PHOENIX (KNXV/KGTV) - A small plane that crashed on a Phoenix street Monday morning -- killing both passengers  -- was just sold from a pilot in Solana Beach.The victims have been identified as 54 year-old Theodore Rich and 49 year-old Elaine Carpenter. FAA officials said the aircraft involved is a single-engine, home-built Acroduster. The plane went down in the intersection of 7th St. and Deer Valley Dr., near an FBI field office, at around 6:50 a.m. local time.One eyewitness said he saw the plane go down. At first he thought it was aerobatics, but after seeing the plane heading straight for the ground, he knew something was wrong. Video from the scene showed emergency crews working around debris in the roadway near several damaged cars. Police told media on scene the vehicles had substantial damage but no one on the ground was hurt.10News reporter Lauren Davis talked to Avi Maltzman, the Solana Beach man who just sold the plane to Rich this weekend. Maltzman said he flew with Rich for several touch-and-goes and described Rich as an experienced pilot. Maltzman said Rich even called him from Arizona just to let him know he made it home safely. “He impressed me very well with his flight skills. He did good eight or nine landings. He was comfortable and I felt comfortable with him," said Maltzman.Maltzman said the plane was built by professionally in Santa Barbara in 1993. Maltzman bought the plane in 2011 and said it was in great condition. Those who knew Rich said flying was his passion. They said Rich died doing what he loved.    1614

That probe is in the shadows of Mueller's investigation.Reuters first reported the plea deal had been reached.Yohai met with Department of Justice investigators in New York in the summer of 2017, according to two other sources familiar with the matter.Yohai provided information and documents to federal investigators in New York at the time, according to one of the sources.Yohai's lawyer did not immediately return a request for comment.The sources say the Justice Department was seeking cooperation related to the federal investigation into Manafort for possible money laundering or tax violations in his business dealings with pro-Russia political parties in Ukraine.The information was turned over to Mueller as part of his probe. Police in southwest England say two people are in critical condition and are being treated "for suspected exposure to an unknown substance." One of the victims is a former Russian spy, Britain's national broadcaster said."The two people -- a man aged in his 60s, and a woman aged in her 30s -- were found unconscious on a bench in The Maltings in Salisbury," Wiltshire police said on Monday, adding that the injured are known to each other.UK's national broadcaster, the BBC, is naming the man, who is in his 60s, as former Russian spy Sergei Skripal, who was granted refuge in the UK following a "spy swap" between the US and Russia in 2010.None of the individuals involved has been named by the UK Home Office, Wiltshire Police or Salisbury Hospital."Because we are still at the very early stages of the investigation, we are unable to ascertain whether or not a crime has taken place," police said.Reiterating an earlier announcement, police said in a statement on Monday that "a major incident has been declared today and a multi-agency response has been co-ordinated." 1081

  

Participating in a town hall discussion on Monday in the key battleground state of Florida, Joe Biden said he would implement a mandate of masks on federal property if elected president amid the coronavirus pandemic. The mandate would apply to places such as national buildings, Social Security offices and federal courthouses. Biden’s remarks stood in stark contrast with President Donald Trump, who made a point to remove his mask when he entered the White House on Monday after returning from the hospital. Trump is currently recovering from the coronavirus at the White House after a three-day stay at Walter Reed Medical Center.The primetime town hall featuring the former vice president was aired on NBC.Biden conceded that the president does not have the power to call for a nationwide mask mandate in all 50 states, but he would use the bully pulpit of the presidency to compel state and local leaders to enforce mask wearing in public spaces.“I would go out and I would call all of the governors to the White House, some probably wouldn’t come, and I would say… ‘take responsibility,’” Biden said. “Take responsibility and lay out the guidelines. One of the problems is this president said ‘I take no responsibility.’ Literally.“'It is not my responsibility.’ So if it is not his responsibility, he talked about this being like a time of war, we are under attack. As I said earlier, 200,000 plus have died, 50,000 plus a day are getting the virus (the average in recent days has been 40,000 per day), 1,000 per day or thereabout are dying, this is a national emergency.”Biden said that he was not surprised that Trump, his opponent in next month’s presidential election, was infected with the coronavirus.“Quite frankly, I wasn’t surprised,” Biden told NBC’s Lester Holt. “For the last three months, three times a week, I am on the telephone and on Zoom with some of the leading immunologists in the nation and they go through everything that is happening.
