SAN DIEGO (KGTV) — America's Finest City is also considered America's friendliest city, according to a recent survey by OfferUp.San Diego ranked first on the list of friendliest U.S. cities with 80% of users of the mobile marketplace app, OfferUp's 2019 Good Neighbor Report said. The national average of users rated friendly by another user was 75% in comparison.Between Sept. 12-16, the site surveyed more than 2,000 people who use the marketplace app in their communities. When asked how political beliefs affect interactions, more than 60% said their political affiliation never affects their relationships with neighbors.And despite social media, 21% of respondents say they always communicate in-person with neighbors. About 30% said they do so often and 29% said sometimes. About 67% also said they have never avoided a neighbor on purpose."The results affirm the thousands of stories we’ve heard from people across the country who have built meaningful bonds with neighbors through our marketplace," the survey said. SAN DIEGO (KGTV) — A San Diego Police Sergeant was arrested Friday after the department was tipped off to individuals reportedly soliciting sex from minors.Police say Joseph Ruvido, 49, was arrested in Carmel Valley and charged with one felony count of soliciting sex with a minor. A search warrant was served at the 21-year veteran's residence and he was taken into custody without incident.Ruvido was assigned to the SDPD Watch Commander's Office, approving reports and and bookings. Prior to that, Ruvido was a patrol sergeant with the department's Eastern division, according to SDPD Chief David Nisleit."I assure you Sgt. Ruvido will be held accountable both criminally and administratively," Nisleit said. "We take this very, very seriously."Watch the SDPD press conference below:"It is very embarrassing to have to talk about the arrest of one of our own," Nisleit added.The chief said Ruvido has been suspended without pay as the investigation continues.On Wednesday, police received a Crime Stoppers tip through the via the Internet Crimes Against Children (ICAC) unit that multiple people may be soliciting sex from minors. Police identified one of the individuals as Ruvido and opened an investigation leading to his arrest.Once Ruvido was identified, investigators conducted 24/7 surveillance with investigators from the San Diego District Attorney's Office, according to SDPD Lt. Jud Campbell.SDPD declined to share any further details to protect the investigation, Nisleit said."We're going to be looking at everything," Nisleit said. SAN DIEGO (KGTV) -- A San Diego man was arrested Saturday after allegedly assaulting an elderly woman at a Central Coast beach parking lot in San Luis Obispo, law officials said.Morro Bay Police Officers responded to a disturbance call at around 1 p.m. at the Morro Rock parking lot on Coleman Drive, authorities said.Witnesses told officers that the suspect assaulted an elderly woman and knocked her to the ground. Numerous people witnessed the attack and went to help the victim, according to police.Officials said the woman was treated by first responders for moderate injuries.In a press release, officials said Brian Robert Sprinkle, 39, of La Jolla, "was participating in a surf competition when he exited the water and assaulted the woman without provocation."Sprinkle was booked in the San Luis Obispo County Jail on felony charges of elder abuse and battery, according to Morro Bay police.Officers also found a firearm with Sprinkle's property and seized it.It is believed the suspect was under the influence of marijuana and hallucinogenic drugs, police said in a statement.Anyone with information regarding this incident is asked to contact the Morro Bay Police Department (805) 772-6225.While police say Sprinkle was taking part in the Big, Bad and Ugly surf competition, surf contest organizers tell KSBY News he was not registered with the contest and is not affiliated with any of the surf clubs that participated.ABC 10News affiliate KSBY News contributed to this report. 1497

SAN DIEGO (KGTV) -- About two dozen protesters rallied against 5G technology at Waterfront Park Wednesday. The group says increased radiation is extremely harmful and can lead to seizures and heart failure.The city of San Diego accounted their 5G partnership with Verizon in April. The deal adds 0 million of infrastructure including new equipment cells on city-owned light poles. Police say the increased smart technology can help increase safety. Protesters today disagree."There’s no safety testing for this plan at all," said Susan Brinchman with the Center for Electrosmog Prevention. "I know why they didn’t do the testing, because there’s no way to safely implement this. Scientists are beginning to associate it with the development of cancer."A New York Times article released this week says 5G is actually safe. The article cites a Temple University researcher who says," 5G emissions, if anything, should be safer than previous generations,”.Mayor Kevin Faulconer says the agreement with Verizon will not only enhance cell service but also keep communities safer and cut costs for taxpayers. SAN DIEGO (KGTV) - A San Diego mom is hoping the county's new plan to provide more affordable housing will help keep her off the street. Leticia Rodriguez, her mom, and two kids have been living in Rodriguez's van the last several months, but right now the van is in the shop. They're hoping to get into the San Diego Rescue Mission. It would be their first time sleeping at a shelter."You have to come back at  5 ' o'clock and line up and you know, wait to get in, every day, until you get a bed," said Rodriguez. Rodriguez makes  an hour as a team leader at Jack N' The Box. She's been looking for a place she can afford for more than a year. "You can get a studio for 0 then you're lucky, but then they say how many are you? Then they say, that's too many," said Rodriguez. Tuesday the San Diego County Board of Supervisors voted unanimously to set up a million dollar trust fund for the county to use to invest in affordable housing. The vote followed a brief presentation by staff detailing the housing-related hurdles in the San Diego region, including that more than 3,500 affordable units have been lost in the last 20 years. 1192
