BEIJING, Sept. 21 (Xinhua) -- Chinese Vice Premier Li Keqiang said Tuesday that China would coordinate its national family planning policy, stabilizing an appropriately low birth rate and improving the quality of its population."The fact remains that China has a large population. The issue of population is always a major issue for China's social and economic development," said Li at a seminar marking the 30th anniversary of the Family Planning Association of China in Beijing.The government must solve the issue in a way that takes into consideration the whole picture of China's long-term social and economic development, he said.Chinese government statistics show China's population stood at 1.32 billion at the end of 2008, which was about 2.5 times the number in 1949 when the People's Republic of China was founded.The Chinese government adopted a family planning policy in the late 1970s which basically permits most urban households to have only one child.The policy had helped China's total population increase less than 40 percent between 1978 and 2008, whereas it nearly doubled between 1949 and 1978.Li said the government would make efforts to improve the quality of the population, optimize the population structure and spur the rational distribution of the people, so as to turn the pressure of the population into an advantage of human resources.He also said the government would launch measures to narrow the widening ratio of men to women and address problems arising with an aging population.The population aged at or above 60-years-old will top 200 million by the end of 2015, government reports showed.
BEIJING, Sept. 4 (Xinhua) -- Chinese Vice Premier Li Keqiang has pledged China would work with the international community to promote the sustainable growth of the oceans.Li made the remarks Friday when meeting with representatives to the 33rd Pacem in Maribus (Latin for Peace in the Oceans) Conference, which was held in Beijing Friday and Saturday.Li said China would attach great importance to conservation on the marine ecosystems in the process of exploiting marine resources, and actively develop the green marine economy.China would also improve the oceans' capability of preventing and reducing disasters, and comprehensively take part in international marine affairs, he noted.Patricia O'Brien, Under-Secretary-General for Legal Affairs and United Nations Legal Counsel, Awni Behnam, president of International Ocean Institute, Wendy Watson-Wright, Executive Secretary of the Intergovernmental Oceanographic Commission, and other marine scientists attended Friday's meeting with Vice Premier Li.They said that the international community should work together to cope with climate change and promote a sustainable development.Entitled "Oceans, Climate Change and Sustainable Development: Challenges to Oceans and Coastal Cities," the PIM conference has drawn 266 representatives from 30 countries and 12 international organizations.

BEIJING, Oct. 28 (Xinhua) -- China's top legislature on Thursday ended its bimonthly session, adopting a series of bills including the long-awaited social insurance law that had been reviewed by lawmakers four times in almost three years.The law that aims to prevent the improper use of social security funds was first submitted to the legislature in December, 2007, following a scandal in Shanghai involving 3.7 billion yuan (502.3 million U.S. dollars) of social security funds.The law is to take effect on July 1, 2011.In a proposal made by the Communist Party of China (CPC) Central Committee on formulating the country's 12th Five-Year Program (2011-2015) on National Economic and Social Development issued Wednesday, the social security system is set to be improved.The National People's Congress (NPC) Standing Committee also voted to adopt the law on law application to civil relationships involving foreign interests, and the revised Organic Law of Villagers' Committees, regarding rural people having greater powers to remove villagers' committee members and to convene meetings to decide village affairs.Also adopted at the close of this legislative session were the amendments to the Law on Deputies to the NPC and Local People's Congresses at Various Levels, which further specify the rights and duties of lawmakers.Lawmakers also adopted a decision to appoint Vice President Xi Jinping as vice-chairman of the Central Military Commission (CMC) of the People's Republic of China.Born in 1953, Xi was appointed by the CPC Central Committee on Oct. 18 as vice-chairman of the CMC of the party.Xi has served in a number of positions related to the armed forces and military reserve affairs during his previous tenures at national and local levels.The top legislature also expelled Li Qihong, former deputy secretary of Zhongshan Municipal Committee of the Communist Party of China in southern Guangdong Province and former mayor of Zhongshan City, from the top legislature on suspicion of "seriously violating disciplines" concerning economic activities.
BEIJING, Sept. 15 (Xinhua) - China is still likely to meet its full-year inflation target this year despite the August inflation rate quickening to a 22-month high of 3.5 percent year on year, officials from the country' s top economic planer said Wednesday.In August, the consumer price index (CPI) rose mainly by increased prices of food products like pork and eggs, as the coming Mid-Autumn festival in China had boosted the consumption of food items, according to the National Development and Reform Commission (NDRC).Further, the price rise of vegetables due to seasonal reasons contributed to the August CPI increase, said the NDRC authorities.The upcoming autumn harvest, which accounts for about 70 percent of China's annual grain output, is expected to stabilize food prices, which have a one-third weighting in the calculation of the CPI, said the NDRC.The NDRC also revealed that China would place central pork reserves on the market, which means pork prices cannot rise higher.Further, the industrial consumer prices are remaining stable with a slight decline, and this is not conducive to inflation, according to the NDRC.These elements are assisting in the drop of the CPI through the rest of the year, and is helpful for China to attain its full year inflation target, it added.China has targeted a 3 percent rise in consumer prices this year.
BEIJING, Oct. 14 (Xinhua) -- China and the Democratic People's Republic of Korea (DPRK) Thursday lauded traditional friendship and agreed to step up cooperation between the two countries and two armed forces to a higher level."China and the DPRK have respected and helped each other for years," said Chinese Defense Minister Liang Guanglie, citing consolidated and deepened cooperation and precious friendship between the two countries.Liang made the remarks in his meeting with a visiting DPRK military delegation led by Vice Minister of DPRK People's Armed Forces Pyon In Son.Both China and the DPRK are facing tasks of promoting their own development, and safeguarding common interests and the regional peace and stability, Liang said.China would like to work with the DPRK to strengthen exchanges and enhance coordination for the further development of relations between the two countries and two militaries, Liang added.Pyon told Liang that the DPRK side wishes to further its friendly cooperation with China in various fields and lauded the friendship created by the old generations of leaders of both countries.Pyon said his delegation had witnessed achievements China has made in its socialist construction and military development during the trip.The delegation, invited by Chinese People's Liberation Army (PLA), will also pay a visit to southwest China's Yunnan Province.
