An apparent banking fraud scheme leaves one Tulsa couple scratching their heads and with a frozen bank account.The Bruce family said a mysterious amount of money showed up as if from thin air, and then disappeared, leaving them, the account holders, as the prime fraud suspects.Larry and his wife Crystal were thrown for a loop after watching a couple thousand dollars appear in their bank account overnight."Somehow our mobile app on our USAA app was activated by someone on the outside,” Larry said. “They deposited ,000 in a business account."Confused, the couple immediately checked on their funds only to watch even more activity unfold."Then they transferred a thousand dollars from that account to our social security accounts,” added Larry.From there, that ,000 dollars transferred to a woman Larry said he's never heard of using the mobile banking app, Zelle."We don't even have Zelle on our phones,” Larry said.Even more baffling, the fraudulent check appeared to be endorsed by Larry and his wife."That is not my signature, and it sure is not my wife's signature,” he said.The couple acted, calling their bank, USAA, to make a fraud claim, only to be dealt a frozen bank account and an alleged accusation."They said they had proof that my wife did it on her mobile app on her phone through her member ID.”The bank sent this statement:"Our member's financial security and outstanding service are of the utmost importance to everyone at USAA. While we can't get into the detail of a member's account, we have worked with Mr. Bruce to bring the matter to resolution.""After we notified you all, we got a call from one of the CEOs down there… that she was working with the investigations and she said they found an error,” Larry said.The couple said a new investigation revealed they had nothing to do with the fraud, and their accounts were unfrozen, and funds replaced.Officials with USAA told the Bruce's they believe the fraudster was able to hack Larry's email address and somehow gain access to their account, but that the paper trail didn't go very far.To protect yourself from bank fraud, USAA gives this advice:Never provide your personal or banking information to unauthorized individuals. Fraudsters ask for things such as personal identifiers, debit or credit card information and account numbers.Be cautious when asked to make a deposit or send money back. Fraudsters sometimes convince you to make a deposit or payment to reduce your debt and provide an account number/routing number to use, but require a fee to be sent to the fraudster when the payment is made. The payment will return, the fee will be lost, and the account holder will be responsible.Contact your bank immediately if you provide your personal banking information to an unauthorized individual or see suspicious activity on your account.Consider changing online banking and email passwords on a regular basis. RICHMOND, Va., — Hospitalizations and the number of cases connected to the coronavirus are decreasing, according to Henrico-Richmond District Health Director Dr. Danny Avula.Avula and city officials provided an update on the progress surrounding COVID-19 and evictions during a Monday afternoon press conference inside City Council Chambers. Avula said the progress has recently plateaued, but the city is in a better position compared to other states.“The pandemic is still very real. COVID-19 is real and what we don’t want to happen is that COVID-19 catches us slipping,” Mayor Levar Stoney said.There have been more than 2,200 positive cases reported in the city and 29 deaths since the start of the pandemic. No Richmonders have died from complications to the virus within the past two weeks, Stoney said.Dr. Avula said they are investigating a cluster of cases that stemmed from a party.About 50 people attended the party indoors and four people have tested positive, Avula said. He would not reveal where the party was held.“Now we are seeing the immediate impact of that. I think that serves as a cautionary tale that the virus is still out there. After previously being paused amid the coronavirus pandemic, 2020 theme park ticket sales and hotel reservations resume July 9.Disney begins its phased reopening on Saturday, July 11. Magic Kingdom and Animal Kingdom reopen first, with EPCOT and Hollywood Studios following on July 15.Ahead of the reopening, Disney paused new ticket sales and hotel bookings to focus on existing ticket holders and Annual Passholders.According to a press release, tickets and hotel bookings may be released at different times Thursday. Disney is using an online reservation system to open safely and manage park attendance. Virtual waiting rooms will be used to manage the high volume of guests trying to buy tickets or book stays.Reservations are required for all guests to visit the parks, as well as a valid park ticket for the same park on the same date to enter. Make sure to check the part reservation availability before buying new tickets, then visit Disney's website to make your park reservations immediately after your new ticket purchase.New safety guidelines include:Temperature checks: All guests to the park will be screened by no-touch thermometers at Disney Springs or at the Walt Disney World theme parks. Park officials say anyone displaying a temperature of 100.4 F or above will not be allowed entry. Officials ask that you check you and your entire party's temperature before leaving you home.Parking: Complimentary transportation will also be provided between the guests' Disney Resort hotel and Disney theme parks. Face coverings are required at all times while boarding and using Walt Disney World transportation. Valet service is temporarily unavailable, with the exception of guests with disabilities.Face masks: Anyone over the age of 2 will be required to wear a face mask. Park guests are not allowed to wear costume masks.Social distancing: The parks will have signs and ground markings to help guests practice physical distancing. Physical barriers will be placed around cash registers or at Guest Relations to help keep everyone safe.Cashless transactions: Officials recommend guests use cashless payment options, including debit cards, credit cards, and Disney Gift Cards, which can be purchased with cash.Hand sanitizer: Hand sanitizer locations will be made available all throughout the park. Hand washing will also be made easily available for guests.Character meet and greets will be unavailable, though you'll still see them roaming around the parks. Food is a basic necessity, but getting access to that food, doesn’t always come easy. “I have been using SNAP off and on for about 13 years,” SNAP recipient Andrea said. Andrea is on food stamps. SNAP – the government’s “Supplemental Nutrition Assistance Program” – is the country’s largest nutrition assistance program. “I did not have any family to support me, I had lost my job, and I had a child with a lot of health needs. So I was in a place of needing to provide food for my family,” Andrea said. At one point in her life, Andrea says she was budgeting a week for groceries. It wasn’t enough to support her whole family. “I had this moment where I just kind of sat on the kitchen floor and realized that I could allow myself to go hungry, but I couldn’t let my kids. And it had reached the point that I was afraid that was going to happen,” Andrea said. So, she applied for SNAP once again. Andrea is one of nearly 40 million Americans currently using the program.“It provides individuals and families who have lower income with access to food benefits on a monthly basis. It’s transferred on an electronic benefit card, that can be used just like a debit card at a grocery store,” said Karla Maraccini, the Division Director of Food and Energy Assistance Programs at Colorado Department of Human Services. The Colorado Department of Human Services is preparing for a change to the SNAP program, expected to go into effect April first. “A proposed rule was finalized regarding requirements for able-bodied adults without dependents. These are adults that are age 18 to 49 who do not have a dependent child in their care under the age of 18,” said Katherine Smith, the Division Director of the Employment of Benefits Division. Under current rules, able-bodied adults can only receive three months of SNAP benefits in a three-year period if they work less than 20 hours a week. However, there has been an exception to that rule. “Based on unemployment rates and other economic factors, states have been able to get waivers so that those able-bodied adults without dependents did not have to meet those work requirements,” Smith said. The administration’s change will make it more difficult to get approval for that waiver. The Agriculture Department estimates it would cut benefits for roughly 688,000 SNAP recipients, which in turn would save the federal government around .5 billion over five years.On Twitter, Secretary of Agriculture Sonny Perdue explained why he thinks the country will benefit from the change. He tweeted “the USDA’s rule lays the groundwork for the expectation that work capable Americans re-enter the workforce, where there are currently more job openings than people to fill them.” Secretary Perdue says the program was intended to provide assistance through difficult times, not as a way of life. Andrea argues the situation is isn’t so simple. “If you aren’t eating enough, then you can’t be healthy enough to even work,” Andrea said. She says SNAP is already a work-support tool that ensures families access to nutritious foods so they can focus their energy on supporting their family. Since she has children, she won’t personally be impacted by the SNAP change, but she knows quite a few people who will be. “I think that you should know that there’s a very good chance that you might know somebody.”  3364
