DENVER, Colorado — Candidates and political parties are desperate to reach voters as Election Day approaches but one method feels a little more personal. Text messages are being used to target voters, and if you've been inundated, you're not alone. "But it is a little kind of like how do you have my phone number," said Andrew Drysdale, a voter who called the texts unsettling. Colorado Secretary of State Wayne Williams said his office has received numerous phone calls and emails about the text messages. Some of his own staff members have also received them."They're allowed to do it as long as they're following the law," said Williams.The FCC has specific rules about campaign-related robocalls and texts, stating they cannot be sent to a cell phone "without the called party's prior express consent." "There are ways that they use to try and avoid some of the legal restrictions on it by having a live person as one of the steps, so it's not automated," said Williams.On top of that, he adds the Do Not Call Registry does not apply to political calls.Williams says you can visit govotecolorado.com to make sure your cell phone number is not attached to your voter registration. Despite a partial government shutdown experts say could stretch into the new year, NORAD’s famous Santa Tracker will still be up and running. According to ABC News, hundreds of volunteers decked out in Christmas hats and military uniforms will still take calls from children around the world. The military told ABC News that the Santa Tracker won’t be affected because it’s run by volunteers at Peterson Air Force Base in Colorado. According to ABC News, a local newspaper ran an ad inviting kids to call Santa, but listed the wrong number. DENVER, Colo. -- President Trump recently approved changes to the Paycheck Protection Program to give small business owners more opportunities to qualify for loan forgiveness. Some owners say even with the changes, it’s still a long process to get their PPP loan forgiven.Gail Lindley is the 3rd generation in her family to run the Denver Bookbinding Company. “It’s more than a business, it’s truly our life blood,” Lindley said.The 91-year-old company received a Paycheck Protection Program loan that helped Lindley keep the lights on and employees working on the limited orders coming in.Now, Lindley is worried about the extensive requirements to make sure her loan is forgiven.“The bank told us, ‘You really need to document well,’” said Lindley.The PPP loan forgiveness application is 11 pages long and requires companies to document all spending on payroll, rent and utilities. Changes to the act were signed into law by President Trump on June 5. Companies must still prove they’ve retained workers and kept wages the same to earn full loan forgiveness.Consumer Bankers Association CEO, Richard Hunt, said documenting this is an unnecessary burden for small business owners.“Right now, small businesses across the country are spending about ,000 more more and 15 more hours submitting another application packet,” said Hunt. “We’re saying, just forgive all the loans under 0,000,” he said.Lindley believes automatic forgiveness would help people get back to work more quickly. “There’s only so many hours in a day, and I want to spend it working on my business not filling out forms,” she said.The Small Business Administration is requiring the most documentation for businesses who want full forgiveness. With the changes President Trump approved, businesses have 24 weeks instead of just eight weeks to use the funding—and only 60% of the loan needs to be used for payroll instead of the original 75%.“We can make that money last a little bit longer and be more thoughtful on how that’s doled out,” said Lindley.These changes are helping many, but Hunt said more needs to be done to lift time-consuming burdens off small businesses just getting back to work.“0,000 or less constitutes 85% of all loans, but only 20% of all the funding, so those larger businesses would still have to submit a forgiveness process, but not the mom and pop shops who are still in the red right now trying to make ends meet,” he said.For Lindley, she’s just hoping all the bookkeeping she’s done will be enough to keep her family’s story alive. 2548
DEL MAR, Calif. (KGTV) - San Diego’s North County Transit District detailed Friday the structural reinforcements made to the Del Mar bluffs following a “washout on the tracks.” Two areas were washed out on the bluffs south of Seagrove Park following the Thanksgiving storm, the NCTD reported. Jacobs Engineering and Leighton Consulting reviewed the cause of the track washouts. A preliminary report found the following contributing factors: Excessive stormwater run-on from the City of Del Mar’s residential streets and adjacent properties. Existing drainage facilities (earthen swale drainage ditches) to include culvert clean outs, stormwater overflow not channeled correctly built up and overflowed the main track just south of 13th Street causing erosion on the west side of the Cast-In-Drilled-Hole (CIDH) piles. Debris was observed on the ends of the ties and evidence of the drainage overflowing the track adjacent to the CIDH piles. Drainage channels were completely silted in at this location as well. Excessive silt was a result of overwhelmed inlets from heavy rain and excessive City of Del Mar run-on stormwater that mobilized right-of-way sediment and sediment migrated further, blocking inlets and filling in earthen trackside ditches. RELATED: Del Mar cliff crumbles near train tracks following heavy rainsAt the southernmost point of erosion, two one-inch thick steel plates measuring eight by ten feet and concrete slurry were used as a temporary fix, the NCTD said. The northern washout location will require engineers to analyze it, according to the NCTD. The repairs will be made no later than Jan. 11-12, a date previously scheduled to complete other rail work. Until the repairs are finished, the NCTD said it will have an inspector stationed at the bluffs around the clock to ensure safety for passengers and train crews. It is critical that we advance projects to stabilize the Bluffs for the next 20 to 30 years so that the region can determine and implement a permanent solution. Over the last few years, we have all seen the impacts of sea level rise and we should expect that we will continue to see more weather-related events like this most recent rainstorm moving forward,” said NCTD Executive Director Matthew Tucker. Tucker and San Diego Association of Governments (SANDAG) Executive Director Hasan Ikhrata issued a joint memorandum supporting projects to secure the bluffs. Deputies say a woman attacked a mother and daughter on a Greyhound bus that had departed from Las Vegas. According to investigators, three strangers helped to save the child's life.The bus left Las Vegas shortly after 7 a.m. Monday and was headed to San Francisco. Teresa Ann Andrade Madrigal attacked the mother and child, just 45 minutes after leaving the station in Bakersfield, authorities report."The lady had the baby in her hand," said one passenger, "...and next thing I know, I heard she has a knife."Investigators say Madrigal appeared to be delusional. They say Madrigal grabbed the child around the neck and held her at knife point. That's when the child's mother started to fight the attacker.Soon, the bus driver and two other passengers jumped into action. The mother was stabbed in the abdomen. The men were able to help get the child away from the suspect.In total, five people were hurt. We're told Madrigal, who was speaking to herself, was initially asked to get off the bus. The driver felt that it was safe to let the woman back on the bus after speaking with her outside.Right now, the investigation into this incident is ongoing. Investigators say Madrigal also stabbed herself. The child's mother, who has not been identified, had surgery on Monday. She is expected to make a full recovery.
