performed questionable hysterectomies, refused to test detainees for COVID-19 and shredded medical records.Advocacy group Project South has filed a complaint with the Homeland Security Department's internal watchdog that relies heavily on the nurse's words.That nurse, Dawn Wooten, worked at the Irwin County Detention Center in southern Georgia. She said she was demoted after she missed time for presenting symptoms of the virus.She claims that inmates were likely infected with the virus at a rate much higher than reported because the facility declined to use two rapid-testing COVID-19 machines. OCEANSIDE, Calif., (KGTV) -- While many of San Diego County's beaches and parks are now off-limits due to the Coronavirus, Oceanside remains open. But some residents fear that a beach and golf course soft-closures only encourage people to ignore the stay-at-home order. Unlike the taped up beaches in San Diego, Del Mar, Solana Beach, and Encinitas, Thursday evening, Oceanside decided on a soft-closure. The parking lots, Pier, picnic areas, and playgrounds are closed. But the beaches remain open. "We figured, as long as we can encourage people and enforce that social distancing, we would be able to keep those recreational opportunities available," Samuel Liston with the City of Oceanside said. One person taking advantage of Oceanside's open beach was surfer, Oliver Dillard of Bay Park. Earlier, he was at Pacific Beach but was told by a police officer to leave."I'm just in the moment. Being here now," Dillard said. But not everyone is thrilled. "My reaction to them keeping open the beaches in even a soft way is horror," Oceanside resident, Frances Pope said. Pope suffers from a rare Autoimmune Disorder. She lives in a senior community in Oceanside. She says if her local beach is the only one that is open, people will flock to it, and you can forget about social distancing. "We're going to have a swarm of people, and it's not just Oceanside that is going to be hit by that," Pope said. "They're going to go back to their homes, inland or down south, and they will infect their families."It is not only beaches. Oceanside's City-run golf courses are also one of the last ones to remain open. According to the Pro-shop, golfers must walk on the course. No golf carts will be rented unless a person has a disability placard from the DMV.Still, Pope says this "halfway measure" is not enough. She wants everyone to take the virus seriously and stay home. "Every single person that can stop one trip out helps to keep everyone else safe," Pope said. The city says in regards to the beaches, they have lifeguards on duty. And they will keep a close eye. One person has been confirmed dead after a huge fire engulfed and destroyed an apartment building in the Brazilian city of Sao Paulo early Tuesday, according to state-run news agency Agencia Brasil.The dramatic fire broke out on the fifth floor of the 26-story building, which collapsed in a fireball an hour and a half later, according to the Brazilian Civil Defense.Seven other buildings were evacuated in the surrounding area. The blaze started at 1:36 a.m., according to a Sao Paulo Fire Department spokesman.The building was owned by the federal government and had previously served as the headquarters of the Federal Police. OMAHA, Nebraska — The family of Nikko Jenkins wants answers as to why he was able to swallow a set of keys over the weekend while in prison.Sophia Jenkins, Nikko’s older sister, tells KMTV television station in Nebraska that she went to visit him at the NDCS Prison in Lincoln on Sunday but was not allowed to because he had swallowed a set of at least seven handcuff keys. He reportedly was strapped to a bed when he obtained the object before ingesting them.The NE Dept. of Corrections says Jenkins, a Douglas Co. safe keeper, was involved in misconduct resulting in injury. He was by the NDCS medical staff and did not require outside medical care.This is one of a handful of bizarre instances where the convicted killer has mutilated or harmed himself while at the prison. In the last year, Jenkins has cut his face, tongue, and mutilated his genitals several times with razors and other items. A badge was obtained off of a guard’s uniform to cut his genitals. "It really did it was disturbing, it was heartbreaking, it was unbelievable. I couldn't even imagine like really he swallowed some keys let alone seven keys? I don't even know how that happened,” Sophia said. "He's mentally deteriorating, my brother, and I feel that the mental health professionals are lacking with showing no compassion for their patients."He is currently confined 23 hours a day and is under constant surveillance, though his competency is still in question. He was ordered to go to the Lincoln Regional Center, the state’s only mental hospital, in August 2014 but they refused to take him because of safety reasons. LRC doctors have also concluded on multiple occasions that Jenkins is faking mental illness, while his defense team’s doctors have said he suffers from schizoaffective/bipolar disorder.LB 424 was a special investigation initiated by the NE Judiciary Committee to look into the handling of Jenkins before he was released from prison in August 2013.  Shortly after he was let out, Jenkins murdered Jorge Ruiz, Juan Pena, Curtis Bradford, and Andrea Kruger.The Nebraska Department of Corrections & Director Scott Frakes declined multiple interview requests by KMTV this week.State Senator Ernie Chambers says Frakes should resign because nothing has been improved and he’s overwhelmed with the job."But an individual who has been found to have mental problems of various kinds continues to engage in self mutilation in several instances it's done with equipment or material which belongs to a staff member out there or a guard. It looks to me like this is a scheme which is designed to result in that kind of activity.  When it happens this many times it establishes a pattern and any competent director of a department would never let it happen but the fact that it continues to happen. "He's (Jenkins) in a very narrow, restricted, supposedly always under surveillance location and these things continue to happen,” Senator Chambers described.In a written statement the NDCS said, “NDCS reviews incidents such as this to determine if policies and procedures are appropriate or need to be changed. (AP) — Authorities arrested a man suspected of shooting the security guard of a news crew that was robbed while covering the Oakland teachers strike, according to a statement by the CBS affiliate.KPIX said a reporter and a photographer were gathering interviews Sunday about the strike at the Oakland Library when a car pulled up and the driver pulled a gun, demanding their camera. The crew surrendered the equipment and began walking away.The suspect then shot the guard, Matt Meredith, in the leg, the news station said. KPIX reporter Joe Vazquez said on Twitter that the guard, a retired Berkeley police officer, exchanged gunfire.An Alameda County Sheriff spokesman says a 21-year-old man with several gunshot wounds walked into a nearby hospital after the incident. Oakland police arrested the man on suspicion of shooting the news crew's guard.The guard's condition wasn't immediately known.Assaults on routine assignments became so common in recent years that some television stations have hired armed guards to ride with news crews.No other information — including what time the robbery took place — was immediately released.It's not the first time the station has been the target of theft.
