SANTEE — A group of Santee residents trying to gather enough signatures to force a public vote on the recently approved Fanita Ranch development say they are facing intimidation from the developer.Meanwhile, the developer says the signature gatherers are the ones acting unethically. The Santee group, called Preserve Wild Santee, has until election day to gather signatures from 3,500 registered city voters to force the Santee City Council to either rescind approval of the development, or send it to a public vote.On Sept. 23, the council voted 4-1 to approve the project, which calls for roughly 3,000 new homes, 80,000 square-feet of retail space, a school, a farm and public trails. Proponents say the project would provide homes to help with the county's severe housing crisis, while opponents say it would create too much traffic and increase wildfire danger. The homes would start in the 0,000s and could be available as soon as mid-2022."We're for reasonable growth and in the right places and in the right locations, not in an extreme fire hazard location," said Santee resident Janet Garvin, one of the signature gatherers.Garvin said, however, that people who come to sign the forms are being heckled by a project supportes, funded by developer HomeFed. On Monday, Santee Councilman Stephen Houlahan, the lone no-vote on the project, confronted HomeFed's workers on camera at a strip mall."It seemed like a very, very strong coincidence that there was two women volunteering here, and they were surrounded by three men in a very intimidating posture," he said.Houlahan also said the HomeFed workers have also promised to follow signature gatherers across Santee to try to stop them from getting more supporters. But Jeff O'Connor, vice president of HomeFed, stood by the workers. He said they have been respectful, and are there to correct misinformation he says the signature gatherers about the project - namely about the improvements promised to Highway 52, and when it comes to tax increases. While there could be a Melo Roos fee on homeowners, O'Connor said there will be no tax increase on the general Santee population."They're being professional, they're getting the facts out, they're being courteous," he said. "The other said is doing almost the exact opposite."O'Connor said HomeFed believes the project would pass a public vote, if it came to that. 2382

SAN FRANCISCO, Calif. (KGTV) -- A man was arrested over the weekend after a sideshow on the San Francisco Bay Bridge created miles of traffic. In video posted on social media, three cars are seen doing donuts in the middle of the bridge around 10:45 a.m. Sunday. One of the drivers, Gabriel Mora, 21, crashed his white mustang convertible, giving California Highway Patrol to make the arrest.Hours later, several other cars were caught on video burning rubber in the parking lot of pier 30 just south of the bridge.Residents who live in the area say they often call police about the car shows, but say they usually happen late at night. Police said the incident on the bridge caused traffic to back up for miles. 718

SANTEE, Calif. (KGTV) - A rare and beloved family tortoise disappeared from a Santee backyard, possibly grabbed by a thief.Along Jeremy Street, one fenced yard feels especially empty."Heartbroken. My whole family is heartbroken," said a tearful Melanie Clark.Shelly, a 20-year-old leopard tortoise, disappeared about three weeks ago. Clark and her husband returned home from a trip and opened the sliding door but Shelly never came in. Days before returning, Clark says her daughter put down some lettuce on the backyard patio. The couple discovered it half-eaten, which was odd. Usually, Shelly comes back and finishes it.Still, Clark wondered if Shelly wandered off. "We checked all along the fence and saw no gaps," said Clark, who believes it all adds up to a thief."I'm just afraid that somebody saw her and said, 'What a beautiful animal, and I want that beautiful animal,'" said Clark. The foot-long, ten-pound tortoise is unique in its yellow-and-black coloring and origins. "She was one of the last South Africa tortoises to be imported into the United States," said Clark.Clark purchased Shelly at a local pet store before a 2001 ban on the importing of leopard tortoises to the U.S. They were banned because of a certain tick the tortoises may carry. The tortoise, native to Africa, is sensitive to cold temperatures."I'm just worried about not being kept warm. We bring her inside when it's cold. We use special lights and heat to keep her warm," said Clark. She made a plea to the person who took Shelly."Please bring her home to us. She's not just a tortoise. She's a family member. We really miss her a lot," said Clark. If you have any information on Shelly, email 10News at Tips@10news.com. 1714

SANTEE, Calif. (KGTV) -- A woman is on high alert after she says a six-foot-long rattlesnake nearly attacked her dog Friday.20-year-old Willow Godshalk-Gross says she let her small dog out just before 10 a.m. Friday on the 7100 block of Mariposa Street.According to the 20-year-old, the dog started running around when Willow noticed a snake. She quickly grabbed the dog and started running back inside.Firefighters responded and found the massive red diamond rattlesnake cozying up net to some rocks near a fence line.A firefighter was able to safely remove the snake with tongs. Crews say this rattlesnake is the largest they’ve ever seen. After being fed and taken care of by a 3rd party, the snake will be released into the wild. 755

SAN JUAN, Puerto Rico (AP) — Puerto Rico's governor says she will reopen beaches, casinos, gyms and movie theaters across the U.S. territory as officials report a recent drop in COVID-19 cases and deaths that some experts worried would once again spike. The changes announced Thursday will go into effect from Sept. 12 until Oct. 2. Face masks and social distancing, especially at the beach, remain mandatory, and a 10 p.m. to 5 a.m. curfew would continue. The island of 3.2 million people has reported more than 500 deaths, along with more than 17,000 confirmed cases and another 19,000 probable ones. More than 420 people remain hospitalized. 651
