SAN DIEGO (CNS) - Taking swift action after Thursday's San Diego City Council meeting in which a lone franchise utility bid was revealed, Mayor Todd Gloria Friday announced he was rejecting San Diego Gas & Electric's bid for the city's gas and electric utilities.The lone bid revealed Thursday was for million -- the minimum amount set by former Mayor Kevin Faulconer in September for the 20 year contracts -- and many callers into the meeting asked for the council to ask for a one-year extension for the new mayor and councilmembers get up to speed.The Thursday meeting was informational only, but the information was enough for Gloria."After reviewing the bid submitted by SDG&E and consulting with the City Attorney's office, we have determined their bid is unresponsive to the city's invitation to bid. Therefore, I am rejecting the bid and canceling the current ITB process," Gloria said. "I will be pursuing an extension of the existing agreement between the city and SDG&E to allow enough time for the new City Council to get up to speed and more opportunities for public engagement to occur."The council must take action at its next meeting on Jan. 12; the existing franchise agreement with SDG&E expires Jan. 17. It was originally signed as a 50-year agreement starting in 1970.SDG&E, whose parent company is San Diego-based Sempra Energy, has been the sole electric and gas utility for San Diego since 1920.Gloria and five of the nine city council members were sworn in this month, leaving them just four weeks to decide whether to approve SDG&E's minimum bid for 20 years, ask for an extension to allow newly elected officials to get up to speed, cancel the process altogether and start over or pursue municipalization -- purchasing and putting the city's utilities under public control.Councilman Chris Cate, one of the four incumbent members, expressed frustration at the delay on Thursday."This is a process which has been undertaken for well over two years," he said. "We knew the deadlines years ago."He said an extension wouldn't be a good use of the city's time or resources, and shot down the municipalization idea as a costly endeavor already looked at by analysts, which the city could ill-afford as it grapples with budgetary fallout from the COVID-19 pandemic."It would not be coming from a fiscally prudent or service prudent standpoint as a city," he said.Other councilmembers urged patience."We cannot commit to a bad deal because we are in an economic downturn at the moment," said Councilman Sean Elo-Rivera. "This will affect us for years after the crisis has passed."The lone bid came as somewhat of a surprise. Berkshire Hathaway and Indian Energy had both expressed interest previously but failed to submit bids.Gloria said he would look at all the options ahead of the city."At the end of the day, my objective will be to make sure an agreement meets the needs of residents, makes financial sense for the city, is fair to ratepayers, is consistent with the goals of our Climate Action Plan and includes equitable access to environmental benefits for all our communities," Gloria said. SAN DIEGO (CNS) - San Diego's 73rd City Council was sworn in Thursday morning alongside new Mayor Todd Gloria, bringing a Democratic supermajority to the council chambers.Departing councilmembers Georgette Gomez, Barbara Bry, Chris Ward, Mark Kersey and Scott Sherman offered thanks to the citizens of San Diego and words of advice to incoming councilmembers Joe LaCava, Stephen Whitburn, Marni von Wilpert, Raul Campillo and Sean Elo-Rivera as the city faces one of the most tumultuous periods in its history.The 73rd City Council must contend with the ongoing COVID-19 pandemic and all the physical, economic and budgetary issues it presents the city. Other major items before the council, which now sits at an 8-1 Democrat advantage, include the city's Climate Action Plan and battling climate change, homelessness and rising housing prices, the cleanup of the Tijuana River Basin, social and racial justice and large-scale projects such as Pure Water.A visibly emotional Gomez thanked her family, wife and supporters for a brief but significant four-year term representing the city's District 9. Her tenure, including the last two years as Council President, saw a citywide focus on climate change, racial justice and infrastructure projects.Her replacement, Elo-Rivera, said he would continue radical reform to better the city. He drew issue with the description of the many problems caused by COVID-19 as "unprecedented.""For too many San Diegan families, the challenges presented by COVID- 19 are not unprecedented but all too typical," he said. "We must not go back to normal. Normal is not good enough."Bry, a candidate for mayor against Gloria, said she was proud of her four years representing District 1 and that she would continue to "demand accountability," from city government. She pointed to the 101 Ash Street real estate deal and the failed Soccer City proposal as examples where she blew the whistle about backroom deals.Her replacement, LaCava, said his engineering background would continue Bry's policy of no-nonsense straight talk. He hoped to work with all city departments to survive the pandemic."Successful navigation of these uncertain pandemic waters will take all of us working together," he said.District 3's Whitburn thanked his predecessor, now-Assemblyman Chris Ward, for continuing to "break the rainbow ceiling." He was sworn in by former Councilwoman Christine Kehoe -- the first openly LGBT person elected to office in San Diego County in 1993 -- and all LGBT former District 3 councilmembers were in attendance. This included Kehoe, Senate President Pro Tempore Toni Atkins, Gloria, Ward and now Whitburn himself.He said he wanted to move forward with the city into a new era."We need to advance past the us versus them mentality," that he said plagued politics around the country but especially in San Diego.Von Wilpert took over from Mark Kersey in District 5 and said she was dedicated to empowering justice throughout the city. She said action must be swift and decisive on how to tackle COVID-19."With a vaccine on the verge, hope is on the horizon," she said, adding the importance of bipartisanship. "We must reject anger and division."In District 7, former Councilman Scott Sherman said he stuck to his guns and didn't sell out to special interests.He reminded his former colleagues and the new elected officials of their responsibility."It's not your money," Sherman said. "We are stewards of the taxpayers' money."His replacement, Campillo, said although he comes from a different political party than Sherman, all the members of the council serve their constituents."We must not let the past impede us," he said. "San Diego has more young people, more diversity, but more to fix than ever."Later in the afternoon, the council selected Jennifer Campbell, who represents District 2, as its president. SAN DIEGO (CNS) - San Diego County Vector Control officials reminded residents today to protect themselves against wild rodents after three deer mice were found carrying the potentially deadly hantavirus.Vector Control officials collected the mice in Boulevard during a regular monitoring exercise. Hantavirus occurrences in wild rodents are not uncommon in undeveloped areas of the county, but residents can avoid potentially infected rodents by keeping them out of areas like sheds, garages and homes.Vector Control officials also found five hantavirus-carrying mice in Bonsall, 4S Ranch and Potrero in January.There is no cure or vaccine for hantavirus. According to the Centers for Disease Control and Prevention, symptoms of infection can include fever, aches in the large muscle groups, dizziness, digestive issues and abdominal pain. Hantavirus infection is generally unlikely, though, because rodents tend to avoid humans and developed spaces.Residents are advised to use ``wet cleaning'' methods like a bleach solution spray or a sponge and a mop if they find rodent droppings or nests.Sweeping or vacuuming nests and droppings can send the virus into the air, raising the chance of infection. Vector Control officials also advise residents to double-bag and seal rodent debris before throwing it away.Residents can avoid hantavirus exposure by sealing holes that are larger than a dime in homes and adjacent spaces and quickly eliminating rodent debris and infestations. SAN DIEGO (CNS) - San Diego City Council candidate Kelvin Barrios suspended his campaign today, following allegations of ethics violations.Barrios was running for City Council District 9 in the seat soon to be vacated by Council President Georgette Gomez.``Throughout this race I have been hit, morally and mentally, more times that I can even count,'' Barrios' statement released Monday said. ``And I get it -- there were issues, we needed to address them.``It seemed like every time I did, we would collectively shift away focus from the real needs of our community. The real struggle and hardships my neighbors are facing became second to the media blitz filled with negativity that just served as a distractor.''The San Diego Union-Tribune reported earlier this year that Barrios was under criminal investigation for alleged mishandling of campaign funds and was the subject of a California Fair Political Practices Commission complaint alleging he used thousands of dollars in contributions to political committees for personal use.Earlier this month, additional media reports alleged Barrios did not disclose more than ,000 he received while working for Laborers Local Union 89, and did not report a brief overlap that existed while he worked for both the union and Gomez's office.Barrios' name will still appear on the November ballot despite the campaign suspension.Barrios' campaign opponent, Sean Elo-Rivera, tweeted a statement saying Barrios suspending his campaign ``will allow our community to move away from focusing on scandals and toward focusing on the brighter future San Diegans deserve.''``Our campaign will continue engaging the community and building the momentum we'll need to make San Diego a world-class city with opportunity for all,'' the statement said. 1793

SAN DIEGO (CNS) - The Horses of Tir Na Nog equine sanctuary east of Alpine is inviting members of the public to join its monthly giving campaign and become a "Hay Hero."Donations support sanctuary operating expenses, including feed costs that exceed ,000 per year.The volunteer-driven nonprofit partners with the San Diego County Department of Animal Services to care for horses rescued from abuse, neglect or abandonment."By making a monthly pledge, our Hay Heroes are helping us meet our most basic commitment to provide our horses with a high-quality diet," Administrator Amy Pat Rigney said. "Hay Heroes can choose the amount of their monthly commitment. When feeding 58 equines, no gift is too small. Everything helps." The sanctuary is a nonriding facility, though the community is invited to meet some of the horses under care.
