SAN DIEGO, Calif. (KGTV) -- Health officials in San Diego are warning people to avoid water contact at all coastal beaches and bays amid rain sweeping through Southern California. The San Diego County Department of Environmental Health issued the general rain advisory Thursday afternoon. According to the department, the urban runoff caused by the rain can cause bacteria levels to spike significantly in ocean and bay water, especially near storm drains, creeks, rivers and lagoon outlets. RELATED: Check today's forecastThe runoff could contain bacteria from animal waste, soil and decomposing vegetation. The department says water contact such as swimming, surfing and diving should be avoided during rain and for 72 hours after the rain stops. A beach closure will also remain in place for the shoreline of Tijuana Slough National Wildlife Refuge and Border Field State Park due to sewage-contaminated flows from the Tijuana River. The water contact closure includes all beaches from the south end of Seacoast Drive to the international border. 1058

SAN DIEGO (KGTV)-- President Trump's decision to delay nationwide ICE raids by two weeks is not stopping some San Diego community advocates from working overtime, educating migrants to know their rights. For Benjamin Prado, "Deportation" is always on his mind. "We see a policy of terror," Prado said. As a community advocate for 'American Friends Service Committee,' he connects migrants with various services. He has worked with those who were arrested at the Zion Market ICE Raid in February 2019."Whether people have documents or not, people have the right to work, and people have the right to produce and create a meaningful life for themselves," Prado said. Saturday, President Trump disagreed saying, "Everybody that came into the country illegally will be brought out of the country very legally."So even when the President announced that he would delay the planned nationwide ICE Raids initially scheduled to begin Sunday, Prado's work remains the same. "We are on a permanent campaign of informing families what their rights are," Prado said. "What their constitutional rights are, ensuring that they know that they don't have to speak to immigration law-enforcement, that they don't have to open the door, that they should demand to see any form of warrants that they have, whether it be judicial or administrative warrants that ICE produces."In a Tweet Saturday, Gavin Newsom agreed saying, "When we talk about knowing your rights, 'no abras la puerta.' Without a warrant, you don't have to open the door."Prado says it is imperative that families have a serious conversation with their children and relatives now, to avoid what are called "collateral arrests.""There have been instances where Immigration and Customs Enforcement not only goes after the individual, but they also go after family members," Prado said. "That is the other aspect of it. It is to inform and ensure that the entire family is able to defend their rights beyond just the individual that has a final removal."Prado recommends to network with humanitarian organizations. 10News contacted the First Unitarian Universalist Church of San Diego, which announced their status as a 'Sanctuary Church.' They sent this statement: 2217

SAN DIEGO COUNTY (KGTV)— Many residents in San Diego County woke up to a big mess after yesterday’s storms brought in the steady rain. Many people witnessed an early morning recovery mission in San Diego Bay Sunday. A 30-foot boat was found partially underwater at La Playa Cove near Shelter Island. San Diego Harbor Police believed no one was inside. But, a friend of the boat owner thought last night’s weather and rough waters might be the reasons it sank.“They may have come in last night during the storm and coming in, the boat sank on them,” friend of the boat owner, Jeff Gough said. Meanwhile, in North County, a large pine tree toppled down onto Eldorado Drive in Escondido.“There was room for like one car width for people to go around it,” homeowner Richard Bensinger said. Bensinger remembered when he planted what was a tiny Christmas tree in his front lawn 15 years ago. It has since grown to be more than 30 feet tall. Bensinger was shocked it came down this morning. He knows now, not to underestimate the power of mother nature.“It was angled a bit, but the roots were spread all over the place. So I'm surprised it actually fell over, but it’s just been so wet and muddy out there, and as you can see, all that mud pulled the whole thing over,” Bensinger said. He now has to live with a pile of pine chunks on his front lawn until county crews come to pick them up. Still, he is relieved no one was hurt.“I’m glad it didn’t fall onto somebody as they were falling down the street,” Bensinger said. The next storm is headed to San Diego County on Wednesday. Now may be a good time to check on your older trees, especially the roots. 1658

SAN DIEGO (KGTV)— Ocean Beach could be getting a new Target, but only if the big box store figures out a way to get around a decades-old parking issue with the city. News of a possible Target Express store moving into the old Antique Center building had some residents like Zeb Ryan shaking his head. “Why do we need more corporate businesses here?” Ryan said. He pointed at the nearby CVS, saying everything he would get at a new Target Express is already around the corner. Other residents agreed, saying it’s a battle of the C’s — comfort vs. convenience.“I don’t know if you’re getting any comfort from a Target,” OB resident, Drew Sibley said. “You’re getting convenience. But not character. You’re getting a bunch of red stuff”The City if San Diego said that “Red” Store has some hoops to jump through before even thinking of coming to OB.The city has a longstanding parking agreement with the former Antique Center and popular restaurant, South Beach Bar And Grille.During the Antique Center's business hours, the lot adjacent to their store was theirs. When they closed at 5 p.m., it was designated specifically for South Beach Bar and Grill patrons. So if a Target Express were to move in, that parking agreement would be grandfathered in. That means the new Target Express must close it’s doors by 5 p.m. as well, unlike many of its other stores that are open until 11 p.m. or midnight.“It sounds like a mess,” Ryan said. Ryan believes it has been a mess all along, saying the original parking agreement was odd, considering the distance between the restaurant and the lot. The two are almost two blocks apart.“It’s a far walk to South Beach [Bar and Grille],” Ryan said. “You can just park in the pier for free.”But if it keeps Target from moving in, Ryan said he was all for it.”Why don’t we turn it into like an indoor skate park or something,” Ryan asked. Target Corporation sent 10News this statement:"Target is always exploring possible locations for new stores, and we’re continuing to pursue the site on Newport Avenue in Ocean Beach. Work is continuing between the building owner and nearby restaurant to finalize the parking specifics at the location, and we are excited by the possibility of serving guests in the Ocean Beach community."The City of San Diego said owners of the South Beach Bar and Grille have also submitted paperwork, pursuing other parking options for their patrons.  2465
