SAN DIEGO (KGTV) — The County of San Diego is preparing to step up enforcement efforts on businesses flouting public health orders, taking the reins from local agencies like the San Diego Police Department that have virtually stopped issuing tickets to violators.Despite thousands of complaints about violations to the county's 211 hotline, data from the San Diego Police Department shows the agency has issued 168 citations for health order violations since the pandemic shutdowns began. Ninety-one percent of those citations came in April.Since then, citations decreased to 12 in May, 3 in June, and zero in July. Violating the public health order is a misdemeanor punishable by up to a ,000 fine or six months in jail.“As these health orders continue to change it makes it really difficult for law enforcement,” said SDPD Lt. Shawn Takeuchi.Since April, 211 received 9,382 complaints about public health order violations. During that span the county’s two largest law enforcement agencies, the Sheriff’s Department and SDPD, issued 312 citations combined.Lt. Takeuchi said you have to look back at the public health orders over time: in March, beaches and parks were closed and non-essential businesses were shut down. By April, it was easy to spot violators and expect they knew the rules.“It was a real black and white area,” he said.But then in late May, restrictions eased up, businesses started reopening, and Takeuchi said the regulations were less obvious. The mask ordinance, for example, only applies when an individual is within six feet of a non-household member. Determining whether groups of people walking the street are members of a household is highly impractical, he said.“When the county rules started to morph, we needed to understand them and we needed to make sure people understood them. So we always undertook an effort to educate first,” he said.Since then, the public health orders have been modified several times -- at least three times in July alone -- and Lt. Takeuchi said the department has had to embark on a new education campaign each time.“You've seen the San Diego Police Department really back off on enforcement because we think that the County Health Officer is really in a better position to ensure compliance of what they've deemed the egregious or the bad actors,” he said.This week, the county announced it would take on a more central role with enforcement, bringing on staff to more rapidly investigate cases like the one at The Gym in Pacific Beach, and opening a new compliance hotline.The new hotline and email system will replace the existing 211, so tipsters can speak directly with a county employee. 2664

SAN DIEGO (KGTV) -- The journey has come to an end for hundreds of migrants seeking asylum in the U.S.A large caravan arrived in Tijuana within the last week and have waited until Sunday to cross the border into San Diego.Late Sunday afternoon, members of the caravan plan to turn themselves in to customs agents seeking asylum.Most of the roughly 400 migrants in the caravan are women and children who have been staying in shelters, seeking legal counsel before trying to cross the border.RELATED: Migrant caravan warned asylum may lead to separation from childrenBorder patrol agents released a statement Saturday saying several groups associated with the caravan have been illegally climbing a scrap metal border fence.The statement warned anyone with the caravan to “think before you act.” The Secretary of Homeland Security also said in a statement earlier this week that anyone seeking asylum “may be detained while their claims are adjudicated.”Protesters say the group is taking advantage of U.S. immigration laws. A group called San Diegans for Secure Borders plans to protest at Friendship Park.They say the migrants are unwelcome and that their claims for asylum are false. A protest was held on both sides of the border Sunday morning. SAN DIEGO (KGTV) -- The City of San Diego is resuming its enforcement of all parking regulations this month.From Wednesday, July 1, through July 14, the city will issue written warnings for vehicles parked in violation of:-- Posted street sweeping routes-- Metered parking restrictions-- Curb time limits-- Commercial zonesCitations will continue to be issued for vehicles parked illegally at red, white and blue painted curbs. Drivers are encouraged to follow posted signage when looking for a parking space.Starting Wednesday, July 15, citations with fines will be issued.On March 16, the city suspended citations for vehicles violating street sweeping, metered parking, time limits and yellow commercial zones due to state and San Diego County stay-at-home orders amid the COVID-19 pandemic. 802

SAN DIEGO (KGTV) -- The battle over the Crossroads of the West Gun Show continued Tuesday in Del Mar.The Board that oversees the fairgrounds is reviewing the show that has been hosted at the fairgrounds for the last 28 years.A pro-gun, second-amendment political action committee collected more than 3,100 letters in support of continuing the show in Del Mar.The letters were given to the board for review and consideration. Michael Schwartz, Executive Director of the San Diego County Gun Owners is pushing is pushing for the board to renew the shows contract with no restrictions or limitations."It took us less than a week to collect all these signatures, we could have gotten more. Some are written by entire families who come to the show every year. It is a family event with almost a 30 year history with Del Mar," said Schwartz. Protesters also made an appearance at the board meeting dressed in orange and asking the board to cancel the shows current contract.The Del Mar, Solanna Beach and Encinitas city councils have approved resolutions calling for a ban on the gun shows at the fairgrounds.Guns can be purchased at the show, but California law requires extensive background checks and a waiting period.The board will make a decision to cancel or continue the gun show at it's board meeting in September. 1329

SAN DIEGO (KGTV) - Supporters of Poway Unified School District kicked off a campaign Tuesday night in support of Measure P on the March ballot, which would provide 8 million meant to be spent on facilities across the distict's 39 schools. This is the first time PUSD has asked voters to approve a bond since the infamous "billion dollar bond", which many critics call a debacle which taxpayers will be on the hook for for decades.“We have leaky roofs," Superintendent Marian Kim Phelps told 10News during an interview Tuesday. "We have rusty pipes. We have tile that’s falling apart. We have high schools that have sewage spilling up into the room.” Phelps says a recent study commissioned by the district reported that 63% of the school campuses will be rated in "poor condition" by 2023. She also says a bond is the best option because the state of California does not provide money for facilities.RELATED: Poway Unified brings students together in pilot program with new approach to special education“What most people don’t understand and realize is we don’t receive any funding from the state. And so we also are one of the lowest funded school districts in the county, so we do a lot with a lot less.” Phelps says she understands why taxpayers may be hesitant to fund another bond measure. The last time the district approached voters, the bond was passed by 2011. It was later revealed that because of the way the bond was financed, the 5 million loan would accrue 7 million in interest, meaning taxpayers are on the hook for nearly billion. The bill for that will begin to be paid in 2023 and continue for 40 years.Phelps points out that the entire leadership that approved "the billion dollar bond" has been replaced and that the new team has worked hard to repair Poway Unified's finances in recent years. She also points out that the plan has been endorsed by the San Diego Taxpayers Association.Despite those reassurances, many residents within the district, which is the county's third largest and encompasses the city of Poway and large portions of Inland Northern San Diego, have expressed concern, saying they will not vote for Measure P.
