A San Francisco lawmaker has introduced an ordinance that would make it illegal to make a racially-biased 911 call within the city limits.According to KPIX-TV in San Francisco and The Los Angeles Times, San Francisco City Supervisor Shamann Walton introduced the "Caution Against Racially Exploitative Non-Emergencies (CAREN) Act" on Tuesday.The CAREN acronym is a play on the name "Karen" — the name social media users often label those who make racially-based 911 calls in viral videos.In a statement to NBC, Walton said that the act would "make it unlawful for an individual to contact law enforcement solely to discriminate on the basis of a person's race, ethnicity, religious affiliation, gender, sexual orientation, or gender identity."The proposed legislation is similar to a bill currently making its way through the California State Assembly. That bill, AB 1550, was introduced by Assemblyman Rob Bonta (D-Oakland)."Using 911 as a tool for your prejudice towards marginalized communities is unjust and wrong!" A pair of former US intelligence chiefs blasted President Donald Trump Sunday after he attacked them a day earlier while discussing his recent conversation with Russian President Vladimir Putin.Former Director of National Intelligence James Clapper said Sunday on CNN"s "State of the Union" that Trump's downplaying of the threat posed by Russia's meddling in last year's election was dangerous to US national security and allows countries like Russia and China to "play" the President. Former CIA Director John Brennan said Trump is allowing Putin to get away with Russia's efforts to disrupt the presidential election.Speaking alongside Brennan, Clapper said: "The threat posed by Russia, as John just said, is manifest and obvious. A mother charged with killing her two young sons by placing them in an oven and turning it on was expected to appear in court on Monday but was not at the appearance.Investigators say 24 year-old Lamora Williams put her sons, ages two and one, into an oven and turned it on. The toddlers, 1-year-old Jakarter Penn and 2-year-old Keyounte Penn, had burns on their bodies when police found them at the Oakland City West End Apartments in Atlanta.Lamora Williams' family said she struggled most of her life with mental issues and may have been dealing with postpartum at the time of the incident.It’s a tragedy which her sister thinks could have been prevented.“She had issues and the fact that the state failed her, that’s a problem,” said Tabitha Hollingworth.Plus, family say the writing was on the wall. She routinely left her children home alone and had even attempted to cut her wrists.Wearing dark sunglasses to hide her tears, Brenda Williams is saddened, but not surprised that her daughter is now charged with murder.“Mora wasn’t right, she hasn’t been right and what happened three months ago, that the kids father left her, I told him something tragic is going to happen. She’s going to do something to those kids, she’s going to do something to herself,” said Brenda Williams.Williams is charged with two counts of murder and one count of cruelty to children in the first degree. A United State Marine Corps AV-8B Harrier II jet crashed in Djibouti, in East Africa, on Tuesday, according to two defense officials.The pilot was able to eject and is currently being medically evaluated the officials added. A record number of unaccompanied immigrant children, about 14,000, are currently in US custody, a Health and Human Services spokesman said Friday.The spokesman, Mark Weber, said the additional requirements put in place by the Trump administration to "reduce risk and increase safety" for immigrant children contributed to the high number."We are taking all possible steps to protect children in an environment with many bad actors," Weber said. "We are balancing speed with safety and will err on the side of safety."The Houston Chronicle earlier reported the figure.Last spring, the Trump administration heightened scrutiny of adults coming forward to take care of the immigrant children, and Immigrations and Customs Enforcement now conducts exhaustive screenings of the adults. But many of them are undocumented themselves and fearful of ICE obtaining their information.These Trump administration policies are likely keeping these children in custody.Lawsuits have also accused the administration of extending children's stays, including allegedly holding them intentionally until they turn 18 and are eligible for stricter adult detention. Many of the children do have a legal right to stay in the US, but the legal process can take years.Weber said the high number was also due to the 50,000 Department of Homeland Security referrals of unaccompanied children this year, which he said is the third-highest annual total. DHS referred 59,170 unaccompanied children to HHS in fiscal year 2016, according to a HHS fact sheet, and 40,810 in fiscal year 2017.The number of children in custody changes daily because of referrals by DHS and HHS releases of children to sponsors, Weber said.Most of these children arrived in the US unaccompanied. Children separated under Trump's so-called "zero tolerance" policy account for less than 200 of the reported 14,000. CNN reported earlier this month there are still 171 children separated from their families, four months after a judge ordered the US government to reunite the undocumented immigrant families it had split up at the border, according to court documents.In 2016, the monthly average of the number of children in HHS's care ranged from just over 4,000 to over 9,000. 2230
