Residents were urged to shelter in place for several hours after an explosion and fire broke out Wednesday at a massive ExxonMobil plant in Texas, injuring 66 people, officials said.The injuries were non-life threatening, plant manager Jason Duncan told reporters. Most involved minor, first-degree-type burns, with the victims treated at a local clinic, he said. The company website describes the complex as one of the largest refining and petrochemical complexes in the world. It's located about 25 miles east of Houston.Barrett said the fire began about 11:07 a.m. local time and the precautionary shelter-in-place was issued about 10 minutes later.The blaze is in a unit that contains polypropylene material and Exxon asked that the shelter-in-place order be issued west of the plant and south of the Texas Spur 330 freeway "out of an abundance of caution," the city of Baytown said via Twitter.Duncan said the fire broke out at a polypropylene recovery unit, where the plastic is purified for production. SURPRISE, Ariz. — LaRissa Waln's been waiting for the day she'd get to walk across the stage and receive her high school diploma, but she might not get the chance. The 17-year-old attends Valley Vista High School in Surprise, Arizona, and says she started decorating her cap for the ceremony more than a week ago. But just this week, school administrators said caps had to remain blank. "If I do wear it, I won't be able to walk," Waln said. Her cap though has a special meaning. Waln's father helped create the design, a tribute to their Native American culture. The cap is adorned with intricate beadwork that represents the Wahpeton Sioux tribe. "It means everything to me, to be a part of it in any way possible," she added. "We did pay for the cap and gown out of our own pockets, and we should have the right to decorate it." Administrators said it wasn't a school policy though; it's enforced district-wide. Runways at the busy airport serving the nation's capital will be closed Thursday during President Donald Trump's Independence Day event, federal authorities said.The Federal Aviation Administration announced Tuesday that operations at Ronald Reagan Washington National Airport would be suspended between 6:15 p.m. and 7:45 p.m. ET to allow a ceremonial flyover of military aircraft.The runways will also be closed from 9 p.m. to 9:45 p.m. ET for the annual fireworks display, which is not connected to Trump's "Salute to America." Such a closure is unprecedented for July 4 events, an official said.
