CAMP PENDLETON, Calif. (KGTV) - Camp Pendleton Marines and Sailors started training Friday to help firefighters at the Creek Fire near Fresno."They're the right people for the job because they're Marines and Sailors," Commanding Officer of the 7th Engineer Support Battalion, Lt. Col. Melina Mesta said. She described the traits Marines and Sailors hold as well as their training that covers responding to practically every kind of disaster.Two hundred and fifty Marines and Sailors volunteered to train to help firefighters. They deploy Saturday to learn more in the Sierra National Forest. Lt. Col. Mesta said by next week they will be on the fire line.On base, clumps of a couple dozen Marines in neon yellow shirts and forest green pants learned how to shelter in place if a fire overcomes them. They have a bag about the size of a loaf of bread containing what looks like a plastic tarp. They shake the tarp and cocoon themselves on the ground, crucial training that could save their life if they're overcome by the blaze.Military Liason with the U.S. Forest Service Frank Guzman explained why these crews are so vital, "our crews, who start in the southwest maybe, they're just tired and they've been doing this since April and we don't have anyone else to go to."Guzman said they are already utilizing the National Guard and resources from Canada and Mexico. Marines and Sailors are their last resource."Marines haven't been deployed since 1994 but in four out of the last six years we've had the active military deployed, so it's getting more and more common," Guzman said.More common, but never something San Diegan LCpl. Marissa Urias thought she would do. "My original plan was to go to college after high school and study Kinesiology and Minor in Nutrition, and then my dad told me my great-grandpa was in the Marine Corps. My dad was also in for four, or five years so then I also had a sense of calling to also join, but I never really envisioned myself going to help out and assist with the fires," LCpl. Urias said. She admitted she was a little anxious, but she's ready to protect her neighbors."California is here, California is home, got to protect it while you can," she said.Lt. Col. Mesta said several of those being deployed have family in the area and they're honored to protect their families and neighbors.LCpl. Urias is part of the first wave that will come out of Camp Pendleton. They are training another group so they can be ready for the future, whether that is far away or right here in San Diego."If the season continues like this there's always that possibility," Guzman said the lack of rain created these dire circumstances.Currently, 106 large wildfires are burning across the Western U.S., according to the National Interagency Fire Center, and nearly 6.7 million acres burned this year. California regulators want to tax text messages to increase funds for programs that bring connectivity to underserved residents.A new surcharge proposed by the California Public Utilities Commission (CPUC) wouldn't be a per-text tax, but a monthly fee based a cellular bill that includes any fees for text-message services. Most carriers offer a flat fee option for texting, and already charge a similar fee for other services included in the bill — such as phone calls. The exact structure of the charge would vary from carrier to carrier.The commission will vote on the measure January 10, 2019, and is facing strong opposition from industry trade groups like the CTIA, which represents AT&T Mobility, Sprint, and T-Mobile. (AT&T is the parent company of CNN.)The 52-page proposal by CPUC Commissioner Carla J. Peterman lays out the details of the plan, and says the state's Public Purpose Program budget is going up while incoming fees to fill it are decreasing. Currently the surcharge rate is less than 7%.The proposed plan could be complicated by a new Federal Communication Commission ruling. On Wednesday, the FCC approved a new rule that classifies text messages as an "information service" like email. Proponent of the rule say it will give carriers the ability to crack down on spam messages, and critics say it could lead to carriers censoring messages.The CTIA argued in a legal filing submitted Wednesday that if texts are an information service, then the CPUC doesn't have authority over them and can't add on surcharges. It claims the proposal would go against federal law.The industry group also says the proposal would create inequity "between wireless carriers and other providers of messaging services," such as WhatsApp, iMessage and Skype."Subjecting wireless carriers' text messaging traffic to surcharges that cannot be applied to the lion's share of messaging traffic and messaging providers is illogical, anticompetitive, and harmful to consumers," the CTIA said in its filing.In light of the FCC ruling and other legal filings submitted to the CPUC, the group could change its draft proposal before the vote next month.According to the CPUC, the charges go to a number of different programs, including 911 services, subsidized phone service for low-income residents, and equipment for deaf and hard-of-hearing users. 2379

Carnival Cruise Lines announced Wednesday that it had canceled most cruises that were scheduled to embark from U.S. through the end of January 2021.In addition, the company announced that all cruises embarking from Baltimore; Charleston, South Carolina; Long Beach, California; Mobile, Alabama; New Orleans and San Diego has been canceled through the end of February and that all cruises on the Carnival Legend that embark from Tampa, Florida had been canceled through March 28.In a tweet, Carnival said that when it restarts operations in 2021, it will focus on cruises embarking from Miami and Port Canaveral, Florida.
