ENCINITAS, Calif. (KGTV) -- The city of Encinitas has voted to move forward with a plan to create a safe parking lot for people living out of their cars. The city council voted 4-1 to start negotiating with Jewish Family Service, with the goal of opening the safe parking lot by the end of the year. Both supporters and opponents spoke during Wednesday's city council meeting, 30 in favor and 15 opposed. Those opposed to the lot said they were worried about their safety and property values. Those in favor said this would help people get back on their feet and keep them from becoming chronically homeless. The lot will be operated by Jewish Family Service on the Leichtag Foundation's property. Once the plan is finalized it will operate 365 days a year, seven days a week from 6 p.m. to 7 a.m. It will have overnight security, bathrooms, hand-washing stations, food and resources to help people get back into permanent housing. He's held just three on-camera events since Nov. 3, one of which was a Veteran's Day ceremony at Arlington National Cemetery, at which he did not address reporters. Suddenly, everything started to move. "\We were close to the exit, on your way out it is shaking hard but you're really paying attention to everybody and their instructions to get out," said Jiron. "Then, that's when you realize everything is shaking, the windows are shaking the hard, the electric poles are really moving, then you see people that are nervous."The 7.1 magnitude quake was crumbling buildings, shattering windows and sending debris flying through the air. "You're walking you're moving, so you don't realize how bad it is until you're actually standing in one place and you see everything moving around you. When you realize it's already stopped, it takes seconds."They were supposed to fly back to the US Tuesday night, but there was no way out. "The main road that goes to the airport was completely packed with cars. (KGTV) — A police pursuit that started in the South Bay ended in North County Tuesday, with the occupants in a standoff with police.The chase began just after 1 p.m. in National City in the 2300 block of E. 8th St. with a report of a suicidal woman in a vehicle, according to National City Police. Officers arrived to find the car leaving the area with a passenger in the back seat of a Nissan sedan.Officers tried to pull the female driver over, but she refused to stop. She continued onto northbound Interstate 805 and then northbound I-15 in the carpool lanes, police said.Sky10 was live over the standoff this afternoon:CHP officers deployed a spike strip in Rancho Bernardo, which the driver hit while traveling about 70 miles per hour. After losing one tire, she slowed to about 10 mph and continued into Escondido, eventually stopping in a parking lot in the 700 block of E. Valley Parkway.Officers surrounded her vehicle but she refused communicate with police. Officers at the scene said she was seen taking pills in the vehicle and stabbing herself.The passenger exited the car shortly after 2 p.m. Soon after, the driver exited carrying a dog. The driver then handed the dog over to police and was taken into custody, ending the 10-minute standoff.She was transported to a nearby hospital. Police have not said what charges, if any, she faces. (KGTV) -- The Escondido Union School District Thursday confirmed two people at Mission Middle School tested positive for coronavirus.District officials were notified Tuesday of the positive tests, and officials noted the cases were separate and not related."In an abundance of caution and in alignment with guidance from the San Diego County public health department, all students and staff members who were determined to be potential close contacts with either individual were notified immediately, and were advised to begin a 14-day quarantine", said district spokeswoman Michelle Breier.According to the district, the quarantine includes 25 students, five teachers, and three classroom aides.Under Escondido Union’s hybrid model, some students returned for in-person classes in late September.The district has implemented health and safety measures for students and staff, including limiting class sizes, enforcing social distancing, requiring face masks, conducting health screenings, and swift contact tracing following notification of a positive test.Escondido Union School District is a preschool-grade eight elementary district that is entirely separate from the high school district.
