SAN DIEGO, Calif. (KGTV) - UC San Diego is a pilot school for an exposure notification system that alerts users if they’ve come in contact with someone who tests positive for COVID-19. It’s a partnership with the state of California and officially launched on campus Thursday.The system uses smartphone technology to anonymously tell people they may have been exposed. It does not track locations and is completely anonymous. It starts working when a person downloads the system on their phone and enables notifications. It then records proximity to other devices that also have the program downloaded. If two phones come in contact with each other for more than about 15 minutes and are closer than around six feet, it takes note of that. Then, if a person tests positive later, they can go in the program and click a button saying they tested positive, and their system sifts through all the devices that previously had extended exposure, sending those users alerts about the possible exposure.Doctor Christopher Longhurst, Chief Information Officer and Associate Chief Medical Officer for UCSD Health said the biggest factor that will impact effectiveness is the number of users.“We’d like to see 75% of that community or more adopting. Modeling done by Oxford and other universities has shown that if we can get over 50% adoption in a population, you can actually help to end outbreaks,” said Doctor Longhurst.As of Friday, about one day into the official launch, the school said 7,985 people had signed up. (KGTV) - An East County woman was devastated to find out the money she spent to buy a new cat likely went to con artists.“I just felt like I lost my sense of love for humanity,” Suzi Moon told Team 10. Moon’s Maine Coon cat, Teka, recently passed away. She was 15-years-old and a longtime member of her family.“He was the best cat ever,” Moon said. When he died, she was heartbroken.“I was in an emotional mode,” Moon said. “I wanted to get another one because I just was so used to that cat.”Moon searched online and found a website that advertised pure Maine Coone cats. She emailed the website and got a response. “They emailed me back and this cat that I saw on the website was a gray cat. Beautiful,” she said.She also spoke to someone on the phone, who sounded legitimate. The man asked her questions, such as whether or not she was having the cat indoors and if she was declawing the cat. Moon eventually scraped up 0 and sent the money through Zelle, something she now regrets.The day the supposed seller was supposed to ship the cat to her, he asked for more money for a special crate. “We need to have you cash app, send ,000 more,” Moon said. After back and forth with the seller and refusing to pay more, Moon said they eventually blocked her number. The 0 she paid was gone. The website, puremainecoons.com, is no longer active. Team 10 found the website on petscams.com, a site that bills itself as a pet watchdog website. The Better Business Bureau said pets are the top scam when it comes to online purchases. The average loss is 0. Moon wanted to share her mistake with others in hopes nobody else falls victim to this scam.“I just felt violated. There [are] people out there taking advantage like that. It’s disgusting,” Moon said.Team 10 called the person Moon said she spoke with about the cat. That man hung up before answering any questions. The BBB suggests do not buy a pet without seeing it in person. The organization also recommends conducting an internet search of the photo. SAN DIEGO, CA — SAN DIEGO (KGTV) - The City of San Diego calls it the "Get It Done" App, but a Normal Heights man says he wants to know when work will get done."They block the sidewalk. They've ripped through my canopy. They've killed my two lemon trees," said Mike Scaglione as he stood in front of his home. He's referring to the damage caused by palm fronds that fall from two trees on city property he says are in serious need of maintenance. "It'll be seven years tomorrow that I've lived here and in that time frame I've probably picked up 3 or 4 hundred palm fronds."Scaglione said he's been trying for several months to get the city to keep up with the trimming of the two palms outside his home. "They say they're going to, or they direct me to somebody, but it just keeps going no where until it's a dead end." Scaglione says aside from the damaged to his property, he fears a potential for much worse. "Its kind of hard to see," he says, grabbing a palm frond from a pile collected near the trees, "but if you run your hand along here there's a pretty jagged toothed edge on here that if it was to land on somebody it could rip them pretty nicely."Scaglione has been using the city's Get It Done app. Past reports show crews have responded to clean up the fronds once they're on the ground. But when it came to a neighborhood tree trim last October he says, "They came through here and trimmed every tree on the block except mine." Scaglione said he asked the crews why. "They didn't have anything that could get up that high." Scaglione estimates the trees at 40 to 50 feet.In response to an inquiry by 10News, a city spokesperson sent an email explaining San Diego is on a two-year cycle for trimming city owned palm trees. Scaglione's block was on the schedule for October. But there's still more work to be done. So, does that mean the trees in front of Scaglione's home will be trimmed? "Yes," replied the spokesperson, "It is on the schedule." Though Mike feels like he's been here before."They would look into it when they were doing similar work in the neighborhood. (KGTV) -- If there’s a dangerous situation unfolding in San Diego the odds are crews with the San Diego Fire-Rescue Department are on-scene.Team 10 discovered the number of responses crews make across the City of San Diego are up by tens of thousands from just a few years ago."What used to be a busy station, looking at nine to 10 calls a day, now that's an average station,” said Chris Webber assistant chief over emergency operations. “A busy station is 15, 17, or more calls in a day.”Webber’s been with the department for more than two decades."The things that have changed, the complexity of the calls the quantity of calls and the technical expertise that it takes to manage the calls,” he said.With San Diego's booming downtown area, Team 10 wanted to know just how busy emergency crews are.Team 10 looked at the number of San Diego Fire-Rescue department's responses dating back to 2014.Across the city, responses are up by thousands.In 2014 the numbers showed 153,110 responses across the city. In 2018 that number was up to 175,147. Total responses are down from 2017, but still show a significant increase from just a few years ago.According to the numbers, the stations with the most responses are in the downtown, Lincoln Park and Valencia Park areas. Although, fire crew members say you can’t discount the number of responses made in the South Bay and Center City areas.“EMS calls are the biggest load,” Webber said. “We're running 82 to 85 percent of the calls are EMS."Here's the proof, station four which serves the East Village and its surrounding areas had more than 6,000 responses for medical calls last year. 1657
