SAN DIEGO (KGTV) - A group of Hillcrest residents are fighting a proposed housing tower they say would take the sunshine out of their neighborhood and add traffic. Greystar Development wants to build a seven-story, 111 unit mixed-use housing complex near 7th and Robinson, not far from Whole Foods. The complex would replace the parking lot AT&T employees currently use for the company's building across the street. The lot borders a neighborhood filled with Spanish-style homes. The city gave Greystar a density bonus because it includes nine very low-income units. It also determined the developer would not have to do a costly and time-consuming environmental impact report."Housing, housing, housing is the only thing they're going to consider. And they're not going to consider the impact on the neighborhood that's there," said Tom Mullaney, who heads a group called Uptown United, which is appealing the project. Uptown United is fighting the city's determination that Greystar doesn't have to do an environmental impact report. That goes before the City Council April 23.Mullaney said Uptown United also wants the project scaled back. Jim Ivory, Greystar's senior director of development, said in a statement that company included community input in designing the project, which has the backing of the city's Uptown Community Planning group."We are proud of the design that has evolved in the last 18 months," he said. "Staff and community input has been incorporated along the way for the betterment of the project."Some in the neighborhood also welcome the project. Herbert Ross, who lives down the street, says the AT&T lot has become a public nuisance."The hangout that it's become for people who are homeless who don't clean up after themselves, I think anything would be an improvement to the area," he said. But Michael Bayless says the project would take away the direct sunlight he gets in his home office."I just came from Seattle to escape the lack of sun," he said. "It would be depressing."Greystar's development would also include retail at street level, and a 190 spot parking garage. SAN DIEGO (CNS) - The U.S.-Mexico-Canada Agreement trade deal includes 0 million in funding to address cross-border pollution in the Tijuana River Valley, San Diego's congressional delegation announced Wednesday. The funding would be dispersed in four annual installments of million in the form of U.S. Environmental Protection Agency grants under its Border Water Infrastructure Program. In June, the fiscal year 2020 federal budget for the BWIP was only million, according to the office of Rep. Scott Peters, D-San Diego. ``The USMCA delivers a massive funding investment that can fix the Tijuana River's sewage spills once and for all,'' Peters said. ``This funding can stop the environmental crisis that has plagued our community for decades and will improve public health.'' The bulk of the funding would be used to expand and upgrade the South Bay International Wastewater Treatment Plant, operated by the International Boundary and Water Commission. The funding would be used to fortify the plant's water treatment capabilities, allowing it to stanch flows of polluted storm and wastewater into the river. ``Cross border pollution is a nightmare for our community and for the individuals that work and recreate near the border,'' Imperial Beach Mayor Serge Dedina said. ``This funding is a critical step towards cleaning up the contamination in the Tijuana River Valley and making our beach safe for surfers and others who enjoy our coast.'' Transborder pollution from the Tijuana River has contaminated U.S. waters and coastlines for decades, forcing San Diego County environmental health officials to regularly close beach access near the border. During that time, local and state officials and environmental activists have called for federal assistance to protect the health of the environment and residents near the border. In April, Sens. Kamala Harris and Dianne Feinstein, D-California, submitted a jointly written letter to multiple federal agencies requesting they address sewage runoff in the river. In July, Peters and Reps. Juan Vargas, D-San Diego, and Mike Levin, D- Oceanside, introduced legislation to increase funding for Tijuana River cleanup efforts and prevention of future pollution. And in September, the San Diego Regional Chamber of Commerce's annual delegation of local officials and business leaders discussed the issue with cabinet officials and members of Congress. ``This environmental issue has plagued our region for generations and this funding will take major strides in helping us address health and ecological challenges we face,'' Levin said. ``Along with my colleagues, I made it clear to the Trump administration and House Democratic leadership that it is long past time that we make robust investments in cleaning up polluted water that flows over the border.'' The San Diego chapter of the Surfrider Foundation and the city of San Diego have also filed lawsuits against the IBWC, arguing that it has neglected pollution in the river and its effect on the environment. The city jointly filed its lawsuit with California Attorney General Xavier Becerra. The pending funding is a result of Tuesday's deal between congressional Democrats and the White House to support a revised USMCA. Rep. Nancy Pelosi, D-San Francisco, said the modified trade agreement includes more strenuous labor and environmental standards for the three countries. House Democrats are now expected to vote for the deal's ratification and send it to the Republican-controlled Senate. The USMCA would replace the North American Free Trade Agreement, which went into effect in 1994 and is blamed by some politicians on both sides of the aisle for hastening outsourcing and the decline of the country's manufacturing industries. President Donald Trump, who campaigned on retooling NAFTA, has faced pushback from members of Congress for much of the year for elements of the original deal like tariffs on steel and aluminum and its enforcement provisions. Local business leaders and elected officials have sung the deal's praises for months, arguing that inter-border commerce is too vital to the San Diego region to sever trade relations between the U.S. and Mexico. The current U.S. legislature and Canadian parliament must still approve the deal for it to go into effect. The Mexican legislature ratified it earlier this year. ``We've been pushing for this modernized trade agreement and now it's here, in a way that sets up San Diego to win big,'' San Diego Mayor Kevin Faulconer said. ``More free trade and less pollution at the border -- it's what San Diego needs and it looks like it's what San Diego is going to get.'' 4656

SAN DIEGO (KGTV) - A beloved Poway tradition is facing accusations of animal cruelty and breaking the law.A lawsuit filed this week claims horses were illegally shocked in the 2018 Poway Rodeo to cause them to buck wildly for crowds. Two animal activist groups filed the suit; Showing Animals Respect and Kindness (SHARK) and Animal Protection and Rescue League (APRL).Investigators with SHARK captured video during the 2018 Poway Rodeo, which they say proves an illegal device was used. The video appears to show someone with the rodeo shocking a horse in the holding chute just before releasing them into the rodeo arena.California law outlaws an electric prod or similar device from being used on any animal once the animal is in the holding chute, unless necessary to protect the participants and spectators of the rodeo.The plaintiffs are seeking a temporary restraining order before September's rodeo in hopes to get a court order preventing these devices from used.The animal groups notified the San Diego Humane Society of the alleged abuse, but humane law officers say they got the complaint too late to do a proper investigation. SAN DIEGO (KGTV) — A grant from the Central San Diego Black Chamber of Commerce is easing the pain of the pandemic and keeping businesses afloat.Captain Bill Wilkerson, the owner of Malihini Sportfishing, has fished since he was old enough to cast.Wilkerson said at the age of seven, he and his grandmother would walk to the bus stop and ride two hours to get to Venice Beach."We used to fish on Venice Pier sun up to sun down," he said smiling.He said his grandmother was trying to protect him, by taking him out of the L.A. neighborhood where they lived.Wilkerson said he had friends in elementary and middle school she knew were getting into trouble, "I went back 10, 15 years ago to see if I could locate some of those friends, and most of them were gone due to gangs and drugs and things like that."He said he would never forget the time she took him to Santa Monica to go fishing. It was an extra 45 minutes on the bus, but it was worth it, he said. While under the pier, he said he saw a boat pull up, let people off, take others on, and leave.He asked his grandmother what they were doing. She said, "do you want to go fishing on a boat?"She knew the captain and the next weekend he hosted Wilkerson. There was no going back to fishing on the pier after that trip.Wilkerson named the captains he worked for over the years and said he was thankful most for Raymond Sobeick, who he said taught him how to fish and opened him up to the opportunity to be a business owner. "My dad growing up told me that I would have to work 10 times harder than anybody else, just because of the color of my skin," he said pausing. "It's true."He said it was only true at the beginning of launching his business.After Wilkerson worked hard, bought the Malihini in 2006, and launched his business, he says from there it wasn't smooth sailing."In 2011, I was diagnosed with cancer, a brain tumor... In 2017, the boat struck a whale."The accident creating a mountain of debt."We started 2020 strong and then COVID-19 happened," he said.Wilkerson said they applied for every grant and loan available and didn't get anything. Then, he heard about the Black Business Relief Grant Fund through ABC 10News. He was awarded a ,000 grant and supported with tools and mentors who guided him on pivoting his business plan."They really want to see Black and minority and Asian businesses succeed ... To me, it's been invaluable. I mean, to see that there are doors that can be opened for a guy who owns a fishing boat who can't get financing because of whatever," he chuckled.Wilkerson said the grant paid for fuel and parts. He said they're hoping to get a loan to carry them through the next few months. He added that his faith has gotten him through many challenges."He's never let us starve, he's always made sure we have food, we had water. Our bills, for the most part, were paid," he said choked up. SAN DIEGO (KGTV) — A driver and motorcyclist collided in the Marina District Saturday, before the driver took off.A 44-year-old motorcycle rider was traveling westbound on Market St., approaching 1st Ave., just before 2:20 a.m. Saturday, San Diego Police says. At that time, a black sedan heading eastbound Market St. made a left turn in front of the motorcycle, causing the bike to collide with the car.The motorcyclist suffered a fractured wrist, police said.
