SAN DIEGO (KGTV) — State officials responded earlier this week to a technical glitch that impacted as many as 300,000 COVID-19 test results being reported."We are committed to the medium and long term to address these foundational data issues so that we can approve our importance and our customer service," Gov. Gavin Newsom said earlier this week. Counties across the state felt the impact of the data inaccuracies. Local leaders use numbers and science to guide decision making. But are counties themselves having any issues with the numbers?In Kern County, public health officials were asked at the end of July if they're 100% sure no one is getting double-counted. The county says they have had to go back and subtract some people from the total number of cases when they realized they counted that person more than once, but stress that's rare.In San Diego and San Luis Obispo Counties, officials said they're confident in the daily numbers they are reporting to the public."I'm quite confident our numbers are accurate. Before we had web CMR and our tests are not all phoned through CalREDIE. Our test results are reported directly to the county," County Public Health Officer Wilma Wooten said. "The only issue which you already know about is the glitch with Quest which was going through the state and then coming to us so we are fairly confident our information is accurate."A spokesperson for San Luis Obispo County says they are confident in the number of positive cases reported:"We regularly run data queries on our positive case results to search for duplicates. SAN DIEGO (KGTV) - A gray whale spotted frolicking in shallow waters attracted dolphins and a crowd of swimmers and surfers in the ocean off Mission Beach Wednesday. Lifeguards got a call about the whale possible tangled in fishing line about noon, an official said. A lifeguard who swam toward the whale to investigate determined it was free.The gray whale was young, possibly a year and a half old, whale watcher and photographer Domenic Biagini told 10News. Gray whales are starting to migrate north from Mexico during the spring. There is a good chance San Diegans will see more mothers and juvenile whales closer to shore, Biagini says, because the shallow waters keep the whales safe from orcas. "It's some of the most exciting times for us as professional whale watchers to see these animals, but it's also when we see the most conflicts with these animals coming in with people," said Biagini.Sky10 was above the whale as a group of surfers and swimmers approached it near Mission Beach, coming close to the giant mammal.Biagini warns that can be extremely dangerous for humans and can also stress the animal."These gray whales, despite not being the largest of the great whales we see out here, they can still get 50 feet long and weigh up to 80,000 pounds, so you're talking very large animals. All it takes is one flick of the tail and you have a catastrophic accident. And moms are naturally protective of their young," said Biagini. "Saw the mess on the floor and thought what's going on?" said owner Chira Svangvitaya.A look at the surveillance video gave Svangvitaya the answer. Just before 5:30 Monday morning, a man in a hoodie is seen creeping into through the back door. He heads right to the cash register but finds it empty.He grabs some paperwork, empties the change dish and moments later, he leaves. It isn't for long. "He walked in and out three times, like he's not afraid of anything," said Svangvitaya.Two more trips nets him armfuls of stuff, including a computer, iPad, iPod, checkbooks and a case of soda. Near the end, he takes off his hood - and Svangvitaya's heart sank."I feel so sad and annoying. I don't know what I did to him," said Svangvitaya.The intruder is a stranger to her, but appears to be the same man who broke into the restaurant early Halloween morning. On that occasion, he used a crowbar to mangle the lock and damaged the register while grabbing 0 in cash. SAN DIEGO (CNS) - Weather forecasters are warning of "near-critical fire weather conditions" Sunday evening through Tuesday morning in San Diego County because of developing Santa Ana winds."Areas west of the mountains will see a sharp rise in temperatures early this week," the National Weather Service said, "with coastal locations potentially experiencing their hottest conditions so far this year."Inland areas and especially deserts will remain very warm through Thursday, the NWS said, before widespread cooling takes hold late in the week.Early morning satellite images showed widespread clouds extending to the coastal slopes, but much thinner than Saturday and with less uniform coverage, forecasters said. With clouds breaking up, clearer skies Sunday afternoon will allow temperatures to rise several degrees higher than on Saturday.Santa Ana winds will strengthen on Monday, with maximum gusts of 40 to 45 mph as humidity plummets, resulting in elevated fire weather conditions, the NWS said. Highs near 80 and 90 for coastal and inland valleys are expected."Model guidance suggests coastal highs on Tuesday could be the hottest so far this year, climbing well into the 80s." forecasters said. "Depending on the timing of the return to onshore flow, it's conceivable for some coastal cities to reach the low 90s.""All in all, temperatures will be around 20 degrees above normal at the coast, and 10-15 degrees above normal for inland valleys, where temperatures may near 100 degrees in spots," they said.Off the coast of San Diego County, gusty winds and large combined seas will create hazardous boating conditions through Monday morning. SAN DIEGO (CNS) - Two vehicles collided on Interstate 8 near State Route 79 today, injuring four people, authorities said.A black Honda sedan and a Toyota van collided near Alpine at 11:06 a.m., causing one of the vehicles to overturn and land on its roof, according to a California Highway Patrol report.Cal Fire reported four patients were taken to area hospitals.No further information was immediately available. 423
