WASHINGTON, Nov. 4 (Xinhua) -- The United States requested the World Trade Organization (WTO) on Wednesday to establish a dispute settlement panel to rule on China's export restraints on raw materials. But Chinese officials insist that they are consistent with WTO rules.     The materials at issue are: bauxite, coke, fluorspar, magnesium, manganese, silicon metal, silicon carbide, yellow phosphorus, and zinc, key inputs for numerous downstream products in the steel, aluminum, and chemical sectors across the globe.     The Office of the United States Trade Representative (USTR) said in a statement that the raw materials are "critical to U.S. manufacturers and workers."     The USTR also said that the European Union and Mexico are joining the United States in requesting the establishment of a WTO dispute settlement panel regarding this matter.     The U.S. and the European Union requested formal consultations with China at the WTO on June 23, 2009, and Mexico filed its consultations request on August 21, 2009.     "We believe the restraints at issue in this dispute significantly distort the international market and provide preferential conditions for Chinese industries that use these raw materials," said Debbie Mesloh, a USTR spokeswoman.     "Working together with the European Union and Mexico, we tried to resolve this issue through consultations, but did not succeed. At this point, therefore, we need to move forward with the next step in the WTO dispute settlement process," Mesloh stated. "We remain open to working with China to find a mutually agreeable solution to our concerns."     But the Chinese Ministry of Commerce defended China's export policies, saying they are consistent with WTO rules.     The chief aim of China's export policies is to protect the environment and conserve natural resources, said an official with the Ministry of Commerce in June.     China has been keeping communication and contact with the U.S. and the EU over China's policy on raw material exports, the official said, adding that China will properly deal with the consultation request in accordance with WTO dispute settlement procedures.     According to the procedures, China, the U.S., the EU and Mexico have 60 days to try to resolve their dispute through consultations. If consultations fail, the U.S., the EU and Mexico could ask for a WTO panel to investigate and rule on this dispute.

BEIJING, Nov. 9 (Xinhua) -- China Merchants Securities, a leading domestic brokerage firm, announced Monday that it has set its A-share initial public offering (IPO) price range between 26 yuan (3.8 U.S. dollars) and 31 yuan.     The Guangdong-based brokerage is scheduled to issue no more than 358.5 million shares, it said in a statement to the Shanghai Stock Exchange Monday.     The IPO price translates into a price to earnings (P/E) ratio between 47.18 and 56.26 times. BEIJING, Nov. 6 (Xinhua) -- Chinese President Hu Jintao's upcoming state visits to Malaysia and Singapore would comprehensively push forward China's ties with the two nations and the Association of Southeast Asian Nations (ASEAN), said an official with the Foreign Ministry here Friday.     Hu will pay state visits to Malaysia and Singapore from Nov. 10to 13, at the invitations of Malaysian Supreme Head of State Mizan Zainal Abidin and Singaporean President S. R. Nathan.     It is the first time for President Hu Jintao to pay state visits to Malaysia and Singapore as president of China, and it is also the first time in 15 years for a Chinese President to visit the two countries, said Assistant Foreign Minister Hu Zhengyue at a news briefing.     During his stay in Malaysia, Hu will hold talks with Supreme Head of State Mizan and meet with Prime Minister Najib Tun Razak.     "President Hu's visit to Malaysia will surely further deepen strategic cooperation between the two nations and advance bilateral ties," said the assistant foreign minister.     While in Singapore, he will hold talks with President Nathan and meet with Prime Minister Lee Hsien Loong, Minister Mentor Lee Kuan Yew and Senior Minister Goh Chok Tong.     President Hu will exchange views with Singaporean leaders on deepening mutually beneficial and cooperative ties, and discuss international and regional issues of common concern," said the assistant foreign minister.     Vice Minister of the Ministry of Commerce Yi Xiaozhun said China and the two countries had good economic and trade relations and were each other's important trade partners.     In Malaysia, the two sides will sign economic and trade cooperative documents to push forward joint projects in the infrastructure area.     While in Singapore, leaders of both nations will discuss on how to promote bilateral trade and investment, advance major cooperative projects and enhance cooperation within the framework of regional and international trade.     "We believe that President Hu's visit will surely expand the scale of economic and trade cooperation between China and the two countries, and promote the sustained and stable development of bilateral relations, " Yi said.

BEIJING, Oct. 30 (Xinhua) -- China on Friday voiced its strong dissatisfaction and firm opposition to an EU statement which denounced the execution of two Tibetans convicted of murder in last year's Lhasa riot.     The Swedish EU presidency released a statement Thursday, denouncing the recent death penalty handed down to two Tibetans involved in the Lhasa riot and asking China to abolish the capital sentences.     "We are strongly dissatisfied with and firmly oppose the EU statement," Chinese Foreign Ministry spokesman Ma Zhaoxu said in a news release.     The Lhasa violence involving beating, smashing, looting and burning in 2008 was a sabotage activity "premeditated, organized and masterminded" by the ** Lama group, who instigated Tibetan separatists in and out of China to fuel up the incident, Ma said.     China's legal institutions have carried out fair and open trials and brought only the culprits of the criminal activities to justice, he said. "This was China's internal affair and judicial sovereignty which allows no other country to interfere with."     China asks the EU to abide by the principles of equality and mutual respect and not to send any misleading signals to Tibetan separatists, so as to ensure sound and stable development of EU-China relations, Ma said.
