SAN DIEGO, Calif. – When college students were forced out of dorms, some without family or a permanent home didn’t have anywhere to go.Young people who are too old for the foster care system have been some of the hardest hit by COVID-19. Researchers with the Field Center for Children’s Policy found they've been severely impacted by the unemployment, education disruption, homelessness, and food insecurity brought on by the pandemic.“Once I turned 21, because I emancipated from foster care, there weren’t any housing resources for me available. It was kind of, you’re on your own," said Jackie Robles. During the shutdown, Robles was transitioning into graduate school at UCLA.“There was a lot of confusion with dorms shutting down, sororities and fraternities pretty much dismantled. And then also on-campus jobs and part-time jobs, those were all being laid off or non-existent," said Gianna Mulkay.Mulkay is Executive Director of Together We Rise, a nonprofit dedicated to helping foster children. When COVID-19 hit, they moved quickly to support former foster youth in college, calling on volunteers to open their homes, working with hotels to secure rooms, and even purchasing RVs for students.“Before you know it, we were serving 1,200 students, with not just longer-term housing, but making sure they had meal assistance, making sure they stayed enrolled," said Mulkay. Through the rapid response effort, Robles received money for food and rent before landing in a housing program for the homeless.“We’re very nervous about the continued close-downs and what that means for housing for foster youth," said Mulkay. It’s a system that was already in crisis, Mulkay says, noting some of the dismal statistics.Among them: 80% of the prison population has experienced the foster care system, 70% of foster youth go homeless within 18 months of aging out of the system, and 70% of young women in the foster care system will become pregnant by age 21. Mulkay says there's also a huge disparity in education, only 50% of foster youth graduate high school, and just 3% graduate college.“Foster community is hit, and it’s hit hard. We don’t think it will ever be the same again," said Mulkay. But the rapid response effort is showing results; 100% of students who received help re-enrolled for college this fall. They now have funding to provide this critical lifeline to youth in 14 states.“This is definitely way more direct, way more in the trenches of discovering the real issues," said Mulkay. SAN DIEGO (KGTV)- The fight continues fort tenants in Oak Park who say they soon won't be able to pay their rent if it continues to go up. The group met with the San Diego Housing Commission Friday morning. Many of the tenants are seniors living on a fixed income. Some of them say they've already seen their rent increased twice this year. "There doesn't seem to be any protections for people like us," says one of the tenants who spoke during Friday's board meeting. "We're on a fixed income; we get a two percent raise every year. My rent was raised by 50 percent."Olive Wood Gardens is a low-income housing complex for seniors and those who are disabled. Tenants say they are scared for their future. "I don't know what to do now," says Kathy Blackstock. "I don't think I can go back to homelessness."They're not only asking help from the San Diego Housing Commission; the tenants are hoping the state would pass Assembly Bill 1482. Last week, a rally was held outside of the complex in support of the bill. It would make it illegal for property owners to raise rents more than seven percent in one year. The Senate Committee is currently reviewing the bill. The San Diego Housing Commission board says they've referred the tenants' comments and information to the staff. SAN DIEGO, Calif. (KGTV) - UC San Diego is a pilot school for an exposure notification system that alerts users if they’ve come in contact with someone who tests positive for COVID-19. It’s a partnership with the state of California and officially launched on campus Thursday.The system uses smartphone technology to anonymously tell people they may have been exposed. It does not track locations and is completely anonymous. It starts working when a person downloads the system on their phone and enables notifications. It then records proximity to other devices that also have the program downloaded. If two phones come in contact with each other for more than about 15 minutes and are closer than around six feet, it takes note of that. Then, if a person tests positive later, they can go in the program and click a button saying they tested positive, and their system sifts through all the devices that previously had extended exposure, sending those users alerts about the possible exposure.Doctor Christopher Longhurst, Chief Information Officer and Associate Chief Medical Officer for UCSD Health said the biggest factor that will impact effectiveness is the number of users.“We’d like to see 75% of that community or more adopting. Modeling done by Oxford and other universities has shown that if we can get over 50% adoption in a population, you can actually help to end outbreaks,” said Doctor Longhurst.As of Friday, about one day into the official launch, the school said 7,985 people had signed up. (KGTV) - As COVID-19 cases continue to increase nationwide, the demand for testing grows.CVS Pharmacy has been providing free drive-thru testing sites across San Diego County, but some have reported significant delays in receiving test results.“I thought I would try CVS because they’re popping up all over for free testing and very convenient drive-thru,” said San Diego resident Michelle Naidenoff.“It’s a self-administered test, had the test done, was given a sheet originally it said 2-4 days for results, and then they had crossed it out the time of the testing and said it could be up to 10 days.”Ten days later, Naidenoff still had no answers.“Then, on the 16th day, I called, and I was on hold a couple of times,” she said after being left on hold for too long, she hung up.Five hours later, Naidenoff said her negative test result popped up on the online website.“16 days, I’m thinking it’s basically useless,” she said. “When it comes to slowing the virus down, obviously contact tracing is very important. The fact that they would have such poor quality of care for follow up was alarming.”According to CVS, all patient samples collected through the testing sites are sent to off-site locations.
