BEIJING, Sept. 8 (Xinhua) -- The Fourth Plenary Session of the 17th Central Committee of the Communist Party of China (CPC) is to be held from Sept. 15 to 18 this year, according to a statement issued Tuesday after a meeting of the Political Bureau of the CPC Central Committee.     The decision was made at Tuesday's meeting, presided over by Hu Jintao, general secretary of the CPC Central Committee.     Participants at Tuesday's meeting discussed a draft document on improving Party building which is to be submitted to the four-day plenary session for deliberation.     The CPC has to improve the Party building to cope with "major development, reform and adjustment in the world" and to better lead all ethnic groups to concentrate on construction and development, the statement said.     To sum up the Party's invaluable experience of strengthening self-building since the founding of the People's Republic of China 60 years ago, and enhance the Party building in the new situation, the CPC should stick to the following principles detailed in the statement:     -- The CPC should be strict with the Party members by conducting strict education, administration, monitoring and self-criticism.     The Party should also make redoubled efforts to improve the Party's work style, build a clean government and fight corruption to maintain its advanced and immaculate nature.     -- The CPC should focus on theological and ideological construction to enable the Party's theory and practice to keep pace with the time and be creative.     -- More efforts will be made to enhance the CPC's creativity, cohesiveness and fighting capacity to guarantee the Party to do a better job in governing and rejuvenating the country, and building socialism with Chinese characteristics.     -- The CPC should stick to scientific and democratic rule and rule by law to make it always a representative of the development requirements of China's advanced social productive forces, the progressive course of China's advanced culture, and the fundamental interests of the overwhelming majority of the Chinese people.     -- The CPC should meet the essential requirements of building the Party to serve the public interests and running the government for the benefit of the people.     -- The CPC should improve itself in an innovative way.

QINGDAO, Shandong, Sept. 27 (Xinhua) -- The fourth Sino-U.S. Energy Policy Dialogue opened Sunday in the coastal city of Qingdao in east China's Shandong Province.     China and the U.S. have huge potentials to cooperate in developing wind, solar and nuclear power. Both countries shall hold responsibilities to develop more technologies and equipment to tackle the challenges of climate changes, said David Sandalow, assistant secretary for Policy and International Affairs at the Energy Department.     Zhang Yuqing, an official with China's National Energy Administration, said China is willing to learn advanced technologies of exploring gas. The consumption of gas has been growing by 20 percent every year since 2006.     The two countries signed a memorandum of understanding to launch the dialogue in 2004. The first forum was held in 2005 in the U.S.

BEIJING, July 20 (Xinhua) -- China's Central Military Commission (CMC) conferred the rank of general on three senior military officers here on Monday, bringing the total number of generals to 174. CMC Chairman Hu Jintao awarded the officers certificates of command at the promotion ceremony. An order for the promotion was announced by CMC Vice-Chairman Guo Boxiong.     The senior officers are deputy chief of the General Staff of the People's Liberation Army (PLA) Ma Xiaotian, political commissar of the PLA's Academy of Military Sciences Liu Yuan, and political commissar of Chengdu Military Area Command Zhang Haiyang. CMC conferred the rank of general on the three senior military officers here on Monday.     China began to confer military ranks to military and police officers in 1955, when Chairman Mao Zedong promoted 10 senior officers to the rank of marshal, a rank which was later abolished.     Premier Zhou Enlai then issued a decree conferring the rank of general on 55 officers in 1955 and one each in 1956 and 1958.     Only one veteran of the revolution that founded the People's Republic of China who was among the first group of generals is still alive: 104-year-old Lu Zhengcao, former vice-chairman of the National Committee of the Chinese People's Political Consultative Conference.     In 1965, the CMC abolished the system of military ranks and then resumed it in 1988. Since then, 118 senior military and police officers have been promoted to the rank of full general.     Hong Xuezhi, who became a member of the CMC in 1988, was the only officer to receive the honor twice in 1955 and 1988.     The PLA recognizes 10 military ranks for officers in active service: general, lieutenant general and major general; senior colonel, colonel, lieutenant colonel and major; captain, first lieutenant and second lieutenant.

HANGZHOU, Aug. 22 (Xinhua) -- Pakistani President Asif Ali Zardari said Saturday his country welcomes Chinese investors.     Zardari made the call during his visit to Hangzhou, capital of east China's Zhejiang Province, the first leg of his ongoing China tour. The infrastructure alone will require an initial investment of 110 billion U.S. dollars.     Chinese fruit preservers can also play a crucial role in Pakistan as about 40 percent of Pakistan's fruit can not be moved to other places due to the lack of freezing vehicles, according to Pakistani officials, who commented on the basis of anonymity.     Zardari was paying his fourth visit to China since taking office last September.     He attributed his frequent visits to the intent of bringing back home China's experience in development. BEIJING, Oct. 1 (Xinhua) -- Chinese President and Chairman of the Central Military Commission Hu Jintao on Thursday morning reviewed Chinese troops in central Beijing as the country celebrated the 60th National Day.     Standing in a black open-roof limousine on Chang'an Avenue, Hu was greeted by Fang Fenghui, commander-in-chief of the full-dress military parade. Fang reported: "Comrade chairman, assembly of the reviewing troops is completed, please review!"     Amid army songs played by a 1,300-member brass band, the home-made Red Flag limo drove eastward along Chang'an avenue, where Hu inspected 44 ground square formations composed of the three services of the People's Liberation Army (PLA), armed police, army reserves, and militia.     His car was followed by the limo of Fang Fenghui and an alternate one.     Wearing a high-collared Mao suit, Hu repeated salutes through a microphone: "Greetings, comrades!" and "Comrades, you are working hard!" The soldiers loudly replied: "Greetings, leader!" and "We serve the people!"     Twelve echelons of more than 150 warplanes are expected to fly over Tian'anmen Square during a military parade.
