Rap artist Hurricane Chris has been arrested on a murder charge in Louisiana. Shreveport Police say the rapper was arrested Friday after an early-morning shooting at a gas station. In a news release, police say the rapper claimed self-defense after shooting a man he thought was trying to steal his car. But they say video footage appears to show otherwise, and the car was reported as stolen from Texas. Online jail records don't indicate if he has an attorney who can speak on his behalf. RANCHO BERNARDO, Calif. (KGTV) -- For more than one month a North County coyote has been spotted with what looks like piping around her neck. Thanks to determined residents, she'll soon get the help she needs to get the piping off. Myrtle was first spotted sometime in April. Katie Ryan lives in the area and kept an eye on the animal's condition as she continued to pop up around the neighborhood. Side-by-side photos showed Myrtle had lost a dramatic amount of weight since she was first spotted - likely because of the piping around her neck. Republican Kim Davis, the Kentucky court clerk who became a conservative Christian heroine for refusing to sign same-sex marriage certificates three years ago, lost her re-election bid Tuesday, according to unofficial results posted by the Kentucky State Board of Elections.Democrat Elwood Caudill Jr. appeared to defeat Davis by more than 650 votes in the race for clerk in Rowan County, according to the unofficial results, with all precincts reporting. "She congratulated me, told me we done a great job, and I thanked her, told each other we loved each other," Caudill told CNN affiliate WKYT, after he said Davis called him to concede.Davis spent several days in jail in September 2015 after refusing to abide by that summer's historic US Supreme Court ruling that legalized same-sex marriage."It is not a light issue for me. It is a heaven or hell decision," Davis said in a statement at the time, citing her religion.A federal court judge declared Davis in contempt of court for refusing to issue the licenses and not allowing her six deputy clerks to issue them in her place. Repealing Obamacare's individual mandate would give GOP lawmakers an additional 8 billion over 10 years to help pay for their proposed tax cuts.The Congressional Budget Office updated its estimate Wednesday in response to lawmakers' interest. Republicans are considering axing the unpopular provision -- which requires nearly all Americans to have coverage or pay a penalty -- though it's not included in the current House tax reform bill.A CBO score published in December found nixing the mandate would save 6 billion over a decade. While the federal government would lose some revenue from the penalty's elimination, it would make up that and more because fewer people would have federally subsidized policies, the CBO says.
