SAN DIEGO (KGTV) - By a unanimous vote, the San Diego City Council voted Monday to hike pedicab fees, making it nearly twice as costly to be a pedicab driver.      Police say the increase for annual operator fees from 2 to 9 is needed because of extra enforcement, including aggressive inspections and undercover operations targeting price gouging.Ali Horuz, who manages four different pedicab companies, says the higher fees will be a hardship, especially for drivers getting into the business.  He says right now, the local market is short about 50 drivers."It's going to be harder to find qualified drivers. We're competing against Uber and Lyft. It's definitely going to affect the market, where we are going to see fewer pedicab drivers," said Horuz.While the number of drivers is shrinking, the regulations may be increasing.  Citing complaints from the community, Councilman Chris Ward wants the city to set a uniform rate structure, while banning loud horns, flashing lights and amplified music. Horuz says the lights and loud horns are needed safety precautions, while overly loud music is a product of a few bad drivers.A council committee will look at the proposal Wednesday. 1240

SAN DIEGO (KGTV) — Chicken Charlie Boghosian is best known for the deep-fried concoctions he cooks up at the San Diego County Fair.But with fairs off the table for 2020, his work has taken a turn. Instead, he's set up a Christmas tree farm in the parking lot of Grossmont Center, with a pop-up eatery right next to it. "We're just trying to stay busy and trying to make money to keep the employees working and myself to keep playing the bills," Boghosian said. This — just one of the unique things happening in 2020 at malls across the county — which normally are preparing all sorts of events to welcome holiday shoppers."We feel with our outdoor setting, our big, wide-open spaces to walk, shopping here is as safe as it could be in this time," said Trevor Moore, marketing director at Grossmont Center.Moore said the mall had to cancel traditional events, including Santa's appearances, in exchange for a series of socially distant ones. On Thursday, it held a blood drive with hundreds of appointments.But Moore said the holiday decorations are up, the music is playing, and the mall's giving out free masks.Larger retailers, such as Best Buy and Target, have spread out their Black Friday specials over days or weeks. However, the retailers are under capacity limitations amid coronavirus restrictions. SAN DIEGO (KGTV) — Border Patrol is gearing up for what they anticipate to be a busy summer of illegal border crossings. The agency showcased its tools and tactics Tuesday at a site near the former border wall prototypes. Five migrants suspected of crossing illegally were rescued by Border Patrol several miles east of where the demonstration was occurring in the Otay mountains. Border Patrol says a member of the group called 911 early Tuesday morning after they ran out of food and water. One of the people from the group had to be airlifted because of a leg injury. Customs and Border Protection says they detain 170 people a day trying to illegal cross the border in San Diego sector. CBP adds with more the secondary wall project being completed, people are crossing in more remote areas and putting themselves in more dangerous situations. “A lot of the people we’re encountering are surrendering themselves agents,” said Justin Castrejon with Border Patrol. Agents are certified through the state of California to respond in medical capacity similar to EMT’s. 1076

Gavin Newsom is facing a possible recall election as the nation's most populous state struggles to emerge from the coronavirus crisis.Organizers for "Recall Gavin 2020" say they have collected around 800,000 signatures so far. That's more than half of the nearly 1.5 million petition signatures needed to place the recall on the ballot.But state records show just under 500,000 have been turned in so far; of those, 46,756 are from San Diego County.Recall adviser Randy Economy says interest is higher since it was revealed Newsom dined with friends at an opulent restaurant while telling state residents to stay home and not socialize."He's done this to himself," Economy says, pointing out that many business owners are upset at how Newsom has handled the coronavirus pandemic and ensuing shutdowns."More people have suffered who are the heart and soul of California and the backbone of our economy, and we basically have had it."Economy says his group does not plan to hire professional signature gatherers. Instead, they're relying on a network of 30,000 volunteers across the state. They plan to use social media and their website to gain momentum."People have paying attention," he says, "They're at home, they don't have much to do, they're always on social media..."You can download the petition. You can sign it in your home. You can have your family member sign it. You can have your neighbor sign it. It's just just real simple."But a grassroots movement may not be enough. Newsom still has high approval ratings, and won his recent election by the largest margin in California history.UC San Diego Political Science Department Chair Thad Kousser says the 2003 recall of Gov. Gray Davis provides a good comparison.In that recall, the only successful recall of a governor in California history, supports got a huge financial boost from Darrell Issa and also had a big-name challenger in Republican Arnold Schwarzenegger.Kousser says this recall effort has neither."Without the money that it takes to set in place the machinery of direct democracy in California, we're not going to see a recall come to fruition," he says.Newsom hasn't spoken publicly about the recall, but his office released a statement in June. It was identical to a statement he released in 2019 when facing a different recall election.In it, Newsom says the people behind the recall want to "bring Washington's broken government to California.""The last thing California needs is another wasteful special election, supported by those who demonize California's people and attack California's values," it says.When 10News presented that statement to Economy, he scoffed, adding "This man has the audacity to be able to lecture us on on politics and, and how he has been able to conduct himself behind closed doors. SAN DIEGO (KGTV) — Continuing its success breeding the first southern white rhino through artificial insemination, the San Diego Zoo Safari Park welcomed a second rhino to the mix last week.The unnamed female rhino was born on Nov. 21 just after midnight at the zoo, becoming the 100th southern white rhino born overall at the Safari Park.The rhino's mother, 11-year-old Amani, gave birth to the calf at the park's Nikita Kahn Rescue Center, where she did extremely well during labor and is now bonding with the new calf, the zoo says.RELATED: San Diego Zoo's baby southern white rhino charges into life at the parkThe rhino is the second southern white rhino born via hormone-induced ovulation and artificial insemination in North America. The first rhino, Edward, was born at the park on July 28.“We are so excited to welcome another healthy calf to the rhino crash at the Nikita Kahn Rhino Rescue Center,” said Barbara Durrant, of San Diego Zoo Global. “We are very pleased Amani did so well with the birth of her first calf, and she is being very attentive to her baby. The calf is up and walking, and nursing frequently, which are all good signs. Not only are we thankful for this healthy calf, but this birth is significant, as it also represents a critical step in our effort to save the northern white rhino from the brink of extinction.”Southern white rhinos are designated as "near threatened" on the International Union for Conservation of Nature Red List of Threatened Species. There are an estimated 18,000 southern white rhinos left in the wild.San Diego Zoo hopes that the science used to successfully breed the southern white rhino lead to the genetic recovery of the subspecies northern white rhino, of which only two remain on the planet and are females. Once the science is perfected, the zoo says southern white rhinos could serve as surrogates for embryos of their northern counterparts.
