The skier went off the path and landed in a canyon, authorities believe. The ski patrol is searching for the man, but visibility is poor at this time. The San Bernardino County Sheriff’s Department helicopter plans to join the search. RICHMOND, Va. – A military veteran who died of a heart attack while onboard a Richmond city bus was robbed while unconscious. Several burobbed while unconsciouss riders jumped in to help the man while he went into cardiac arrest, but they ultimately got off the bus, with the exception of one.Police say 20-year-old Demontea Chappell stayed behind under the guise of giving aid but was seen on camera taking the man's wallet.A video reveals the heartbreaking details."Pop? What you name is Pop?" said a young man, as the older bus passenger struggled unconsciously and not breathing."Trying to find his wallet. Where the wallet at?" that young man continues.Chappell, according to police, was acting as if he was giving aid to the Air Force veteran, but the bus video showed he went inside the man’s wallet and then slid the cash into his own pocket.Sources told WTVR's Jon Burkett that the veteran always carried cash, but how much money he had that day was unknown.Police now have a warrant for Chappell's arrest.The veteran died on the bus near the corner of First and Federal last Thursday morning.Sources tell WTVR that after family members questioned why their loved one’s wallet was empty, officials with the Greater Richmond Transit Company (GRTC) went to the recordings and alerted police. The investigation led police to Chappell, who is still on the run.GRTC is helping police in this investigation. Gavin Newsom signed bills Monday to crack down on doctors who write fraudulent medical exemptions for school children's vaccinations.The Democratic governor acted less than an hour after lawmakers sent him changes he demanded as a condition of approving the bills.Legislators approved the changes as protests by hundreds of emotional opponents boiled over, with dissenters delaying Senate debate for nearly two hours by shouting and pounding on walls and doors.Others were detained by police earlier while blocking entrances to the Capitol as lawmakers scrambled to act on bills before their scheduled adjournment on Friday."This legislation provides new tools to better protect public health, and does so in a way that ensures parents, doctors, public health officials and school administrators all know the rules of the road moving forward," Newsom said in a statement.Lawmakers sent Newsom the initial bill last week aimed at doctors who sell fraudulent medical exemptions. Democratic Sen. Richard Pan of San Francisco agreed to also carry follow-up legislation that among other things would give school children grace periods that could last several years on existing medical exemptions.The two bills are needed to "keep children safe from preventable diseases," Pan said.The effort was co-sponsored by the American Academy of Pediatrics, the California Medical Association and the advocacy group Vaccinate California, all of which hailed their final approval.Protesters forced delays in both the Assembly and Senate. They unfurled an upside-down American flag from the Senate's public gallery in a traditional signal of distress and chanted "My kids, my choice" and "We will not comply."They later returned to the Assembly, where they continued shouting "Kill the bill" and "Protect our children" as lawmakers considered other legislation.Republicans in both chambers objected that there were no public committee hearings before the Assembly approved the measure with a 43-14 vote and the Senate followed on a 27-11 roll call."This goes past vaccines and is again a major government overreach," said Republican Assemblyman Devon Mathis of Visalia, adding that, "Our medically fragile children are what are at stake."Newsom demanded a phase-out period for medical exemptions similar to one allowed when California eliminated personal belief vaccine exemptions in 2015. A kindergartener with an exemption could retain it through 6th grade, for instance, while a 7th grader could be exempted through high school.The companion bill also would allow officials to revoke any medical exemptions written by a doctor who has faced disciplinary action.The bill would make it clear that enforcement will start next year, meaning doctors who previously granted a high number of medical exemptions won't face scrutiny.Republican Sen. John Moorlach of Costa Mesa grew emotional as he recalled a developmentally disabled cousin who died at a young age."That's what these people fear," Moorlach said of protesters. "We've got to hit the pause button."Republican Sen. Jeff Stone of Temecula asked protesters to "watch your democratic process with respect" after a shouting opponent was removed from the gallery by officers. BHe also said it is unfair to label dissenters as "extremists" and "antivaxers" when they are concerned about the health and welfare of their children.Several opponents of the bill were detained before the legislative session as they blocked entrances to the Capitol, including two women who briefly chained themselves to outside doorways.About 200 opponents earlier filled the hallway in front of the governor's office, asking Newsom to veto both vaccine bills. (AP) — California Democratic Party Chairman Eric Bauman announced Thursday that he plans to resign, following a cascade of sexual harassment allegations that emerged against him in recent days.Bauman's decision came hours after Governor-elect Gavin Newsom, a Democrat, called for the embattled chairman to step aside. Bauman said he would immediately give his resignation to party officials.Newsom cited a Los Angeles Times article describing allegations of crude comments and inappropriate physical touching by Bauman, including asking two young women if they were sexually involved."I have made the realization that in order for those to whom I may have caused pain and who need to heal, for my own health, and in the best interest of the party that I love and to which I have dedicated myself for more than 25 years, it is in everyone's best interest for me to resign my position as chair of the California Democratic Party," Bauman said in a statement.RELATED: Top California Democrat on leave amid sex misconduct inquiryHe did not directly address the allegations against him.Bauman's resignation announcement came after he said Wednesday he is seeking treatment for alcohol abuse and other health issues while he takes leave from the party chairmanship he narrowly won in early 2017. SACRAMENTO, Calif. (AP) — California's attorney general said Tuesday that he won't charge two Sacramento police officers who fatally shot an unarmed black man last year, a killing that set off intense protests.Attorney General Xavier Becerra's announcement follows the Sacramento district attorney's finding this weekend that the two officers broke no laws when they shot 22-year-old Stephon Clark.Officers Terrance Mercadal and Jared Robinet say they mistakenly thought Clark was approaching them with a gun after he ran from them into his grandparents' backyard as police investigated vandalism.Becerra said his review found officers believed Clark was armed and their lives were in danger when they opened fire. Investigators found only a cellphone.RELATED: No charges for Sacramento officers who fatally shot Stephon Clark"Based on our review of the facts and evidence in relation to the law, I'm here to announce today that our investigation has concluded that no criminal charges against the officers involved in the shooting can be sustained," Becerra said.The attorney general emphasized the need for changes and called Clark's killing a "devastating loss." He met with Clark's mother, SeQuette Clark, before announcing his decision. Jamilia Land, a family spokesperson, said SeQuette Clark would speak to reporters later Tuesday.Clark was shot seven times on March 18, 2018, and his killing prompted protests in California's capital city and across the U.S. Sacramento County District Attorney Anne Marie Schubert's decision not to charge the officers has sparked new demonstrations, with more than 80 people arrested Monday in a wealthy Sacramento neighborhood.Clark's family and black community leaders urged Becerra to reach a different conclusion."I would like for the attorney general to prosecute the officers," brother Stevante Clark said Sunday. "I want justice and accountability."Both Becerra and Schubert concluded that the officers feared for their lives when they shot Clark, who they thought was holding a gun. They were pursuing him after receiving calls about someone breaking car windows.The attorney general and district attorney said the evidence showed Clark was advancing toward the officers when they shot him.The decision has increased support from top state officials to change California's legal standard for when police can use deadly force.Lawmakers have revived a measure introduced after Clark's slaying that would make California the first state to allow police to use deadly force only when it's necessary to prevent imminent and serious injury or death and if there's no reasonable alternative, such as warnings or other methods.Strong opposition from law enforcement agencies stalled it last year. 2747
