GUIYANG, Dec. 5 (Xinhua) -- At least six people were killed and 34 others injured in an explosion that ripped through an Internet cafe in southwest China's Guizhou Province Saturday night, according to local police.The explosion occurred at around 10:30 p.m. in an Internet cafe in the downtown area of the Kaili City of Miao-Dong Autonomous Prefecture of Qiandongnan, said Guizhou's provincial public security department.Victims have been pulled out of the debris and the injured rushed to hospitals, said the department.Rescue workers at the scene said the powerful blast had turned the cafe into "complete ruins" and also destroyed windows of nearby residential buildings.The police are investigating the cause of the explosion and search and rescue work is still underway.

MOHE, Heilongjiang, Jan. 1 (Xinhua) -- An oil pipeline linking Russia's far east and northeast China began operating Saturday.At 11:50 a.m., Yao Wei, general manager of the Pipeline Branch of Petro China Co., Ltd. (PBPC), pushed a button in the China-Russia border county of Mohe, Heilongjiang Province, five hours after the crude oil began being pumped through the pipeline to the border, marking the official start of operations after a two-month trial.PBPC is the operator of the Chinese section of the pipeline.The pipeline, which originates in the Russian town of Skovorodino in the far-eastern Amur region, enters China via Mohe and ends at China's northeastern city of Daqing. As 550,000 tonnes of crude oil had already traveled through the pipeline during the test run period, the Daqing terminal receives the oil 15 minutes after Yao pushed the button at Mohe."The operation of the China-Russia crude oil pipeline is the start of a new phase in China-Russia energy cooperation," Yao said at the launching ceremony.He noted that the pipeline would improve the nation's energy-imports structure and promote economic development.Sergey Tsyplakov, Russian trade representative in China, also said in early December that the completion of the pipeline project was a "milestone" for the development of both countries.Construction of the 1,000-km-long pipeline project, with 72 km within Russia and 927 km in China, started last year, and it will transport 15 million tonnes of crude oil from Russia to China annually between 2011 to 2030, according to the agreement signed between the two countries.This volume of oil means adding 8 billion U.S. dollars to the trade volume between China and Russia, and the import tariffs for China on the oil will be up to 10 billion yuan (1.5 billion U.S. dollars), according to the projection by Chinese customs officials based on the current international crude oil price.Yao said that after the oil arrives at Daqing's Linyuan Station it will enter the Pipeline Networks of Northeast China and be pumped to oil refineries in Dalian, Fushun and other cities.Luo Xuefeng, director with the entry-exit inspection and quarantine bureau of Mohe, said workers with the bureau would take daily oil samples to monitor the quality of the oil."So far, the pumped oil is qualified as regulated in the agreement," Luo said.The annual amount of oil shipped through the pipeline could increase, depending on the drilling capacity in Russia, said Tsyplakov.Further, Li Fuchuan, a researcher with the Chinese Academy of Social Sciences, said the operation of the oil pipeline would not only increase the crude trade, but also improve mutual trust between China and Russia, laying an economic foundation for the two countries' strategic partnership.Zhang Shibin, deputy manager of the PBPC Daqing branch, said although the operation has worked well during the trial period, measures need to be performed to prevent pipes from cracking in May."The pipe will face an 'important test' in May as snow and ice will melt at that time, bringing challenges to us. We will try to ensure its smooth operation," he said.

BRUSSELS, Jan. 11 (Xinhua) -- Chinese and EU leaders on Tuesday signed a first joint declaration on strengthening dialogue and cooperation on youth issues as the 2011 EU-China Year of Youth kicked off here.Androulla Vassiliou, EU Commissioner for Education, Culture, Multilingualism and Youth, said at the opening ceremony that the year would open up new horizons for young people from Europe and China by enabling them to share experiences and learn from each other."I hope that such exchanges will inspire concrete ideas for cooperation and establish long-lasting partnerships," Vassiliou said.The opening ceremony was the first of a series of exchange activities to be held throughout the year in Europe and China. The EU-China Year of Youth was jointly initiated by Chinese Premier Wen Jiabao and European Commission President Jose Manuel Barroso at the 12th EU-China summit held in 2009."The Year will provide an interactive platform for European and Chinese young people to enhance mutual understanding and friendship through creativity, tolerance and openness. We hope they can open a new page of people-to-people contacts between Europe and China," said Wang Xiao, President of the All-China Youth Federation.Wang led a delegation of 100 Chinese young people who arrived in Brussels earlier this week to meet with their 100 European counterparts for the first time.The 200 young representatives from the EU and China also exchanged ideas on a variety of issues including volunteering, mobility, culture and creativity prior to the opening ceremony. Those from China will also visit the European Parliament, the College of Europe and EU's Court of Justice later this week.The yearlong program, co-hosted by the European Commission and the All-China Youth Federation, aims to promote intercultural dialogue and strengthen mutual understanding and friendship between European and Chinese youth, as well as encourage young people to care about and support the development of EU-China relations.The EU-China Year of Youth also coincides with the European Year of Volunteering and the 10th anniversary of the International Year of Volunteering, thus voluntary activities involving young Europeans and Chinese will be encouraged throughout the Year.With Chinese Vice Premier Li Keqiang wrapping up his three- nation Europe tour on Wednesday, the Sino-EU relation has had a good start this year in terms of political mutual trust and economic cooperation, while the kick-off of the EU-China Year of Youth is expected to break new ground in all-round exchanges among young people."The EU and China are now more than just trading partners, but also strategic partners.
