The Pentagon has formally launched a new space-focused development agency that it hopes will form a central part of President Donald Trump's sought-after Space Force.Acting Secretary of Defense Pat Shanahan formally launched the Space Development Agency Tuesday, according to a copy of a memo obtained by CNN.The agency will fall under the new US Space Force, should Congress approve the latter's establishment.The goal of the agency is to put all US military space technology development under one roof to speed procurement. However, the memo does not make clear what will become of the Air Force's Space and Missile Systems Center and Space Rapid Capabilities Office, which participate in the development of such capabilities.The agency's creation has been met with some criticism from those who feel it may be redundant."I think there's still concern and I have some concerns about what is the mission of this entity, why do we think it would be better than what we currently do? What exactly would be focused on?" Air Force Secretary Heather Wilson said last month at the Air Warfare Symposium in Orlando, Florida."Conceptually, there has been a public discussion of this. Conceptually, it would be stood up and then rolled into a Space Force which means it would be a new agency that would exist for probably less than a year," she added.Wilson recently announced her intention to resign.Shanahan's memo says the new agency "will accelerate the development and fielding of new military space capabilities necessary to ensure our technological and military advantage in space for national defense."Space assets developed by the Military Intelligence Program will remain separate.The agency is being tasked with developing advanced space military capabilities and "will be focused on experimentation, prototyping and accelerated fielding as well as leveraging commercial technologies and services" according to the Pentagon's 2020 budget request.The budget request sought nearly 0 million in "new resources" for the new agency, which will have some 50 personnel assigned to it — a mix of reassigned and new personnel.Dr. Fred Kennedy, currently the director of the Tactical Technology Office at DARPA, has been tapped to lead the agency, according to the memo. 2278

This week, an arrest was made in a 20-year double murder case gone cold. The victims were two 17-year-old Alabama girls. The big break for police: results from a DNA ancestry test. Police arrested 45-year-old Coley McCraney through genetic genealogy, which used his DNA to find relatives. Investigators say they were inspired by the arrest of the Golden State Killer back in April, when police used genetic genealogy to link 72-year-old Joseph James DeAngelo, to at least 13 murders and more than 50 rapes in California during the 70's and 80's. Police used that same technology to arrest men responsible for other unsolved cases that dated back to the 1970’s. "Well over the years, you think about it all the time. I don't think that ever leaves anybody that was working then. It never left your thoughts,” says retired Newport Beach Police Officer Stan Bressler of unsolved cases. So, how are police able to use genetic genealogy results to solve these cases? “We get DNA from a crime scene,” says Ellen Greytak of the first step. Greytak works with Parabon NanoLabs, which helped police arrest suspects in 1,000 years of cold cases. She says her company uploads the DNA to the genealogy database GEDmatch, which is separate from companies like Ancestry.com and 23andMe.“So, they have over a million people in that database and what's returned is basically a list,” Greytak explains. “Here are the people…who share the most DNA with your unknown person.” Then, genetic genealogists step in, building family trees and then narrowing down suspects based on information. “So we know where the crime happened; we know when it happened,” Greytak says. “That limits the age range. You know the person might have lived nearby, but not always.” The information is then handed off to police, who often conduct a traditional DNA match, before making an arrest. Still, some groups are concerned about privacy. However, Greytak says anyone can choose to opt out.“They choose to either set their data to private in GEDmatch, so they're not part of searches, or to take their data down. You know they have full control over that,” Greytak explains. 2151

  

The Trump administration is headed for a budget clash with Congress, with calls for deep domestic spending cuts that lawmakers are likely to ignore as the nation's debt reaches record levels.On Monday, President Donald Trump is set to deliver his first budget roadmap under a divided government with Speaker Nancy Pelosi at the helm of a Democratic-controlled House, and he is expected to face fierce resistance to severe proposed cuts on education, health and environmental protections.The White House is proposing a 5% cut across federal agencies, except for defense spending, as part of its budget plan for fiscal year 2020, which begins on October 1. The proposed cuts come just as Congress will need to decide -- yet again this year -- whether to lift spending caps put into place by law in 2011.A White House official confirms Trump will ask for .6 billion for a border wall, and an additional .6 billion in military construction funds to pay back monies that the administration hopes will be spent this year that the President redirected by executive authority.Congress holds the purse strings of what the government is willing to spend, and Democrats demonstrated their ability to stay unified during the partial government shutdown.House Financial Services Chairwoman Maxine Waters, a California Democrat, said at a hearing last week that she would fight to ensure robust funding for critical programs overseen by the committee, including reversing steps by the administration to weaken the Consumer Financial Protection Bureau."The Trump administration has also consistently put forth budget proposals that make massive cuts to programs that protect the nation's most vulnerable families," Waters said.Trump has previously proposed deep spending cuts on domestic programs as well as entitlement programs like Medicare and Social Security every year of his presidency, and each time Congress has ignored them.The President's proposal, however, may offer clues about the President's desire to get funding for a border wall and whether he will earmark money to repair the nation's roads and bridges as part of an infrastructure deal.The White House official notes that the forthcoming request for wall funding is different than in previous years when the White House asked for wall money from just one funding source: the Department of Homeland Security (more specifically, CBP). This year, the White House will ask for billion from Customs and Border Protection, but will also request .6 billion in military construction funds from the Pentagon.In addition, the budget contains a request for another .6 billion in military construction funds -- but these would be used to "backfill" what the administration hopes to spend this year as a result of the emergency declaration. In other words, the White House is requesting money to pay back the funds that Trump redirected with executive authority, and officials are not counting that sum in the topline number they say they're requesting for the wall (at least .6 billion).The amount of the wall request was 3089
