(AP) — A Black man in Georgia is accusing police of violating his civil rights, saying a white officer slammed him to the ground and broke his wrist in the mistaken belief that there was a warrant for his arrest. SANTEE — A group of Santee residents trying to gather enough signatures to force a public vote on the recently approved Fanita Ranch development say they are facing intimidation from the developer.Meanwhile, the developer says the signature gatherers are the ones acting unethically.The Santee group, called Preserve Wild Santee, has until election day to gather signatures from 3,500 registered city voters to force the Santee City Council to either rescind approval of the development, or send it to a public vote.On Sept. 23, the council voted 4-1 to approve the project, which calls for roughly 3,000 new homes, 80,000 square-feet of retail space, a school, a farm and public trails. Proponents say the project would provide homes to help with the county's severe housing crisis, while opponents say it would create too much traffic and increase wildfire danger.The homes would start in the 0,000s and could be available as soon as mid-2022."We're for reasonable growth and in the right places and in the right locations, not in an extreme fire hazard location," said Santee resident Janet Garvin, one of the signature gatherers.Garvin said, however, that people who come to sign the forms are being heckled by a project supportes, funded by developer HomeFed. On Monday, Santee Councilman Stephen Houlahan, the lone no-vote on the project, confronted HomeFed's workers on camera at a strip mall."It seemed like a very, very strong coincidence that there was two women volunteering here, and they were surrounded by three men in a very intimidating posture," he said.Houlahan also said the HomeFed workers have also promised to follow signature gatherers across Santee to try to stop them from getting more supporters.But Jeff O'Connor, vice president of HomeFed, stood by the workers. (KGTV) -- Authorities are warning Americans traveling to Tijuana about people posing as police officers reportedly getting aggressive with drivers waiting to cross the San Ysidro Port of Entry. Authorities in Mexico say he’s one of 35 people arrested Sunday for being aggressive to drivers waiting to get back into the United States. The concern was raised this week as travelers are expected to head south for the holiday weekend. Marco Sotomayor, the Secretary of Public Safety in Tijuana told the San Diego Union Tribune that the city is seeing cases that are more violent and more consistent. Sotomayor goes on to say that criminals sometimes mask themselves as police officers wearing fake badges on hats and jackets, demanding money from drivers stuck in lines. "I think you very much stick out if you've never been to Mexico, and you don't know where you're going and you don't know what roads to take, I think that does make you a very easy target,” said Amanda Matti with Daytripper Tours. She says the company has been safely traveling into Mexico for 30 years. Because they travel in large groups via buses and have contacts across the border, Matti says their tour service never runs into these type of issues. "Our driver is usually local, experienced in Mexico, our tour managers are experienced, so I think they know not to target us."Matti says if you plan on going this weekend and don’t have experience, don’t go alone. But researchers say there are many unknowns about how the pandemic is affecting people without a place to sleep. San Francisco has reported more than 200 infections of homeless people, and New York City has tallied more than 1,400. San Diego’s convention center is housing homeless residents, where officials have administered more than 6,000 tests and uncovered just 18 positive for COVID-19. At the onset of the pandemic, cities thinned out shelters and moved homeless people into hotels because they often have chronic health issues. (KGTV) - The City of San Diego may want to learn a lesson from Santa Monica when it comes to rental scooters.Santa Monica just created new parking spaces for the electric scooters and e-bikes called Shared Mobility Drop Zones. After numerous complaints about riders leaving the scooters on sidewalks, the city decided to take action.San Diego has several bike and scooter companies providing rentals, including Bird and Lime.When asked about the possibility of creating similar parking spaces locally, a spokesman for Mayor Kevin Faulconer said, "The City is looking at a variety of ways to encourage the use of alternative modes of transportation, while keeping the public right of way clean and safe. As an example, we are in the process of installing more than 100 bicycle racks in different parts of the City.
