SAN DIEGO (KGTV) — Outrageously high electric bills are landing in inboxes across San Diego County, some nearing ,000.And it's not just the sweltering San Diego summer leading to the increases."I was wondering exactly what's going on and wondering if there was an issue," said Matt Berlin, a Point Loma resident who got a 0 electric bill this month from San Diego Gas and Electric. "I don't know what we're doing different from year to year."It's not just the near-record heat that is causing the increases due to higher air-conditioning use. SDG&E spokesperson Wes Jones said the utility instituted a state-mandated third usage tier for its highest users. Am I even on the right plan, what can I do?" Jones said.Jones said San Diegans can switch for free to a Time of Use plan, where energy is most expensive from 4 p.m. to 9 p.m. Then, they can plan ahead by setting the A/C lower before 4 p.m., turning it up when that time hits."You're going to experience some savings right there because your A/C is not running as hard from 4 to 9 but you're still using all that cooling you had during the day," he said.Jones said SDG&E is continuing to move all of its customers to the Time of Use plan. SAN DIEGO (KGTV) – More drive-in entertainment is coming to Escondido’s Westfield North County mall as summer comes to a close.In August, the California Center for the Arts, Escondido (CCAE) hosted several drive-in live concerts at the former Nordstrom parking lot at the mall on 272 E Via Rancho Parkway.From September through November, the same mall parking lot will be the site for weekly drive-in movie screenings. Spaces for more than 250 vehicles will be made available and spaced apart to keep moviegoers safely distanced.Doors for the screenings will open at 6:30 p.m. on a first-come, first-serve basis. SAN DIEGO (KGTV) -- Now that Moderna’s COVID-19 vaccine has received approval from the Food and Drug Administration, San Diego County is one step closer to getting more people vaccinated.Moderna says its vaccine is safe and 94% effective. It will come in two doses taken 28 days apart.This week, there are two county hospitals that are expecting shipments of Moderna's vaccine. According to hospitals officials, the first shipment will arrive at Rady Children’s Hospital on Monday. It's unclear how many doses of the vaccine the hospital will receive.UC San Diego is also scheduled to receive their Moderna COVID-19 shipment this week.Gov. Gavin Newsom announced on Twitter that California is expecting 672,000 doses of the Moderna vaccine. It’s still unclear how many of those will be given to San Diego.By the end of the week and with two vaccines available, the federal government expects there will be 7.9 million doses delivered to more than 3,700 locations across the country.The distribution of the Moderna vaccine comes as the Centers for Diease Control and Prevention releases new recommendations about who should get the vaccine next. The CDC says frontline essential workers and adults ages 75 and older should be the priority in the next round.The agency describes essential workers as firefighters, police, teachers, and school staff. Those working in food and agricultural sectors, as well as U.S. Postal Service employees, public transit workers, and grocery store workers would be in that category.San Diego County has not said if the CDC's new recommendations will have any impact on their vaccine roll out plan.Until a wide distribution is available, the governor asks people to stay at home and wear a mask. 1734

SAN DIEGO (KGTV) - Police are investigating the murder of a man stabbed in the chest during a fight in San Diego's Southcrest neighborhood.San Diego Police homicide detectives were called to the 3400 block of Newton Avenue Wednesday just before 11:30 a.m., near Interstate 15 and just a block away from Emerson/Bandini Elementary School. Police said they found a man stabbed in the chest at least once, following a fight at a homeless encampment under I-15.The man died at UCSD Medical Center.Police said they have the suspect accused of the murder in custody after several homeless people who witnessed the fight helped police track the suspect down at a nearby park.Police have identified the victim but are not releasing his name. The suspect was only identified as a 30-year-old man by police. 865

SAN DIEGO (KGTV) - One driver was arrested after video of a road rage incident in Oceanside made its way into CHP's hands.Two drivers, one in a gray Ford Explorer and the other in a gray BMW convertible, were involved in the February 15 incident on eastbound State Route 78 in Oceanside, according to California Highway Patrol officers.Officers responded to a report of a non-injury, hit-and-run collision just before 4:30 p.m. near the College Blvd. exit. Officers arrived and found the Explorer on its side on the center median while the BMW reportedly fled.RELATED: Road Rage Crisis: Violence on the RiseWhile investigating, officers were made aware of a video recorded by a witness.The video showed the driver of the BMW, identified as 33-year-old Kevin McCall, left his vehicle to berate the driver of the Explorer, identified as 23-year-old Andrew Branch, who was still inside his vehicle, according to CHP.Officers said McCall spit at Branch before returning to his BMW. Branch is then seen driving into the center median and accelerating into the BMW, narrowly missing McCall.Sideswiping the BMW caused the Explorer to overturn onto its side. McCall then drove away, officers said."It was pretty shocking. It was pretty shocking," said CHP Officer Mark Latulippe.
