Beijing, Nov. 5 (Xinhua) -- Officials from 28 countries across Asia and the Pacific gathered Thursday in Beijing for a high-level meeting on cooperation on children's rights in the Asia-Pacific region.Anthony Lake, executive director of the UN Children's Fund (UNICEF), called for collaboration among Asia Pacific countries in protecting children's rights in a speech delivered at the meeting.Lake said,"We are already seeing the benefits of cooperation in areas that cut across borders, from preventing the spread of disease, to addressing the effects of climate change, to increasing child protection, to improving education."During the three-day meeting, more than 180 representatives from 28 countries in the Asia-Pacific region are expected to discuss issues on children's welfare and protection and the realization of the Millennium Development Goals (MDGs), these being eight global anti-poverty objectives due to be accomplished by 2015.The meeting, scheduled from November 4 to 6, is hosted by the All-China Women's Federation, the National Working Committee for Children and Women under the State Council, China's Ministry of Commerce, and with support from the United Nations Children's Fund (UNICEF).

THE HAGUE, Sept. 13 (Xinhua) -- Xue Hanqin was sworn in Monday as a judge of the Hague-based International Court of Justice (ICJ), becoming the first Chinese woman to get the job.Another female judge, Joan E. Donoghue from the United States, assumed office together with Xue."It is the first time in the court's history that two female judges will serve simultaneously," the ICJ said in a statement.Almost all ICJ judges had been male with only one exception -- British Dame Rosalyn Higgins, who served on the court from 1995 to 2009.Xue, a veteran Chinese diplomat and an expert of international law, was elected to the ICJ with all 15 votes in the Security Council and a majority of votes in the UN General Assembly in June. She is the third Chinese judge in the Court."More and more women take active part in the major international justice organizations, which marks the improvement of civilization," Xue told Xinhua.Xue is no stranger to the Dutch city. She used to serve as Chinese ambassador in The Hague."What is remarkable about the two new judges is not just that they will bring down the average age of the members of the ICJ," Dr. Olivier Ribbelink, senior researcher at T.M.C. MANILA, Sept. 17 (Xinhua) -- The Philippine government will provide the Chinese government a copy of the final report on the Aug. 23 hostage-taking incident before it divulges the findings to the public, the presidential palace said on Friday night.Secretary Ricky Carandang of the Presidential Communications Development and Strategic Planning Office made the statement after President Aquino met with the Incident Investigation and Review Committee (IIRC) led by Justice Secretary Leila de Lima, following the submission of the final report on the incident that killed eight Hong Kong nationals."We have to communicate this to Beijing first before we make it public," Carandang said, adding that the presidential palace only "wants to be careful" in handling the sensitive matter.He said that the high-level Philippine delegation will still go to Beijing and Hong Kong to formally present the report to their leaders but this will have to be done after the President's working visit to the United States.The President and his delegation to the United States will depart on Monday night and will return on Sept. 28.

BEIJING, Sept. 15 (Xinhua) -- The Chinese government on Wednesday stressed the importance for the country to improve river controls and prevent mountain floods in the wake of this year's frequent natural disasters.The statement was issued following an executive meeting of China's State Council, or the cabinet, which was chaired by Premier Wen Jiabao on Wednesday.In contrast with large rivers, the medium and small rivers in China are the Achilles' heel of the country's river control work, which surfaced in the wake of a series of flood-triggered disasters this year, according to the statement.Over the next five years, China will increase efforts to control medium and small rivers, remove dangers and consolidate medium and small reservoirs, as well as preventing mountain floods in a bid to protect the safety of people's lives and property, according to the statement.The central government will take flood-prone areas with dense population as priorities in dyke building and river regulation works, it said.Further, reservoir consolidation work should seek to increase the modulation capacities of water resources.The construction of flood storage regions along large rivers and lakes, including China's Dongting Lake and the Poyang Lake, should also be intensified.China will set up more radar stations and meteorological stations in flood-prone areas, and make thorough investigations across the country in order to have a panoramic view of the areas with hidden natural disaster dangers like flood, mudslide, landslide and collapsing mountains .Also, the country will strengthen ecological protection by planting more trees and vegetation to guard against soil erosion, according to the statement.To that end, the central government promised to provide financial support to local governments by increasing input and expanding funding channels, as well as strengthening supervision of construction.Floods, landslides and mud-rock flows in China killed 3,185 people and left 1,067 missing this year, as of the end of August, according to statistics from the Chinese National Committee for Disaster Reduction and the Ministry of Civil Affairs.The Chinese central government has spent 2.43 billion yuan (361 million U.S. dollars) on flood control and drought relief as of Aug. 23 this year, according to the Ministry of Finance.The meeting also noted that maintaining ecological diversity, including three tiers of ecosystems, species and genes over the next 20 years, is the basis of the existence and development of human beings and also a guarantee of safe ecological security and food safety.China will continue to improve laws and policies and promote international collaborations to protect ecological diversity, it added.
