BEIJING, Aug. 13 (Xinhua) -- Chinese rating agency Dagong Global Credit Rating Co. on Saturday defended its AAA rating given to the Ministry of Railways, which has been under public fire over a train collision last month. The ministry received the long-term credit rating after launching on Monday its first bond sales since the crash on July 23 that killed 40 people near the Wenzhou city of eastern Zhejiang province. It sold 20 billion yuan worth of three-month bills on offer in the interbank market, with a yield of 5.55 percent, a relatively high rate for short-term government paper. The rating was assigned because of the ministry's status as a government agency backed by the central government revenue, its sufficient capital flows and strong financing ability, Dagong said in an email to Xinhua. The agency made the elaboration in response to market doubts as the ministry is already heavily indebted and the accident has stirred up skepticism about the its credibility and the safety of fast-expanding railways.Adding to doubts is that the AAA rating of the ministry is even a notch above China's local currency debt rating of AA+, which was also rated by Dagong.Government data showed the ministry's debts exceeded 2 trillion yuan (313 billion U.S. dollars) as of the end of June, raising its debt ratio to 58.53 percent, slightly up from the end of the first quarter of this year.Dagong said in the statement that the debt-to-asset ratio is medium level, lower than the alert line for the ministry which is 75 percent. The ministry has large-scale assets of good quality and relatively large room for fund-raising, Dagong said. The ministry has "extremely strong" repayment ability as it is backed by the state's credit, Dagong said, referring it as one of the three authorities that are allowed to issue bonds, along with the Ministry of Finance and the People's Bank of China. In July, the ministry issued 20 billion yuan of one-year commercial papers with a coupon rate of 5.18 percent, but only 18.73 billion yuan of the total was bought.Analysts said it has become more difficult for the ministry to borrow money because of tightened market liquidity and concerns over the ministry's debt burden.China's top four banks said at the end of last month that they will continue to offer loans to the ministry based on market conditions and risk appraisal. Credit from the four largest state-owned banks including the Industrial and Commercial Bank of China and the Construction Bank of China has been the major source funding the construction of China's fast-growing railways in recent years.

BEIJING, Aug. 26 (Xinhua) -- China's maritime authority on Friday once again urged U.S. oil giant ConocoPhillips to finish cleaning up oil spills in north China's Bohai Bay as soon as possible.Aug. 31 is the deadline set by the government. "There are only five days to go before the arrival of the deadline," said a statement of the State Oceanic Administration (SOA).The SOA urged ConocoPhillips China to adopt all technical measures that could be used to clean up oil spills, and to do it "with an active manner."Liu Cigui, head of the SOA, said Thursday that his administration is collecting evidence and gauging the ecological impact of the spills in preparation for possible legal action against the company.ConocoPhillips China, a subsidiary of ConocoPhillips, first reported the oil spills in June. The spills have spread to beaches in Hebei and Liaoning provinces and been blamed for losses in local tourism and aquatic farming industries.Although the company has worked to clean up the spills, pollutants have still been found in the bay, even after cleanup efforts were reported to be complete.ConocoPhillips China admitted that a total of 16 oil spill sources have been found in the bay as of Friday.

WARSAW, June 7 (Xinhua) -- Another patient suspected of Escherichia coli was admitted to hospital in Gizycko, northeastern Poland, on Tuesday, local media reported. On Monday Poland's first E. coli infection case was confirmed by tests conducted by the National Institute of Hygiene.Poland's first E. coli patient, a 29-year-old woman permanently residing in Germany and diagnosed with the bacteria, has been receiving treatment in a hospital in Szczecin in northwestern Poland for over two weeks. Two men suspected of E. coli have been hospitalized in Szczecin. They both had returned from Germany shortly before they fell ill. Another man suspected of E. coli was hospitalized in Ostroleka in central Poland also returned from Germany.A boy with haemolytic-uraemic syndrome (HUS), a disease characterized by hemolytic anemia caused by the E.coli patogenic bacteria, has been hospitalized in a Warsaw hospital. The E. coli epidemic originated in Germany. The Robert Koch Institute said the number of registered infections in Germany rose to 2,325 Tuesday, with those in other European countries still standing at about 100. BEIJING, Aug 4 (Xinhuanet) – A new urine test might help doctors detect prostate cancer and better evaluate a patient's treatment options, according to American reseachers Thursday."This is a tool that men and their physician can use to help them decide whether it's appropriate to get a biopsy now or delay that decision," said lead researcher Dr. Scott Tomlins, a pathology resident at the University of Michigan Health System. The test looks for two genetic markers associated with prostate cancer. The first, called TMPRSS2:ERG, is caused by two genes changing places and fusing together; it is thought to cause prostate cancer. Since the gene fusion is only seen in about half of cancer patients, the test also looks for another marker, called PCA3."We are exploiting some new bio-markers to try to refine the PSA (prostate-specific antigen) test," Tomlins said.
