San Diego shipbuilder General Dynamics NASSCO has notified nearly 1,500 workers that they could be out of a job next month. The shipbuilder, however, says it anticipates letting go of closer to 350 workers. NASSCO says the layoffs are related to a dry dock accident in July that caused damaged to its facilities, although the workers union president says other factors are at play.“We are pursuing all available options to avoid or lessen the impact of these reductions and hope to increase our workforce as soon as possible to support work expected in 2019,” NASSCO president Kevin Graney said in a layoff notice to the state. RELATED: San Diego dry dock floods following barrier collapseThe list of jobs impacted includes 129 welders, 85 electricians, 84 painters and 82 pipe fitters.  Robert Godinez, who heads the Boilermakers Union Local 1998, said the number of potential layoffs is high because NASSCO uses an evaluation system to guide which workers it lays off. Those with the lowest evaluation are out first, and that can change with training.Godinez said he expects the layoffs to last about four to six months until NASSCO can fix its dry dock.  "If they lay off 400, 500, 600, 700, that should cover that notification requirement," he said. The layoffs come after NASSCO held a large hiring fair in April, as it looked to add 800 to 1,000 new welders and shipbuilders.However, Godinez said the shipbuilder did not hire even close to that number. He said Navy repair work fizzled and that a construction project got set back. Additionally, a union newsletter mailed before the accident reported 48 workers had been laid off  - a number too low to trigger a WARN public notice.  “People weren't ready for this, they weren't ready for the layoff,” Godinez said. “They were walking into the shipyard, they were watching these humongous banners that they’re going to be hiring like crazy and everyone’s on the upswing, and all of a sudden the layoffs start.”At the time of the accident, the fire department said a barrier that keeps water from going into the ship collapsed, leading to a flood. No one was hurt. Godinez said 4 million gallons of water rushed in and hit a 70,000 ton ship. That damage is delaying the next order, leading to the potential layoffs.NASSCO spokesman Dennis DuBard pinned the layoffs to the July 11 incident, and said the company is working to remedy the situation. 10News has since inquired about issues related to the April hiring event. “We are working diligently so not all employees who were notified will be affected. We regret the impact this will have on employees and their families,” DuBard said. “The company has arranged a variety of programs and resources to assist those who will be affected.”Godinez said the union would be working to arrange for additional training for workers who could be laid off, so they can find new jobs.  3023

Lynn Walsh is the Ethics Chair for the Society of Professional Journalists and said social media can be a good place to get information, as long as you know how it works and some red flags to keep an eye on. “Remember that the content that you’re seeing is all based on an algorithm and that algorithm is based on content that you are normally engaging with and the people that you are connected with and engaging with,” she said. She said social media will tailor what you see to who and what you interact with, so a good tool can be getting off apps and going straight to the source. She said to try googling stories to see diverse coverage of the subject and other related stories. She said a tool to tell if an informational post is true is to see if there is a link to more information. If someone just posts a picture or screenshot with facts or information, ask for more. “Hey do you have a link that adds or provides more information? Because the county is not going to post this jpeg image online. There’s going to be a link on a website, it’s going to link back where there’s more information,” she said. She also reminds that social media companies can filter content. She said they each have different policies on how and what they filter. “People say ‘oh it’s my First Amendment right to publish anything I want on these platforms.’ Remember the First Amendment applies to the government censorship of your opinion. It does not apply to businesses, if a business wants to decide to take something down, they can, that is their private platform,” she said. While news outlets and social media platforms are responsible for being accurate, she also pointed out that in an era of sharing posts, people also need to hold themselves accountable.“The third group that has responsibility in misinformation and things spreading, it’s the public. We have a responsibility to let people know if they’re sharing something that’s incorrect,” she said. 2229

San Diego County handles approximately 9,000 cases of elder and dependent adult abuse every year. Elder abuse is defined by the Centers for Disease Control as "an intentional act, or failure to act, by a caregiver or another person in a relationship involving an expectation of trust that causes or creates a risk of harm to an older adult." Types of elder abuse include: physical abuse, sexual abuse, emotional/psychological abuse, neglect, or financial abuse. The county sees about 450 cases a year of criminal elder abuse cases, according to Paul Greenwood with the Elder Abuse Prosecution Unit of the District Attorney’s Office.  The District Attorney’s Elder Abuse Unit prosecutes crimes against seniors, as well as addresses the special needs of elderly victims. They meet with seniors to teach them how to protect themselves, train bank and credit union employees on protecting financial assets of elderly customers, and train first responders to be aware of issues involving elders.  The National Council on Aging? said approximately 1 in 10 Americans over the age of 60 have experienced some type of elder abuse. However, knowledge about elder abuse lags behind the fields of child abuse and domestic violence. (KGTV) -- Neighbors in Del Cerro say an intersection near their homes is a hot spot for accidents and speeding, with the latest incident occurring Monday night.The streets and intersection in question are Madra Avenue and Del Cerro Boulevard. Denisse Newell took cell phone video during the aftermath of Monday’s accident. Newell says she’s reached out to City of San Diego officials to ask that something be done to make drivers slow down.Another neighbor, Emily Broadwater, says she was involved in an accident at the intersection in 2018 after a man didn’t stop at the stop sign. Her minivan was totaled.Newell says her dog was also hit by a speeding car and survived the accident. Her husband has stopped walking their children to school after multiple close calls. Neighbors worry that the next time it’ll be a person. The women say they’d like the city to implement like speed bumps, a stoplight or roundabouts to get drivers to slow down.ABC 10News reached out to San Diego City Councilman Scott Sherman’s office, who represents the district.
