SACRAMENTO, Calif. — A peaceful protest in a sleepy suburb that’s home to the head of the California National Guard was among four demonstrations monitored by National Guard spy planes, according to the Los Angeles Times.The four planes took to the skies over cities in June to monitor protests following the killing of George Floyd. Three watched demonstrations in Minneapolis, Phoenix and Washington, D.C. But the target of the fourth was the affluent Sacramento, California suburb of El Dorado Hills.Authorities have not explained how and why that neighborhood was chosen when other cities that had seen property destruction and street clashes — like Los Angeles, Oakland and Long Beach — were not. El Dorado Hills only saw peaceful protest during the summer unrest.The Times says that state records show that the El Dorado County Sheriff's Office requested the use of the plane, and the National Guard also sent a Lakota helicopter to the area.The Times reports that Maj. Gen. David S. Baldwin, the head of the California National Guard, lives in El Dorado Hills. Baldwin told the Times that the agency's decision to send a plane had "nothing to do" with the fact that he lived in the area.“The use of the RC-26 to meet the sheriff’s request for aerial support to provide situational awareness for law enforcement is concerning and should not have happened,” a spokesperson for California Gov. Gavin Newsom said. “It was an operational decision made without the approval — let alone awareness — of the governor. After the incident, operational policies and protocols were reaffirmed and strengthened to ensure RC-26 aircraft are not used for these incidents again.” 1677

RIVERSIDE, Calif. – Authorities in California believe they’ve solved a 25-year-old cold case rape.The Riverside Police Department announced Friday that officers had apprehended 49-year-old Ralph Leslie Kroll in connection with the sexual assault of an 18-year-old woman in October 1995.Police say the victim was walking when she was attacked by a stranger, forced into a nearby apartment complex and assaulted.Investigative leads were exhausted and it remained a cold case until police say DNA evidence was able to identify Kroll as a suspect.After obtaining an arrest warrant for Kroll, police teamed up with the U.S. Marshals Service to locate and arrest him at his Eastvale home on Thursday. Kroll was then booked into the Robert Presley Detention Center on charges of rape by force, kidnapping, and the use of a deadly weapon by a sex offender. SACRAMENTO, Calif. (AP) — California has recorded a half-million coronavirus cases in the last two weeks, overwhelming hospitals in urban centers and rural areas. Gov. Gavin Newsom says a projection model shows California could have 100,000 hospitalizations in the next month. Mobile field hospitals are being set up outside facilities to supplement available bed space. At least three are being set up in the Los Angeles and Orange County area, which hit 0% ICU bed availability last week. Other "alternative care" facilities, as the governor refers to them, have been set up near Sacramento and along the Mexican border about 50 miles east of San Diego.“The ICU is at 105% capacity,” Orange County Supervisor Doug Chaffee said of St. Jude. “They’re using every available bed. The emergency department has an overflow ... All the Orange County hospitals are in the same situation. It is dire, so they’ll soon be erecting a tent in the parking lot, probably for triage. I think what we’re seeing is not a surge, but a tsunami.”The governor says he’s likely to extend his stay-at-home order for much of the state. He acknowledged the orders for the Southern California and San Joaquin Valley regions will probably be extended. The orders remain in place for three weeks, and are triggered when a region's available ICU bed capacity dips below 15%. Both of those regions, which combined cover 23 of 58 counties and the lower half of the state, have an ICU bed availability level of 0% according to the California Department of Public Health. The San Francisco Bay area has an ICU bed availability of 13.7%, it's at 16.2% in the Sacramento region and 28.7% in Northern California. 1686

(AP) — California lawmakers are considering proposals that would make the state the first in the nation to offer government-funded health care to adult immigrants living in the country illegally.Democratic Gov. Gavin Newsom has proposed covering immigrants 19 to 25.A proposal in the state Senate would expand that coverage to include people 65 and older, while the Assembly is considering a bill that would extend benefits to all low-income immigrants 19 and older.California already covers immigrants 18 and younger regardless of their status.A final decision on wider coverage may come down to cost.Newsom estimates his plan covering young adults would cost million a year. Legislative staffers estimate the Senate's plan could cost 4 million and the Assembly proposal .2 billion annually.Newsom estimates California will have a .5 billion budget surplus. But he has urged lawmakers to constrain spending, warning the next recession could cost the state billion in revenue. 1019
