SAN DIEGO (KGTV) -- Frustrating.Difficult.How do we do this?Those sentiments were echoed by numerous San Diego parents as they reflected on distance learning at the beginning of this pandemic. Unless San Diego County is able to get off the state’s monitoring list for COVID-19, it is likely all the schools will start the year virtually.Most local districts have already announced plans for distance learning. Poway Unified School District, which originally planned to offer either on-campus learning or a virtual academy, is considering delaying the start of their school year to September 2nd to see if there was a way to still offer some in-person instruction.“You’re trapped and almost feel a sense of hopelessness,” said Patrick Batten. He has four children in the Poway Unified School District, with the eldest recently graduating from high school.DISCUSSION: ABC 10News Ask The Experts: Navigating Distance Learning with Dr. Joseph LathanAt this point, he is anticipating all of his kids to start their school years online. It is something he said did not work well when the schools were forced into distance learning in March.His son, also named Patrick, is entering the fifth grade. “It was tough,” he said, when asked about his online experience with school.The elder Batten and his wife both work full-time, mostly from home since the start of the pandemic. If there is no in-person instruction, they are considering participating in a learning pod, where eight to 10 families will hire a private teacher to help homeschool.“We’ll spend potentially ,000 a month per child to have a teacher that will, in a sense, do the homeschooling for them,” Batten said. He acknowledges that he is fortunate that his family can even entertain this option.“We’re going to see just an incredibly widening equity gap in our communities and I think that’s the more disheartening thing of all of this,” he added.Gina Chavez has three children in the Sweetwater Union High School District. “We [were] thrown into a situation with blinders on,” she said.Two of her children have special needs and have IEPs, or Individualized Education Programs. “It was even more challenging for them because that’s not the way they’re used to learning,” Chavez said.As a teacher, she understands parents’ frustration. As someone who has asthma, she also understands the health concerns for her and her family. “I want them to go back when it is safe for them to go back and I want them to go back when I know they will be protected,” Chavez said.Tancy Campbell’s young kids are in the Chula Vista Elementary School District. When the district announced it would be starting the year virtually, she was okay with the decision, but is still worried about how her 5-year-old son with autism will learn.“He has some of his needs met through online occupational therapy and speech therapy, but that social aspect is still going to be in the back of my mind,” Campbell said. As a stay-at-home mom with an online business and a military husband who is away regularly, she is trying to mentally prepare for the upcoming year.“It’s just going to be like jumping into something brand new and trying to navigate, so it’s a little exciting, but it makes you anxious at the same time," she added.ABC 10News Reporter Melissa Mecija will continue to follow these families' journeys, documenting the ups and downs through the new school year. 3412

SAN DIEGO (KGTV) - Hundreds of protesters gathered in Balboa Park Monday evening, the third day of protests in the San Diego region. A large group began coalescing near the San Diego Police Department headquarters near Broadway and 13th St in the afternoon. As night fell, the group marched up Park Boulevard past San Diego City College and into Balboa Park. Law enforcement officers followed closely. Freeway on-ramps and off-ramp were blocked by CHP officers in tactical gear along the route, preventing protesters from accessing the freeways. After marching through the park, the group stopped near El Prado and Sixth Ave. Many in the group laid down on their stomachs with their arms behind their backs, chanting “I can’t breathe,” in honor of George Floyd, the unarmed black man killed in police custody in Minnesota on May 25, 2020. Afterwards, they held a moment of silence for those killed at the hands of police. Many demonstrators dispersed after, though a group began forming again outside SDPD headquarters. At 10:25, SDPD tweeted that “bottles, fireworks and other objects” were being thrown at officers near their headquarters. Several minutes later, police declared the protest an unlawful assembly and began clearing the area, tweeting, “those who remain or return against this lawful order may be cited/arrested and risk exposure to chemical agents & less-lethal force applications.” As of 11 p.m. SDPD had announced they made one arrest for vandalism. 1481

SAN DIEGO (KGTV) -- Drivers in Torrey Highlands saw quite the sight as a hot air balloon landed in front of Westview High School Friday evening.A video circulating online shows traffic continuing to move around the balloon as it made a safe landing on Camino Del Sur.Lawrence and Andrea Sher said they are used to hot air balloons landing near their home on Bryn Glen Way, but said, this time, the hot air balloon was a bit too close for comfort. The couple said the balloon skimmed right over their roof just before 8 p.m. 532

SAN DIEGO (KGTV) -- Economic forecasters are beginning to warn of a possible 2020 recession, and the impact they say will be felt in the Golden State, according to a new report by UCLA.“Don’t celebrate the 3.1% GDP growth estimate for the first quarter of 2019,” writes UCLA Anderson Professor Emeritus Edward Leamer. Leamer is quoted in a recent report produced by the UCLA Anderson School of Management. According to Leamer, the data actually increases the risk of a recession at some point in the next couple of years. Nationally, economic growth is expected to slow marginally to 2.1 percent in the fourth quarter of 2019 and 1.4 percent in the fourth quarter of 2020. RELATED: Fed cuts interest rates for the first time since recessionThe good news is that the report predicts an economic rebound, growing again to 2.1 percent in the fourth quarter of 2021. So what picture does the report paint for California? One forecaster says you can expect California unemployment to rise modestly. “Weakness in housing as well as the slowing U.S. economy is reflected in a very modest growth rate in the U.S. in late 2020,” UCLA Anderson Forecast director Jerry Nickelsburg writes. “As a consequence, we expect California’s average unemployment rate to rise slightly to an average of 4.6% in the first quarter of 2021. For the entire year for 2020 and 2021, we expect average unemployment rates of 4.3% and 4.4%, respectively.”Meanwhile, personal income growth in the state of California is forecast at 2.9 percent in 2019. But the report warns that income growth is expected to slow to 1.9 percent by 2020.It’s not all bad news, however, income growth is expected to rise fairly quickly again in 2021, and is forecast to reach 2.1 percent by the end of the year. There's more good news. The Federal Reserve Wednesday lowered interest rates for the first time since the Great Recession in 2008 to help prevent an economic downturn. 1936
