SAN DIEGO (KGTV) — As people continue to try to purchase essential items, the San Diego County District Attorney's Office says it's protecting consumers by going after retailers who are illegally price gouging."We have received well over 100 calls to our tip line," said Damon Mosler, the Chief of the Econcomic Crimes Division at the DA's Office.It's illegal for businesses to overcharge more than 10 percent for essential items during a state of emergency.RELATED: Unemployment benefits could take weeks amid coronavirus pandemicMosler said there are currently 70 reports under investigation."We are going to the store to verify the price and the item and we are serving them with a warning letter explaining what the law is, explaining what the violation is," he explained.After that the crews, who are undercover, will return to the reported store to do compliance checks and make sure the retailers are responsive to the warnings.RELATED: City Council puts stop on evictions during coronavirus pandemicAbout a dozen business owners have been warned in the county so far. Mosler says in most of the cases they have investigated business owners have a reason to increase prices on some items."Most of the store owners have been very receptive and have explained what their underlying costs are which establishes they are not price gouging, but that their wholesalers have raised the prices due to scarcity issues," said Mosler.LISTINGS: Who is open for business in San Diego during stay-at-home orderPrice gouging is a misdemeanor. Certain medical and healthcare items are not allowed for sale on OfferUp, including listings that claim the item can diagnose, cure, mitigate, treat, or prevent a disease or virus, or any items that claim to be CDC or WHO approved. For the time being, we are also removing all hand sanitizer, toilet paper, protective masks, and disinfecting items, regardless of price. These items are now prohibited on OfferUp.""People just have to be very mindful of the situation we're all in," said Mosler. "This is very stressful. SAN DIEGO (KGTV) -- California has some of the most expensive gas in the entire country, and a new study by GasBuddy also claims the Golden State also has some of the most aggressive drivers.According to the study, California ranks number one with most aggressive drivers followed by Connecticut and Georgia.The study claims those aggressive habits are also costing Californians cold hard cash. SAN DIEGO (KGTV) -- Caltrans is alerting San Diegans of a closure that will shut down SR-163 Wednesday and Thursday nights.According to the agency, all lanes of SR-163 will close between Interstate 8 and Genesee Avenue between 11 p.m. and 5 a.m. Wednesday and Thursday nights.Caltrans says the northbound lanes will close Wednesday night and the southbound lanes will shut down Thursday night. At no time will the road close in both directions at the same time.RELATED: Check traffic conditionsSome of the lanes will begin closing at 7 p.m. with all the lanes closing by 11 p.m. The closure will also include the eastbound and westbound I-8 connector ramps to northbound SR-163. The eastbound Friars Road on-ramp to northbound SR-163 will also be closed.Caltrans says all southbound motorists will be rerouted to southbound I-805. Northbound travelers will be rerouted to eastbound I-8.The closures will take place so crews can continue installing falsework on the Friars Road Bridge. 1002

SAN DIEGO (KGTV) -- Caltrans Friday unveiled a new study aimed at reducing delays on freeways throughout San Diego County.The study is being held on State Route 78 between Vista Village Drive and Interstate 15.In order to reduce stop-and-go traffic, the study will use seven electronic speed limit signs that will tell drivers the speed that will optimize their commute.“The aim of synchronizing traffic is to gradually slow traffic in advance of a bottleneck in order to keep traffic moving and avoiding stop and go traffic,” said State Route 78 Corridor Director Allan Kosup. “Essentially we are asking motorists to slow down to go faster.”Kosup equated the idea to pouring water into a funnel. Pouring it fast causes it to overflow, while pouring it more slowly gets all the water through efficiently. The signs will display advisory speeds at increments and decrements of 5 miles per hour based on traffic conditions.Drivers expressed skepticism at the program working."Even if I was to go that speed, the other people would be honking their horns behind me," said Michael Ciuzak, who said he tries to avoid the 78 on his commute to San Marcos. Caltrans noted that the speeds are not enforceable, but should help reduce delays. SAN DIEGO (KGTV) -- Authorities Tuesday identified the man killed during a Jet Ski crash over the weekend.According to the San Diego County medical examiner, 21-year-old Darius Kennedy died after a boat struck his Jet Ski.The medical examiner says he disappeared under water but emerged. People in the water helped Kennedy, who was taken to the hospital with injuries to his head and torso. He later died.The crash happened near the north end of Ski Beach around 6:30 Saturday.The driver of the boat that crashed into the Jet Ski was questioned and the boat taken in for evidence. The name of the boat driver hasn’t been released. 638
