(KGTV) - A Caltrans project to expand an SR-78 ramp in North San Diego County has some residents concerned about their safety.Crews have been working on the Woodland Parkway on-ramp to improve the flow of traffic to the freeway. Eventually, there will be an additional lane at the Woodland and Barham on-ramps.Residents told 10News the construction set-up is too dangerous for drivers.“I'm saying a prayer before I get on the ramp cause you really need it,” said Jacqueline Duron.She also said the ramp set-up doesn’t give drivers enough time to speed up and merge onto the freeway safely.“A lot of the times all the lanes are packed - so there's nowhere for anybody to go - and drivers going up the ramp getting smashed on the cement wall,” said Duron.Neighbors also posted concerns on the NextDoor app, calling the situation a ‘death trap’.Crash statistics for the Woodland Parkway ramp to westbound SR-78 show a slight uptick from last year, with seven crashes to the previous year’s five.Even though the number of accidents were slightly higher this year compared to 2017, the CHP says the numbers do not support the existence of an issue.10News talked with Caltrans about neigbors' concerns. SANTA ANA (CNS) - A Colorado man was behind bars Wednesday on suspicion of killing an 11-year-old girl in Newport Beach in 1973, with authorities saying DNA technology helped them track down the suspect.James Alan Neal, 72, was arrested around 6:30 a.m. Tuesday in Colorado Springs, Colorado, in connection with the death of Linda Ann O'Keefe, who lived in Corona del Mar, Newport Beach police Chief Jon Lewis said.The girl disappeared while walking home from summer school on July 6, 1973, and her strangled body was recovered the following morning in a ditch in the Back Bay area. Police said the girl was last seen standing near a man in a blue or turquoise van.Lewis credited ``the latest in DNA technology'' for helping crack the case that has stymied investigators for more than four decades.``We have never forgotten Linda or the tragic events of July 1973,'' Lewis said at a news conference announcing the arrest. He said the girl's death changed the community, making parents think twice about letting their children outside alone.Neal has been charged with murder and District Attorney Todd Spitzer said the suspect could potentially face a death sentence, although there is some question about whether capital punishment could be applied in the case given the date of the killing and the laws that were on the books at the time.Newport Beach police last July mounted a Twitter campaign releasing information about the killing to try to spur new leads.The tweets detailing the last hours of Linda's life included photographs from the crime scene and a newly created ``snapshot'' of the suspect that was put together by scientists at Parabon NanoLabs. Science is on the cusp of a successful vaccine for COVID-19."This is exciting. We are seeing science expedited but expedited in an efficient manner," said Johns Hopkins lung doctor Panagis Galiatsatos.But how fast this all happened has caused concern. We are being very diligent about the safety of this vaccine," said Galiatsatos.He said the amount of time and resources poured into these vaccines are unlike anything pre-COVID-19 and scientists were also able to draw from different coronavirus vaccinations from the last 20 years."The lessons learned there have allowed us to kind of skip multiple chapters ahead in the vaccine-making textbook, where we can feel confident to push forward multiple vaccinations right now," said Galiatsatos. "We’re the ones that cause vaccines to be developed slowly because we have to hire people. We have to find funding. We’ve been able to overcome that so that natural barriers of learning this virus, we’ve done already with its prior predecessors. The human barriers, we are overcoming that because a lot of the science community is coming together like we are all in this together. We gotta have a vaccine."Two vaccines are in the last phase of trials in Maryland right now. One is a first-of-its-kind RNA vaccine."It takes a fat deposit, this lipid nano molecule, and inside it has genetic material that when it gets into a human being, that genetic material gets into our cells and reproduces some of the proteins into our body that our immune system can identify and make a memory for," said Galiatsatos.The second is a more common vaccine, injecting a weakened virus to create an immune response.Galiatsatos said they still need to recruit 30,000 patients for these trials and then monitor them for 3-6 months before they can see if they are successful. They are looking for 4 things: if it’s effective with 1 to 2 shots; if it can help the targeted population; if it can cause antibodies to be made and if it can stop viral transmission to cause herd immunity."The best-case scenario is in a year from now we can talk about did it work, so we are in the late summer 2021. Then we can talk about making it publicly available," said Galiatsatos.So he said for the next year, acting based on what we know about COVID-19 is extremely important."To me, this is just a test of humanity. We’re better. We can all rise to the occasion and overcome this with the simple facts of knowing how this virus spreads and adapting ourselves to mitigate the spread of the virus," said Galiatsatos. We know how it spreads, through the air. We know to get infected you have to be in close proximity to someone or touch surfaces and bring them to your face."That means continuing to social distance, wear masks, and wash your hands. Scientists are proposing an ingenious but as-yet-unproven way to tackle climate change: spraying sun-dimming chemicals into the Earth's atmosphere.The research by scientists at Harvard and Yale universities, published in the journal Environmental Research Letters, proposes using a technique known as stratospheric aerosol injection, which they say could cut the rate of global warming in half.The technique would involve spraying large amounts of sulfate particles into the Earth's lower stratosphere at altitudes as high as 12 miles. The scientists propose delivering the sulfates with specially designed high-altitude aircraft, balloons or large naval-style guns.Despite the technology being undeveloped and with no existing aircraft suitable for adaptation, the researchers say that "developing a new, purpose-built tanker with substantial payload capabilities would neither be technologically difficult nor prohibitively expensive."They estimate the total cost of launching a hypothetical system in 15 years' time at around .5 billion, with running costs of .25 billion a year over a 15-year period.The report does, however, acknowledge that the technique is purely hypothetical."We make no judgment about the desirability of SAI," the report states. "We simply show that a hypothetical deployment program commencing 15 years hence, while both highly uncertain and ambitious, would indeed be technically possible from an engineering perspective.
